BACKGROUND This project involves replacing approximately 2,300 feet of old deteriorated 6, 8 and 10-inch cast iron and steel water mains with a new 18-inch water transmission maim on East Washington Street between the Petaluma'River and Edith Street. Die project also involves installation of new water services and fire hydrants. This is the third phase of replacing the existing water mains in East Washington Street. The phase 2 project was completed last fall. Recent failures in these lines have made water main replacement a top priority: This project will improve service and will reduce repair and maintenance costs due to failure; The project location is shown on Attachment 2. DISCUSSION The Notice Inviting Bids was issued on May 2, 2013. (TGI), has•performed'similar projects for the City of Petaluma, the City of San Rafael, and the Marin Municipal Water District. Staff verified that TGI;possesses a valid Class.A California Contractor's License, license number'895384, which expires on April 30, 2015, that qualifies,TGI`to perform the work. Construction is scheduled to begirt in'July of 2013 and`to be.completed in November of 2013. It is anticipated that construction'management and inspection services-will conducted by City staff. • The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits". FINANCIAL IMPACTS The total project budget for the,-East'Washington Street 18"`Water-Main-Replacement (Petaluma River to Edith Street) (C67401002) ise$2,680,000. $110,000,has:been_expended to date for engineering, assessments and design. Team Ghilotti, Inc.'.s bid of$1,595,895 is within the approved CIP budgeted amount of$1,800,000 for the construction contract phase. Construction contingency will remain at the budgeted,amount of$275,000. Location Map • • '! 2 Attachment-1 RESOLUTION AUTHORIZING THE AWARD'OF CONTRACT FOR THE EAST WASHINGTON STREET 18" WATER MAIN REPLACEMENT (PETALUMA.RIVER'TO EDITH`STREET) CITY PROJECT NUMBER C67401062 • WHEREAS, city staff has prepared construction bid documents and advertised for construction this project; and WHEREAS, in accordance with the City of Petaluma.Charter and Municipal Code, California Public Contract Code,Section.20162 and other applicable law, City staff solicited bids for the Project; and • WHEREAS,the project was bid on May 2, 201, and seven (7) bids were received and opened on May 29, 2013 in accordance with applicable law; and WHEREAS, the lowest responsive bid for the'Project.:was submitted by Team Ghilotti, Inca (TGI) from Petaluma, CA for $1,595,895; and • WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verifiecFthat TGI possesses a valid California Contractor's License, Class A. number 895384 that qualifies TGI to perform the Project; and WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality Act ("CEQA") and Title 14, the.California Code of Regulations ("CEQA Guidelines"), Section 15302, because the project consists of replacement and reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. WHEREAS, the funds made available are in the water capital budget; and NOW, THEREFORE, BE IT RESOLVED that the City Council ofthe City hereby:. 1. In accordance with'the'-City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, waives:anyand all non- conformance?imihe bid'of Team Ghilotti, Inc. for the East Washington Street 18" Water Main,Replacement (Petaluma River to Edith Street) Project, Project No C67401002, finds the bid of$1,595895'to be the lowest, responsive bid and further finds that TGI is the lowest>responsible bidder. 2. Awards the contract for the East Washington Street 18" Water.Main;Replacement (Petaluma River to Edith Street) Project,Project No. C67401002 to TGI in,the:amount of $1,595,895,the amount of the lowest responsive bid, conditioned on TGI's timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 3 3. Directs staff to issue a notice of'award,to TGI. 4. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by TGI of signed project contract and all other required document, including but,not limited to, executed bonds, certificates of insurance, and endorsements; in accordance with the project bid documents. • 4 .
