I believe I would bring a wide range of+skills to the Planning Commission. As a project manager at a local business, I have worked with almost every sector of the community including regulators, contractors, consultants in many different fields, workers, lenders and many city government departments. My ability to communicate with all thesergroups will allow me to bring together diverse interests to find reasonable solutions tojthe issues facing Petaluma. My work in local business has given me an understanding of many diverse fields, including wastewater and regulatory compliance, and a firsthand experience of cost/benefit analysis when undertaking major projects in and around Petaluma. My background in organic vegetable farming helps me understand the challenges faced in modern agriculture and the needs of food processors. And finally, all these experiences, as well as my Biology degree, have trained me to look at specific issues in the context of the wider goal. Please state reasons why you want to become a..member of this Board, Commission or Committee, including what specific objectives you would be working toward as a member'of'this advisory body: I have lived in the Petaluma community for ten years. I have benefitted from the work prior commissioners have completed in service to the community, and I would like to do my part to continue improving my community. As stated above, I believe my wide range of experiences will be of benefit to the Planning Commission and I would like to put them to use to serve'the community. One of my specific objectives is to help Petaluma become a hub for unique and innovative food producers. I will be an excellent planning commissioner becausexl°wish tahelp facilitate'sustainable'development and measured growth in our town. I have been living and working in Petaluma for 10 years. My career in cheesemaking and project management has given me the opportunity to engage first hand, in the processes involved in planning department permitting and the workings of city government. Because of these experiences, I can contribute to the long-term health of the community, the continued connection between our agricultural heritage and to the vitality of our food production companiesilocated in our city's limits. Asa homeowner and.a member of the community, I have a vested interest in seeing the peaceful charm and entrepreneurial vitality of the Petaluma community maintained while allowing for smart and measured growth. What do you see as the best solutions, both long and short term, for economic development in Petaluma? • Identify industries:and businesses that fit the character of the Petaluma General Plan, such;as small and medium-scale food producers. • Find ways to provide incentives to these industries as well as proper infrastructure to meet their needs. • Create clear pathways and guidelines for businesses to use when considering a Petaluma location. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? Petaluma is in a unique location in the North Bay..More than any other town in the area, it serves as an interface between rural agriculture and urban consumers. The town is surrounded by rural lands that produce great agricultural products and is positioned along major thoroughfares that allow access to labor and markets. This mix of'urban accessibility and proximity to agriculture places Petaluma in an ideal location to process these goods and become the central point for regionally sourced products. It is also this positioning that gives Petaluma much of its natural beauty. The Petaluma River, the surrounding hills, proximity to the ocean and wine country and unique microclimate all make Petaluma the ideal hub for small, artisan food producers. The General Plan(Plan) is the;guiding document and vision for the City. How would you interpret the policies and goals articulated in the plan? a4-1 i' Supplemental Questionnaire for Planning Commission:.Candidates How flexible would you be and would you feel.comfortable not approving specific land uses allowed in the Plan? There has.been much thoughtful and balanced long-term planning for the city. I would strive to follow through with the vision of the General Plan. That being said, each case merits individual consideration. .I It is important to consider'that businesses refer to the General Plan as a guiding document when looking to locate or expand in Petaluma. In order to facilitate business.growth Petaluma, consistent government policies are a must. Although I would be comfortable rejecting a specific land use long term ramifications of these actions should limit taking decisions against the General Plan to extreme cases only. The growth management system has been an element of the development process in Petaluma since 1972, and an Urban.Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in mind, and given the pressure for ongoing growth during the next decade or so, what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects of Petaluma? We are fortunate to have urban growth boundaries in place in Petaluma. Thanks to forward thinking citizens, We have been able to concentrate housing and commercial development within the city's core. It would be good to look at opportunities in east Petaluma for housing infill and neighborhood retail development, especially around the Santa Rosa Junior College campus.Some of the shopping malls on McDowell Street could use an infusion of capital and energy.:Perhaps incorporating rental housing on these properties would help re-vitalize them? Improving bicycle and walking paths throughout the city would help our traffic congestion issues and would help keep our citizens healthy. How would you address current and future'flooding issues for Petaluma? Flooding issues in Petaluma need ta;be considered in the context of the entire watershed. Land use policies need to be combined with structural solutions that are designed with the entire watershed in mind. Larger solutions to flood problems need to be considered regionally, and should include the possibility of downstream flood plain modification to decrease the hydraulic load of the Petaluma River during storm events. Locally, solutions should include planning that limits vulnerable construction in the flood plain as well as incentivizing programs to help mitigate high inflows to flood prone areas. r ',Q' Supplemental Questionnaire for Planning Commission Candidates Use of construction methods that maintain or increase the water infiltration ability of a site should be favored over river containment systems s uch as dykes and levees. How would you address current and future traffic congestion in Petaluma? I would favor policies that increase the wdlkability of Petaluma as well as increase the ease of crosstown bike:access to provide alternatives to vehicular traffic. I would work with the Petaluma Police Department and Public Works to finthand implement'Iinew traffic control technologies to even the flow of vehicle traffic. What infill policies do°you;think should be adopted in light of the Urban Growth Boundary passed by the voters? lnfill should be encouraged irrespective of the urban.growth boundary. One large deterrent to infill is that th1e older parts of town lack the utilities and infrastructure needed for development. Areas for infill should be highlighted and policies to upgrade infrastructure encouraged. City government needs to provide the infrastructure for businesses to thrive. I am recently retired and a new resident in Petaluina, residing for 3 years on the West Side of town. My professional career had two phases.. In my first phase I owned a commercial photography studio in San Francisco.• I specialized in high end annual report photography projects, working for Bay Area Fortune 500 companies. My work took me all over the United States, and to locations in both Europe and Asia. it In my second phase I was a co-founder of a small garden industry manufacturing company, West County.Gardener, that designed and sold hi-tech garden gloves to garden centers across the country. In 7 years, we:built a loyal following for our products, redefined our market category, and sold the company to a major glove manufacturer on the east coast. I have always believed that it's important to give back to the community. I served as board member for over 10,years„both locally and.nationaliy, with the Advertising Photographers of America. APA was the premier professional organization for my industry. I also provided pro bono photography services to support several non-profit organizations that served homeless and atrisk teens in San Francisco. I have traveled extensively and enjoyed learning from new experiences and cultures. I have strong analytic abilities. Working with the Fair Board and the community, establish a new direction for the fairgrounds that incorporates both the agricultural heritage of the Petaluma region, and creates, as one suggestion, a major utdoor athletic facility for the City's youth and families. • Revitalize the area area around the SMART Station, including restoring the Silk Mill to establish a food industr y incubator focused-on providing retail, production and collaborative work space.serving small start-ups launching niche market products in the food industry. ' . Promote city-based arid'development-based street landscaping, including tree planting, on a continuing basis to improve the character of local neighborhoods. Short Term • As soon as possible take simple, initialsteps such as downtown walkability enhancements, parking management policies, and.streetscape upgrades to support the vision for the CPSP, Washington Core and Downtown Commercial area as discussed in the General.Plan. • Support the further creation of a "hi-tech" business corridor by exploring the potential for grants for high,speed internet/WiFi network. • Require new development to fund adjacent and community wide traffic mitigation solutions based on size of development. • Require new-development to fund infrastructure improvements to storm water system and to the maintenance of nearby creeks to support`floodplain management. Imagine yourself as avisitor to Petaluma. What do..,you see physically, economically, and environmentally as you walk around.town? I don't have to imagine being a visitor. I was one for the first time--just four years ago. As a 40 year resident of San Francisco, who had never seen downtown Petaluma, I can recall my first impressions vividly. 2 a - PLANNING,COMMISSION APPLICATION David Powers June 10, 2013 My first impression was of,a town that cared about its past(and,had obviously made efforts to preserve it and'to'.define its place within it. My second-was one of immense commercial potential in a much different way from California.mall towns, places without personality or character. My third Was one of how physically and economically connected the countryside and the town were to each other. Soon after I moved here, in the fall of 2010; I visited the Petaluma Fair. Kids with their own prize whining farm animals told me with pride how they had bred and raised their livestock and how well they,had done in competition. I deeply appreciated the connection these kids showed to their comiunity.. It showed me'a community that was creating its own future because it cared about its past and about the kinds of opportunities it gave:to its young people. Needless to say,I'm happy that I chose to become part of Petaluma. The General Plan (Plan)'is theguiding documentand vision for the.City. How would you interpret-the policies And goals articulated in the plan? How flexible would you be and would you feel comfortable not approving specific land uses allowed in the Plan? It's useful to think of the General Plan (GP) as the strike zone, and to see the Planning Commission (PC) as the umpire. The PC's job, as the umpire, is to call a consistent game based on the strike zone it is given. Being predictable works for both sides of the managed growth equation for the developer and the community. The challenges that Petaluma°faces are varied, complex and tightly integrated. The GP recognizes this and delineates a,set of strong guiding principles in-its introductory ,discussion. From these principles it derives a set:of goals and policies for the wide range of specific elements within the plan. The discussion is thoughtful and holistic. This ground work should notbe discounted and'its.provisions should be a constant reference point. However, the GP is a guide. It cannot foresee all permutations of project uses under the outline it creates. Denying specific land uses designated by the Plan is always a possibility. Nonetheless,.I would not be inclined to approve an amended use if the amended use placed,increased pressure on the city's larger ecosystem of traffic, water management, or quality of life That could not be adequately mitigated. 3 a�� PLANNING COMMISSION:APPLICATION David Powers June 10, 2013 The growth management ,an element of the development p o ess Petaluma since 1972, and an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With'these two major policies in mind,and given the•pressure for ongoing growth during the,next decade or so, what two or three policies._and programs)would you promote to protect the historic, cultural, and physical aspects of Petaluma? Growth at the Center Work to promote higher density business, commercial and residential development near downtown and the,SMART Station Area Incorporate human scale initiatives into developments in this.area:that enhance wa likability, aesthetic appeal and additional landscape and tree plantings. II Growth in Employment Promote the creation of innovative business parks in the,do wntown corridor, in the SMART Station Area, and iii the wider community to increase the number of higher paying desirable jobs within the community. Provide walkable, bike friendly environments to encourageaiving and working in the same place. Create commercial outlets and services that would generate additional employment while appealing to a professionally oriented population, Infrastructure:Mobility and Water Management Together, traffic congestion;arid water supply shortfalls present significant challenges to the quality of life in the:near future. Require that all new development evaluate traffic impact in terms of the area flow, aswell as immediate adjoining streets or roads. Require offset fees to help underwrite construction of traffic mitigation elements, including parking facilities and corridor improvements. Immediately address water supply and storm water management issues by ensuring that proposed development,does not outstrip supply resources. Require new development to protect and/or enhance recharge areas, and to work with the City prior to approval to determine the impact of all impending development. How would you address current and future flooding issues for Petaluma? First do no harm. The recent flooding in Central,Europe:illustrates how important it is in this time of climatechange,to'adopt'a set of best practices for development (Planning Commission) and system management (City) With respect to flood prevention and watershed preservation. Best motto: Be Prepared. 4 PLANNING COMMISSION APPLICATION David Powers June 10, 2013 The GP stipulates.clear-guidelines,for the City in,managing°the broader water system. It asks that the PC support the City thoughicarefully analyzing the impact by all new development on the water system. The list of water system mitigation items pertaining to new development affecting the Petaluma River Corridor (PRC) includes the following, among others: • Manage run off to avoid increasing pressure on the hydraulic system of the Petaluma River • Adopt a No Net Fill Policy • Guarantee a 2 foot above Base Flood Elevation for ground floor elevations • Observe flood terrace designations • Provide setbacks to provide for a 1.00 year flood terracing • Agree to fund other costs associated with mitigating flood related consequences. For developments outside'the PRC, it is important to remember that all water in the Petaluma Basin ends up in the river. So, it is impdrtantto,observe the following important practices for all developments with respect to the watershed:(1) Protect natural recharge areas; (2) Restrict area of impervious materials; (3) Limit building or parking footprints; (4) Require construction of percolation ponds where necessary; (5) require surface drainage swales to restrict stotm runoff impact. How would you address current and future traffic congestion in Petaluma? The Washington Street Corridor, and especially its intersection with North/South McDowell is the epicenterrof'local traffic congestion. This fact is understandable given the concentration of commercial retail development along the east side of the freeway and now, with the new Target development, on thewest of side of the freeway as well. To address this fact, the GP explores,many different mobility modes and urges that they be integrated into the community wide transportation plan. It points out that roadway and intersection widening is the least desirable type of mitigation for high traffic impacts. It also points out that counter-intuitive-measures, such as traffic calming, road diets, and reduced levels of service may in fact help to foster increased alternative modes of transportation, referring especially to the Guiding.Principles of the Plan: (1) preserving Petaluma's:historic character, (2) providing a range of transportation alternatives,and (3) increasing accessibility to downtown and the waterfront. Creating a walkable environment as a destination.that fulfills people's desires for retail, entertainment, and enjoyment can help counteract theneed to use the car. 5 a8`6/ PLANNING'.COMMISSION APPLICATION David Powers June 10, 2013 Parkingmeters,along-the:Boiilevard would provide an,incentiye•for people to use existing parking:structures, particularly if parking is free. Creating a pedestrian-only zone in the downtown district would help preserve a very special identity of the downtown core. Encouraging properly licensed street food vendors,would also increase foot traffic, as would a variety of music, art, and cultural events. What infill policies doyou think should be adopted in light of the Urban Growth Boundary passed by the voters? It bears repeating that the single most valuable asset that Petaluma has, and one the differentiates it from every other city in Sonoma County, is the character of its downtown corridor and the=historic setting of its waterfront: This is a resource that can be leveraged in an organic manner andVor the long term, but it will take a commitment to adopting the vision of the General Plan to make it work. In addition, there is an untapped;resource in the existing malls=-large and small--on the east side, which represents a partial fulfillment of the General Plan directive to emphasize the neighborhood characteristics of Petaluma. Based on community input, and working with creative developers, the City can begin to:convert these malls into neighborhood squares by infilling them with businesses-that cater to local needs-- developments built as part of the neighborhood, not on top.of it Adding landscaping elements to soften the asphalt"environment, and simple structures common to city squares and parks everywhere; Will make some offthese satellite malls real neighborhood focal points rand hubs.
