A RESOLUTION. OF THE PETALUMA CITY COUNCIL
DENYING AN APPEAL AND AMENDING A CONDITION OF
SITE PLAN AND ARCHITECTURAL REVIEW COMMITTEE'S APPROVAL
OF THE WATER STREET LANDING OFFICE/RETAIL BUILDING
TO BE LOCATED ON THE NORTH SIDE OF WESTERN AVENUE
BETWEEN PETALUMA BLVD. NORTH AN:D WATER STREET

WHEREAS the Site Plan and Architectural Review Committee, at their
meeting of November 12, 1987, conditionally approved the proposed 9, 369
sq.ft. office/retail building and associated site improvements for Assessor's
Parcel Number 6-282-23 .(File 5.736B);
WHEREAS, on November 20, 1987, Michael Lennon appealed SPARC's
approval of the project on behalf of Heritage Homes. of Petaluma, objecting
to the three story size and the architectural style of the proposed building,
proporting that both are out of character with the surroundings; and
WHEREAS, the City Council .held public hearings on -the appeal at their
meeting of December 7, 1987;
NOW, THEREFORE BE IT RESOLVED that the City Council hereby makes
the following findings:
1. That three-story buildings occur adjacent to the project site and
therefore a three-story design is not out of harmony with the
surroundings .
2. That the architectural design of the proposed Water Street Landing
building is rich and varied and contains architectural elements
reminiscent of those used on some of the finer surrounding buildings.
3. That the City General Plan includes the following objectives, policies,
and programs relevant to maintaining connection between the downtown

area and the river. Objective 5.4E, "Strengthen and broaden the
relationship between the river and downtown anal open up views of the
river."; Policy 7, "Appropriate efforts shall be made to expose the
river to public view."; Policy 8, "New development or redevelopment
with river frontages shall face both the river and the street on which
it is located."; Program 8, "Develop a riverwalk project."
4. This project clearly responds to the General Plan requirement to face
toward the river as well as the surrounding streetscapes.
5. That this project without the proposed 9-foot setback from the Western
Avenue right-of-way causes an objectionable narrowing of the
connection to and view of the Petaluma River from Petaluma downtown.
BE IT FURTHER RESOLVED that based on the findings herein, the City
Council hereby denies the appeal of SPARC's approval of the Water Street
Landing building and adds- the following additional condition to SPARC's
approval of the project:
"The building shall be redesigned so as to incorporate at least a 9 foot
setback from the Western Avenue right-of-way. The setback shall apply to
all stories of the building. The revised building design shall be subject to
approval by SPARC with no additional processing fees."
BE IT FURTHER RESOLVED that the City Council hereby reaffirms the
approval of the Water Street Landing retail/office building and all other
conditions imposed by SPARC with the addition of the condition noted
above.
