YES X NO Date: Planning Commission Meeting ❑ YESX NO Date: What do you think qualifies you to serve on the Planning Commission? 1 grew up in Petaluma and have seen what Petaluma used to be, know what it is today, and know what it could be. A community that is self sustaining, where the citizens would be able to live, work and be entertainment without ever Having to leave town. What the current and past Planning commission shave lacked was a person with the,perspective Of the disabled. Shopping centers, road reconfigurations and parks are all designed with the mobility capable in mind. (Walking and bikes).Petaluma Blvd North for example. When the blvd was two lanes in each direction There was ample!spacing between cars that an elderly or disabled person could open their door and get out. Now with a single lane. There is sometimes a wait of several minutes just to open your car door. There is very Disabled access to these businesses. I started the "Disabled Persons Parking Enforcement Program" with the City of Petaluma. This program has been used as A model for other city's interested in starting such a program. The Program was also published in The Canadian Magazine"abilities". I have also served as a Volunteer Community Service officer for the City of Petaluma for 15 years. I have also worked with Hewlett Packard and Agilent Technologies making there campuses more accessible to disabled Employees. Page I a�q What do you see as the best solutions, both long and short term for economic development in Petaluma? Keeping down town as the "Historic" section of Petaluma is a Must. Adding business to the outskirts of down I feel will not affect the down town district. I would like to see more in fill, but in a pro active mode. Look at current empty buildings and lots and find out.what business would be a benefit to that particular location and then go out and recruit the businesses that fit. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? I see the historic downtown area and a asset to the community. However modifications made downtown have made it more bike and pedestrian friendly but at the same time has made it more un- friendly,to the disabled and elderly.Access for-the elderly and the disabled is at an all time.low. Not everyone Rides a'bike But everyone gets older and acceptability does become a problem. The General Plan (Plan) is the guiding document and vision for the City. How would you interpret the policies and goals articulated in the plant How flexible would you be and would you feel comfortable not approving specific land uses allowed in the Plan? As stated the General Plan is a Guideline. That being said, there is an intent that needs to be reasonably followed. I'would be flexible in not approving land uses allowed but ther ewould have to be a extreme circumstance. As apposed to "Not Approving" I would rather work with the Developer and find a compromise to address any issue that may arise. Page 2 aao te e The growth management system has been an element of the development process in Petaluma since 1972 and.an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in mind, and given the pressure for ongoing growth during thenext decade or so, what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects sPetaluma? Growth in the city has to be controlled. But alit Growth cannot be all lumped together. We cannot continue to have home growth outpace infrastructure. We need to reduce are carbon footprint by making Petaluma self sufficient.People should not have to leave Petaluma or want to leave the city for-any reason. To go,shopping or for recreation. More influence on impacts to the community and improvements toroads should be looked at when ne wDevelopments are introduced the impact on the Roads and'Landscaping need to be addressed Historic Downtown Petaluma is,a great asset. I would like to see more events promoting the down town. More events.like the Butter & Eggs Day Parade. Things like possibly " Petaluma Day". Maybe a baseball game between the police department and the fire departments. More out door-MOVieS.The river area is another opportunity with raft races. (we used to have a race with rafts made out ofmilk cartons. Bring things like that back. How would you address current and future flooding issues for Petaluma? Seems like the current and past City officials have addresed the past problems. I would like to see some pro action things like;maybe looking at holding ponds being created. They could be incorporated into Parking lots or Rustic parks. How would you address current,;and,future traffic congestion in Petaluma? Where are People going? Traffic flow needs to be studied. I hold a'MBA in'Healthcare Administratiomand a PostMasters in Planning from George Washington University. !was recognized and honored by the City of Bowie, Maryland for developing and publishing a detailed study establishing the need for hospital complex'in the"city. I was a member-of the Board.;of Directors of a planning commission tasked with the expansion and construction of healthcare facilities and services for San Diego, Riverside and Imperial counties. I was also the,Director of Planning;and Development for the'establishment of a 150 million- dollar medical care facility overseas . I developed, authored;andireceived approval from the State of California Health Services Commission for the expansion of Desert Hospital and Medical Center. li Thus, I have extensiveexperience compiling, interpreting,and.presenting data relevant to the needs of municipalities. Q: What.doyou see as the best solution, both long and'short term,for economic development in Petaluma? A: Petaluma is a beautiful city with great potential for further economic and cultural growth. • Well-considered planningwith community involvement and easily-accessible core retail centers will improve both the aesthetic appeal and fiscal sustainabilityof;our City. Improved access (both pedestrianiand vehicular)to our unique neighborhood retail shops, cafes and recreational facilities,the reduction of traffic congestion in the City's center and an increase in parking is likely to increase-revenues and'contributeito the City's revenue.base. Providing innovative incentives may also encourage businessesto relocate,to;Petaluma. These incentives may include assigning anappropriiate member of the City's development staff to serve as a point of contact for all city processing and permits; a reduction in utility connection fees; and tax incentives for companies:willing;to locate in retail-poorareas;of the City. A"Site Selection and Permitting Assistance Department"should be established,to help businesses locate appropriate sites and guide them through the permitting process. This Department would, in turn, make site recorriinendations tothe CityPlanning.Commission for review and approval. Q: Imagine yourself'as a visitor to Petaluma. What do you see physically,economically, and environmentally as you walk around town? A: Petaluma is'a:charming,city with!a small-town, mid-19th Century feel.The buildings in the downtown,area and along the water front are proud examples of the City's dedication to the preservation of its heritage-.both.architectural and historical. Most of the City's tourist- attractions are;located.downtown;in West Petaluma,with several newer, large retail centers near the freeway. The topography of the City is mostly flat,with a gradual°rise into the residential neighborhoods',onthe:west side of:town. Highway 101 divides West and East Petaluma. East'Petaluma is primarily residential and currently lacks'a core.retail/shopping area. • The verdant hills'around the City's urban and residential core are breathtaking and give 1 a3 a-, Applicant: Robert B. Mohit Petaluma a.distinctly agricultural, eco conscious feel. A short drive downtown and you find yourself surrounded by rollinghills, dairies,vineyards,"farms,;andpastures. Q: The General Plan (Plan) is theguiding document and vision for the:City. How would you interpret the policies andlgoals articulated irrthe plan? How flexible would you be and would you;feel comfortable notapproving specific land uses al owed.in,the plah? A: The policies and goalsarticulated in the City's General Plan for Petaluma provide an excellent roadmap'for the Cornniission, but the Plan does not-and-cannot- provide definitive guidance in every instance: The Plan is!a living document; one that must be interpreted and applied by the members_ofthe P lanning Commission,with the Plan's ultimate goals in mind. Projects and/or land uses expressly,prohibited,by the Plan,should either bedenied or redesigned to comply with the Plan. In those instances,,however,whereaprojector-land use is not expressly prohibited by the.eelan, I believe (could be'flexible on a case-by-case basis,provided I could be convinced that the project land use served the best interest of our community, economically; environmentally and socially. Q: How would.you address:currentand future flooding issues for Petaluma? A: In recent years we have:witnessed aconsderable warmingi trend,in our world:due to CO2 emissions.. These warming trends are,expected to continue and accelerate in the years to come, resulting in severe,weatherchanges, including,unexpected'rain storms and floods. Petaluma,is surrounded by hills and situated along,a waterway-with a history of flooding during • severe storms. Flooding',is„therefore, a matter of great concern. Petaluma should continue to revise and update its Floodplain and Floodway Regulations and ensure that watersheds and C. riparian areas remain undeveloped. The City should also consider implementing regulations requiring drainage channel inspections oniall private property prior to the close of escrow. Finally,the City should.also"consider offering training'courses•in disaster preparedness. Q: How would you address current and future traffic congestion in Petaluma? A: The City seems to lack adequate parking near thedown town area and some of the parking currently available is,unsuitable. For example, Petaluma Boulevard,which currently allows parallel parking`onbothsides,ofthe street is too narrow,tocomfortablyaccommodate parking and traffic. A public parking facility needs;to be built near the downtown area Alternatively, a "a park-and ride" area outside of town - perhaps.in connection with efforts to bring back the Petaluma Trolley- could be;used'to shuttle'people to and from;downtown. All new residential and commercial buildings should be required to provide adequate off-street parking as a condition of approval. The City may also Wish to explore'whetherthe provision of public bicycles for use'in'the flatter sections of the downtown area would be a.viable alternative for residents and!tourists. Public bicycle programs have:been implemented With great success in Europe andlseveral.cities here in the U.S. (e.g., Denver, Colorado)also have them. Finally, traffic studies should'be'conducted withan eye to the creation of a comprehensive plan to relieve traffic congestion by; inter alia, improving bicycle'lanes, and facilitating pedestrian access to and from public transportation: • 0-35 Applicant: Robert B. Mohit Q: What infill policies do you think shouldibe adopted hi light of the Urban Growth Boundary passed by the voters? A: In general,I agree with the City's Policy,,outlined in Table'4.9-I,of promoting'infill development at equal or higher density and intensity than surrounding uses. However, I strongly believe that one of the main attractions of our City is its peaceful, residential neighborhoods. As more and more people flee the congestion and urbanity of larger cities to live and raise their families here, (choosing to commute;longer'for the peace and'quietiof our;smaller, but vibrant community), we should strive to,preserve Petaluma's unique character. Thus,the objective of the City Planning Commission should be to plan for the inevitable increase in the City's population in a manner consistent with the City's guiding principles and to preserve the City's historical character and natural'environment.
