The City has had:an informal tradition of placing a planner on the Commission to provide a perspective of a practitioner outside of City service. I served from 1993-1996 and provided a bridge between staff and the Commission during a time of relatively high growth in Petaluma when the Commission had to grapple with the first version of the wastewater treatment plant, -implementation of the Ely-Corona-Specific Plan, westside subdivisions, and the Petaluma River Access Plan. Through that experience, I learned to work with people with differing philosophies who often cast close split votes and remained friends. I hope to bring that same spirit to the current Commission. My practice as a planner in the ptiblic and private sectors would serve the Commission well because I have served in the individual roles,involved in the deliberation of the Commission. As a public planner:for the County of Marin and the City of Calistoga, I appreciate the satisfaction and challenges of implementing the General.Plan through programs and interpreting the Plan and its supporting codes as they apply to specific projects.. We need to provide shelter, mobility, and innovation for futureeconomic,development of our town. Petaluma's economy has benefitted fromiahistorically diverse and adequate housing supply providing shelter for all sectors of the economy. Despite strong City funding for affordable housing and political support for specific projects, affordable and workforce house has become challenged by the elimination of redevelopment agency funding and a hot housing market driving up prices. We need to ensure that we use all land within the UGB as efficiently as possible to do everything we can to:provide'housing affordable'xo workers. While office and industrial vacancy rates are too high, Petaluma needs to ensure a future supply forbusiness,growth. Transportation projects long in the making—current highway improvements and.SMART —need to continue with completion of Rainier and highway widening through the valley. Petaluma can foster innovation,in-its citizens and workers by ensuring that they have the educational and recreational opportunities that spur creativity. All these efforts take money. Petaluma needs to foster redevelopment of underutilized areas to generate:tax revenue. Imagine ya uund as a viSifor to Petaluma. What do you see physically; economically, and environmentally.as• A visitor to Petaluma today will see a community investing in private infrastructure—our homes and businesses— while struggling to provide adequate public infrastructure. After negotiating myriad potholes, visitors will be impressed by neighborhoods old and new that show the'pride of ownership and community. They will be impressed by a historic downtown that serves locals and visitors with limited access to a beautiful river—the Greatest Slough on Earth! — and is just starting to turn its attention back to what used to be the centerpiece of this community. As they parked their car,and walked around, they would find a downtown that is starting to become more pedestrian and bike friendly but stops short of connecting that mobility and safety with other parts of town. `ft e-General Plan (Plan) is:the'""guiding document and vision for the';City. How would you interpret the policies'. and godlsrarticulatediin"the;plari? 'Hbw flexible would you;berandfwould-you..feel comfortable not"approving' specific;land;usesallowed in,the,P,lan?, . I would interpret General Plan policies with the specificity directed in the plan. For instance, where the plan directs that something "shall" or "must" be done, I would be most strict in applying policy. Where the plan indicates that something "may" or "should" be done, I would consider using more flexibility in how the policy is applied. I appreciate that substantial effort went into allocatingspecific land uses to particular areas of the city. For that reason, absent some extraordinary circumstance, I would have no problem voting for specific land uses with which I disagree as long as the required findings can be made. If I disagree with the application of a land use to a specific site, I would work to change the land use designation through the planning process. As the old planning dictum opines, "If you don't like the way the law applies to the project, change the law not the project." Page 2 39\3 'The growth management system has;been,an element of the development.proces'in"Petaluma since, 1-9,72, and an Urban Growth Boundary was adopted:.in '1.998 to control theyphysical,growth of Petaluma. With these TWO major policies in mind„and given the pressure forjongoing growth during the next decade or so, what two orthree policies and programs would you promote;to protect the historic, cultural, and physical aspects of :Petaluma? A First, I would promote housing for all by focusing on smaller homes and greater density more likely to provide shelter to a variety of incomes, ages, and cultures so Petalumans and their progeny can live and work here. Second, use the limited space with UGB Wisely; don't settle fori mediocre development. When we do something right— like the Theater District — it's around for a very long time. When we do something wrong, it's also around for a very long time. Third, Improve mobility for pedestrians and cyclists so it's safe,to go anywhere in town. When was the last time you thought about riding your bike from one side of town to another? Why should pedestrians feel like they're entering some high-risk game just to cross the street in their neighborhood or downtown? H'ow,wouldlyoii,adtlress currentidhd'future.flooding issues for Petaluma?: First, we need to respect the river and its tributaries by protecting its banks and capacity for stormwater flows. Petaluma needs to strictly enforce zero net fill and integrated stormwater policies to reduce runoff. Second, we need to ensure that we are incorporating best practices for sea level rise by restoring tidal wetlands in the Petaluma River Estuary and following BCDC recommendations for the built environment as it redevelops. How would'yoo:address current:and future traffic congestion in Petaluma? I would encourage a complete street perspective in all new street development and existing street renovation. We should make it safer for pedestrians and cyclists to move throughout town not just the limited and disjointed opportunities we have today. In-the long term, the best solutions to enhance economic development in Petaluma involve investment in infrastructure to support growth and development and encouragebusinesses to operate and stay in Petaluma. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? Imagining myself as a visitor to Petaluma, l see a distinctown along the river, with a vibrant, historic urban;core,strong remnants ofan,agricultural base along the outskirts of town, historic homes on the west side of town, cul-de-sac neighborhoods on the east side of town; commercial corridors along Washington and McDowell, and a pronounced greenbelt (open space) surrounding the city. - The strength of Petaluma Is its historic urban center, but connectivity from the east side is Jacking. The prominence of Highway 101 dividing the;town east-west is an impediment. But effective:street front development, access and linkages to the river, and pedestrian pathways can help soften the edge. The General Plan (Plan) is the guiding document,and vision for the,City. How would you interpret the policies and goals articulated in the plan?'' How flexible would'-you be and would you feel comfortable not approving specific land uses allowed in the Plan? The policies and,goals articulated in tie.Genëai Plan reflect the,city's . overarching commitment to sustainable development.within the Urban Growth Boundary, policies that I;firmly.support. These policies involve preservation of the city's historic..center,:development limited to infill,and underutilized parcels, and the preservation of the open space surrounding the city. The General.Plan lays out important guiding principles and I would likely support;proposals that meet the land uses allowed in"the Plan. I do understand`that the General Plan is not stagnant, but rather, a "living" document, and therefore, accordingly, if certain land use policies appear to,be obsolete or no longer reflect the overarching • principles of sustainable-development, I may be in favor of amendments to the General Plan.
