As a recent college+graduate who is transitioning into a professional life, it would be easy to assume that my limited span would equate to a similar degree of experience. My, life however, has been more complicated and has given me a somewhat unique perspective. As I mentioned in,the:city application form, my civic:engagement up to.,this point has been extensive, primarily because of numerous struggles that I have witnessed within Petaluma: These instances have taken me to school board funding disputes, and a multitude of land use related debates. The most.'personal of these .related to my neighborhood. When I was in high school, the land behind my neighborhood was purchased for development. The land was previously part of a larger farm and had been zoned accordingly: In the months;following-the purchase; my neighbors would come together to get more information about the planned housing project and eventually .appose it. The planned neighborhood development eventually fell apart do to water,management issues and another decline in housing prices. It was during this process however, that I would seethe approval process and the multiple degrees of possible public input. Witnessing these disputes was inspirational, and aided me through my' college career as I immersed,<myself' in-social activism. Aside from working on numerous campaigns,.I also served.on a multitude of funding bodies and deliberative boards. These experiences Provided & broad skillsetthat,,gave greater clarity on those past land use and civic;experiences that.had`inspired me to be involved in the first place. Furthermore, I have a firm grasp of city planning and zoning policy, along with the'General Plan, the Environmental Element, both.Title 20 and 21 city ordinances, and the use='of GIS and Environmental Impact Data. This knowledge is a byproduct of land q Lfr use disputes that I witnessed ;growing up, and The fostered 'interest that subsequently developed. What do you see as the best solutions, both long and short term, for economic 'development;in Petaluma? • There are several areas thatushould(be.tackled-in the short term, including the fostering of new small business.and-tech start ups, the relief of the WashingtenCorridor, and enhanced infrastructure maintenance and renovation. These may seem like long-term goals, but my_barometer for an investment:timeline is based:on the benchmarks set forth in the General Plan, for 2025. Several start up hubs have-beenC developed;within Sonoma'County. Their success has varied but the principal is sound. Petalumaneeds better jobs'that do'not require.a:gross multitude to acquire a living wage.,Part of the problem, is that our focus seems to have shifted to the acquisition of boxistore business and further retail development. This in itself is not a problem,but-these projects are predominantly going into areas,that do not have the requisite infrastructure.to support;them. Concurrently, the state of Petaluma roads has not made traffic management issues better. Current:fundingshows several key corridors receiving maintenance, however those areas on.the eastern side, where narrow streets connect differing communities, are Often left out.This'will not help to foster community identity or unity. The;Washington Corridor, as defined by the General Plan,.is supposed to:develop into a high density, mixed use, pedestrian friendly connection point between the eastern and western side of town Right now, it is a traffic nightmare; and pedestrian limited. While I understand that more time will be required to truly change the current condition, something has.to be done about the°;traffic congestion between-these main corridors between the two sides of Petaluma. This situation has not been made much better by the addition of the new Target centered shopping center. When looking;atthe GIS interface, it is,also clear the mixed use land zoning, for the area,,is,not adequate.for'the proposed development potential, by,the 2025'deadline in the General Plan. Long term solutions require investment in the,short term„my suggested,solutions are not to push for immediate near sited actions, but rather to utilize funds for further investment in the afore mentioned issue,to begin to see a change on these fronts. Imagine yourself as a visitor to Petaluma. What do•you see physically, economically, and environmentally as you walk around town? • I was originally from Marin City, andhave{experienced these first time reactions. The city has changed since then, however some of my initial impressions remain unchanged. 616- Physically, I saw,. as I do today, two separate.cities. The western side of town, most easily accessible coming off Highway 101 South, is somewhat picturesque. Petaluma's rich history as a riverboat and'lagricultural community is readily apparent at first;glance. The downtown area, now with the new theater district; maintains a balance of past charm and hew development. Traffic along Petaluia Boulevard. South betrays this imagery, since the limited road capacity is made mote severe by the densely packed parking. The deasiern side! of town has a yery different; identity: There is little to no historical identification to refer itself back to the western side of the city. Instead, growth seems to have exceeded what the infrastructure was capable of supporting. The mixed land use along arterial corridors, throughout the eastern side, appears to have created clustered communities upon first glancelThese groupings seem to have little shared identity, only connecting,around larger shopping conglomerations. The increased number of boxed stores only worsen this impression, as the 'required parking and traffic allotment creates an impression of extensive sprawl. The economic impression complicates the'physical,one. The western side of town appears to have more small businesses, :but the historical imagery gives off a stale impression. Concurrently, the traffic flow through the eastern side of town, gives the impression of outflowr activity. The amount of retail and larger shopping centers on the eastern side of town provides a healthy'economic impression. Upon second glance however, it.seems that many of those localized jobs would ,offer little in the way of sustainable income. It would be more likely that 'someone would:'have to work' two or three of them, just to make a decent wage. This is most visible when looking at the conditions of related housing developments The environmental impression is .1 also complicated, but certainly more positive when viewing the western side of the town. The number of parks on the eastern side is impressive, but the impression of"sprawl and dense traffic masks that almost entirely. Either way however, the development practices set forward by the, Environmental Element and the General Plan do have a visual impact. The problem is that the stark contrastbetween the two sides of the Petaluma diminishes the apparent effects. Overall, the impression that I had when I first came to Petaluma is the same overall impression that-I have today. The city does not appear as one community, but several.. The east side of Petaluma,with its housing subdivisions, schools, shopping centers and automobile intensive needs is spread out such that walking isn't as encouraged and I would like to employ remedies that promote cycling and pedestrian activities. Looking at the congested E.Washington St. traffic currently,with just two East Washington Place stores open, this will need mitigation review before the end of 2013. I would encourage a fully comprehensive review of Petaluma traffic flow, patterns and congestion and encourage employers to offer their employees the option of staggering their work hours to minimize congestion on city streets. Additionally I recommend the re-establishment of an internal planning department and would like to be part of getting this done in 2014. This is a preferable arrangement for ensuring that planning issues--in particular traffic impacts--are thoroughly dealt with. This should also improve the City's responsiveness to community members and other stakeholders.
