Action Plan as Amended by the Department of Housing and Urban Development
(HUD)
RECOMMENDATION
Adopt a Resolution Approving the 2013 Community Development Block Grant Action Plan as
Amended by the Department of Housing and Urban Development (HUD)
BACKGROUND
In the spring of each year, HUD provides each entitlement jurisdiction with an allocation of
Block Grant funding. Following the receipt of that information, CDBG staff invites applications
for utilization of the funding, holds a technical advisory workshop, and holds a public hearing
before council. Council then adopts a resolution confirming each allocation. This year because
of the president's sequestration order, those initial allocations were merely estimates. As of May
30, the City received a new final, and fortunately, higher allocation (from $266,092 to $322,092).
DISCUSSION
Council and staff prepared for such an exigency by including in the Council's annual resolution
that"should there be changes in the 2013-14 entitlement amount, the City Manager is authorized
to increase/decrease each,:subrecipient's allocation proportionately." That resolution directs the
following modifications,to the existing Action Plan:

In accordance with CDBG regulations and the program's Citizen Participation Plan, the City of
Petaluma will publish its amended 2013-14 Action Plan. Staff will respond to any community
questions and comments. The amended Action Plan will be submitted to HUD in a timely
fashion following noticing requirements.
FINANCIAL IMPACTS
The Block Grant Program is fiscally self-sustaining. .All administrative, project, and program
expenditures are covered by the entitlement revenues.

Action Plan as Amended by the Department of Housing and Urban
Development (HUD)
WHEREAS, the City of Petaluma is an entitlement community under the jurisdiction of
the Department of Housing and Urban Development (HUD) Community Development Block
Grant Program; and
WHEREAS, HUD provides each entitlement jurisdiction with an annual allocation of
federal funds to be utilized for the benefit of low and moderate income recipients,and
WHEREAS, due to the President's sequestration order, 1-IUD's initial 2013-14 allocation
of$266,092 was an estimate and later finalized in the amount of$322,092; and
WHEREAS, the City's original resolution (2013-032 N.C.S.) accommodated such a
modification: "should there be changes in the 2013-2014 entitlement amount, the City Manager
is authorized to increase/decrease each subrecipient's allocation proportionately;"
NOW, THEREFORE, BE IT RESOLVED by the Petaluma City Council that the.
Amended Action Plan as attached is approved and adopted for FY 2013-2014; and
BE IT FURTHER RESOLVED that the City Manager, or his designee, is authorized to
sign any additional program documents required by the Department of Housing and Urban
Development.
