Ir is recommended that the,City Council adopt the attached Resolution Designating;a.Petaluma
City Council Member-and`Alternate to sit on the NorthBay Water Reuse Authority Board of
Directors. '1
BACKGROUND
I
The North Bay Water ReuseAuthority,(NBWRA) was,created in,2005 for the purpose of
coordinating interagency efforts to address the potential use,of recycled water on a-regional-
basis. Membership'in NBWRA is secured through:a:Memorandum of Understanding,(MOU) of
which the City of Petaluma became a signatory;on May 6, 2013. The,MOUrequires'that a
representative from the Petaluma City Counciland designated Alternate sit on the NBWRA
Board ofDiiectors.
The stated purpose of the'NBWRA is to secure,federal'funding:on a regional basis to provide
recycled water for agricultural,•:urban, and environmental uses.thereby reducing,reliance on local
and imported surface water'and:`groundwater supplies and reducing'the amount of treated
effluent releasedito San Pablo,Bay and its tributaries. Current members consist of Sonoma
County Water Agency,-Sonoma Valley County-Sanitation District,Napa Sanitation District,
Napa County, North Mann Water District,Novato Sanitary District;:Las'Gallinas Valley
Sanitary District, Marin.Miinicipal"Waters District and the eft)?of P,etaluina.
The objectives of the NBWRA projects.are.to:
• Offset urban and agricultural demands on potable water supplies;
• Enhance localsand regional ecosystems;`
• Improve•local,and'hregional water.supply'reliability;
• Maintain and,protect'publie.health:and safety; •

• Promote sustainable practices;
• Give top priority to local needs for recycled water; and
• Implement.recycled water-facilities in an economically"viable manner.
DISCUSSION
Section 7(a) of the NBWRA MOU states:
"The Board of Directorsof the NBWRA shall consist of voting representative from
each Member Agency and:may includebne non-voting representative from each
Associate Member. Such representative shall be a.member of the governing board of the
Member Agency or Associate Membert The Member-Agencyor Associate Member shall.
designate one representative and.alternate(s) each.ofwhom shall be members of the
governing board of th&Member.Agency or Associate Meinber. In the event that a
Member,Agency's governing body representative and alternate(s) are unavailable for a
particular meeting, the Member Agency's representative;on'the Technical Advisory
Committee may serve as:amalternate."
The NBWRA Board of Directors meets once per month on the third Monday of each month from
9:30 12pm (with some exceptions). Currently, Director St. John serves as.the TAC
representative and has been the "acting" Board of Directors representative.
The proposed action meets Council goal: "Cost Effective Use of Recycled Water assets."

RESOLUTION AUTHORIZING THE CITY MANAGER
TO EXECUTE THE THIRD AMENDED MEMORANDUM OF UNDERSTANDING
ESTABLISHING MEMBERSHIP IN THE"NORTH BAY WATER REUSE AUTHORITY
WHEREAS, the North Bay Water Reuse Authority has'been formed by various North Bay Area
public agencies to coordinate efforts to seek federal funding for recycled water projects pursuant
to Public Law 10; and
WHEREAS, on May'6, 2013, the.CityCouncil.adopted Resolution No. 2013-041 N.C.S.
authorizing the City Manager to.Execute the Third,Aniended Memorandum of Understanding
Establishing Membership in the North Bay Water Reuse Authority; and
WHEREAS, the North Bay Water Reuse Authority..isrgoverned by a.Board of Directors
composed of member agency elected officials;land
WHEREAS, a vacancy on theBoard of Directors (and Alternate) is currently open and shall be
filled by a Cityof Petaluma City Council Meniber(s).
NOW, THEREFORE; BE IT RESOLVED BYTHE.'CITY COUNCIL OF THE CITY OF
PETALUMA that the.Petaluma City Council does hereby appoint the following.Petaluma City
Council Member and Alternate to sit of the North Bay'Water Reuse Authority Board`of
Directors:
