RECOMMENDATION i
It is recommended'that the,CityCouncil adopt the attached resolution:in support of Petaluma
Water Ways and the San Francisco'Bay Area Water Trail.
BACKGROUND
Petaluma River Access and Enhancement Plan
The Petaluma River Access and Enhancement Plan (River Plan),provides a framework for
preservation;and restoration of the Petaluma River corridor, Adopted<in May 1996, the River
Plan addresses corridor improvements„land uses, and accessibility along the 6:5'mile section of
the Petaluma River within:the city limits.;Itsfour major componentsinclade,restoration of the
river's natural resources, construction Ofa.multi-use trail, avibrant,waterfront district adjacent to
Downtown, and'a mix of land uses along the river corridor. The Plan also introduced the concept
of constructing flood terraces along the River to increase its carrying capacity and reduce
localized flood levels.The General Plan assumessensitiye development patterns along the river
corridor that allow integration of land uses, recreation, and preservation/restoration goals.
National Park Service, Rivers, Trails, & Conservation Assistance Program
In-2008-2009 Petaluma received,assistance from the River, Trails and Conservation.Assistance
program. ThissNational Park-Set-vice program provides;an employee to serve as a facilitator in
helping,to organize, strategize, build public.participation,'and help implement a conservation
and/or recreation'project that is important to a community. A coalition of partners including city
staff,nonprofit groups,businesses, and volunteers worked from 2009:-2012 to develop a river
access blueprint for the-Petaluma River, building upon current plans such as`the Petaluma River
Access and Enhancement:Plan. The primary goals of this were to:

documents:
• Ensure protection and expansion of public easements on the waterfront.

funding.
Petaluma Water Ways is a result of Petaluma's'Participation,in the River, Trails and
Conservation Assistance program:and'the coalition of partners continues to meet on a quarterly
basis to review opportunities for implementing river access. Petaluma Water Ways provides a
blueprint, building from current plans to identify a series of discrete projects along the Petaluma
River from the Lakeville Bridge to Schollenberger Park that represent and promote opportunities
for community engagement, volunteerism and adoption of projects that expand and enhance river
access and public enjoyment.
San Francisco By Area Water Trail j
The San Francisco Bay Area Water Trail (Water Trail)'is a voluntary, planned network of access
sites, or"trailheads,"that will make it-easier for people using non-motorized small boats
(NMSBs) or boards (such as kayaks, sailboardst dragon boats, and stand up paddleboards) to
safely enjoy the historic, scenic, cultural, and environmental richness of San Francisco Bay
through single and multiple-day trips.
This regional, nine-county program is.being implemented under the leadership of the Coastal
Conservancy (Conservancy)in close collaboration with the Association of Bay Area
Governments (ABAG), the San Francisco Bay Conservation and Development Commission
(BCDC), and the Department of Boating and Waterways(Cal Boating),'plus,an advisory
committee representing a broad range of interests and expertise. It is a voluntary program created
by legislation (2005, Hancock,;AB 1296), and based upon the vision of the non-profit Bay
Access, Inc. and a plan developed by BCDC.
The process of site designation has just begun, with more than 100 potential trailheads being
considered for inclusion into the network. Designed to benefit trail users, site owners, and the
Bay environment alike, the Water Trail program will provide a website, maps, and brochures
with information about facilities at,designated trailheads, safe and environmentally sound
boating practices, and Bay wildlife and habitat. There is also a limited amount of grant funding
for improvements to designated trailheads.
DISCUSSION
As an implementation tool supporting the River Access and Enhancement Plan, Petaluma Water
Ways is a perfect fit for the San Francisco Bay Area Water Trail. While the Water Trail program
takes a regional'.approach, extending up the Petaluma River to the Turning,Basin, Petaluma
Water Ways provides a more detailed look at access opportunities within Petaluma. In 2012 a
river tour was provided to staff members:representing various potential funding agencies. The
effort was,highly successful and resulted'in a high level of funding interest from agencies
involved in evaluating grant projects.
Staff recommends that•theCity Council adopt the attached Resolution recognizing and
supporting:both Petaluma Water Ways and the Sari Francisco Bay Area Water Trail. Doing so
reflects the City's commitment to implementing access to and from the Petaluma River, makes
access projects identified along the Petaluma River eligible for.:fundingthrough the Water Trail
program, and will likely result in.Water Trail designation and inclusion as a site destination of
the San Francisco Bay.Area Water Trail. As well, the Petaluma'Small Craft Coalition has
submitted an application to the San Francisco Bay Area Water Trail for their proposed
Floathouse, a small boat rental and public dock facility;suggested for the Turning Basin, and the
attached resolution also assists with grant.eligibility for that project proposal.

A RESOLUTION IN SUPPORT OF PETALUMA WATERWAYS AND
THE SAN FRANCISCO BAY AREA WATER TRAIL
WHEREAS, the California State Legislature enacted the Water Trail Act (AB 1296) in 2005
establishing the San Francisco Bay Area Water Trail, a growing network of launching and
landing sites that allows non-motorized small boat users to better enjoy the historic, scenic,
cultural, and environmental richness of San Francisco Bay; and
WHEREAS, the 1996 Petaluma River Access and Enhancement Plan supports and promotes
river access for recreational use of the Petaluma River, and cites a variety of river access projects
that ensure continued access to-and use of the River as a recreational water trail; and
WHEREAS,the Bay Area Water Trail.is implemented under the leadership of the State Coastal
Conservancy, working in close collaboration with the Association of Bay Area Governments, the
San Francisco Bay Conservation and Development Commission, and the California Department
of Boating and Waterways; and
WHEREAS,the Water Trail benefits the region by improving and increasing recreational access
for non-motorized small boat use by persons of all,abilities and provides economic benefits to
waterfront and water-oriented businesses by promoting opportunities for single and multi-day
excursions on the Bay; and
WHEREAS, the Water Trail fosters stewardship of the Bay and reduces impacts to sensitive
wildlife and habitat through education of boaters; and
WHEREAS,the City of Petaluma recognizes the benefits of non-motorized small boat
recreation on the Bay and wants to encourage this activity as part of a regional trail network; and
WHEREAS;;Petaluma'Waterways is the manifestation of work completed by Petaluma River
Access'Partnars, as a result of:a technical assistance grant provided by the National Park
Service's River, Trails and Conservation Assistance Program, that supports the River Access and
Enhancement,Plan and identifies projects included in the River Access Plan and encourages
funding support or adoption by project partners to assure future implementation; and
WHEREAS, many of the projects envisioned and included in the Petaluma River Access and
Enhancement Plan have been completed, are in progress or remain viable future projects that
require funding; and
WHEREAS, examples of projects completed, contemplated or in process include the G & H
Street'pocketparks, Steamer Landing.Park, the David Yearsley River Heritage Center, Petaluma
Trestle; Copeland Bike and.Pedestrian Bridge and the Petaluma Small Craft Coalition's Float
House;and
WHEREAS,the City's commitment to its Petaluma River Access and Enhancement Plan, and
support of Petaluma Water Ways and the concept of the San Francisco Bay Area Water Trail
assists in availing the City to various sources of grant funding to pursue river access related
projects;
NOW, THEREFORE,BE IT RESOLVED that the City Council of the City of Petaluma
officially acknowledges and.supports Petaluma Waterways and endorses the concept of the San
Francisco Bay Area Water Trail.

Dear Mr. Bosco:
On behalf of the City of Petaluma we encourage the Conservancy to authorize a one million
dollar grant to the Association of Bay Area Governments (ABAG) to help implement the San
Francisco Bay Area Water Trail. As the agency responsible for coordinating the completion.
of the Bay Trail, ABAG has,experience managing a regional project and is well-positioned to
work with all levels of government on access and recreation issues. ABAG has already been
working closely with the Water Trail Project:Management Team agencies since 2005.
We understand that the Water Trail will be a`regional.network of landing and,launching sites
for non-motorized,small boats and that the project's goals include improved access, regional
planning, dissemination of informatiomaboutsites,and their facilities, and education on a
variety of important topics for boaters. We are particularly interested in authorization of this
grant for the following reasons:
• We would like existing,and'planned landing and launching sites along the Petaluma
River to be included''irrthe public outreach and education materials that will be
developed forthe Water Trail, including identification,on maps, on the website, in
brochures, and in the+guidebook;
• We think that increased publicity as part of a consistent and coordinated regional
effortmay increase:tourism, promote<safe boating practices, increase environmental
protection,,and improve the recreational experience of all non-motorized small:boat
users on San Francisco Bay and
• We have been working closely with local nonprofit groups to promote access along
the Petaluma River and would like to.link those efforts regionally.
This grant will enable the Conservancy and ABAG to continuea successful partnership of
over ten years, providing much-needed funds to local jurisdictions for recreationand'access
along the San Francisco Bay shoreline and its tributaries.
Thank you for considering this grant to advance the completion of the San Francisco Bay
Area Water Trail. ■

community together through a
network of green spaces and
gathering spots,small boat
landings,and cultural and
recreational landmarks along the
riverfront.
Linking the vision together is a
continuous pedestrian and bicycle
path on the riverbank,pausing at
„•- ilk neighborhood docks along a
sinuous water trail.
