RESOLUTION MODIFYING THE 1987-88 TRANSPORTATION
DEVELOPMENT ACT (TDA) FUNDING CLAIM WITH THE
METROPOLITAN TRANSPORTATION COMMISSION (MTC)
TO PROVIDE ADDITIONAL TDA MONIES TO GOLDEN GATE TRANSIT
WHEREAS, negotiations between the Golden Gate Bridge, Highway and
Transportation District, Sonoma County Transportation Planning Council, and
MTC have resulted in the need to provide additional TDA funding to assist
Golden Gate Transit in satisfying a projected funding deficit in 1987-88; and
WHEREAS, the Sonoma County Transportation Planning Council and a
Special MTC Committee have reviewed the various issues and concerns
associated with this matter in ,order to formulate the following
recommendations .
NOW, THEREFORE, BE IT RESOLVED, that the City of Petaluma
authorizes Golden Gate Bridge, Highway and Transportation District to claim
250 of the available County-wide Article 4 and 8 TDA monies for operation of
Golden Gate Transit in Sonoma County. This annual 25o contribution shall be
made available for the three-year period, 1987-1990. Under guidance of a
Special Committee established by MTC, the following will be prepared by
March, 1988:
a. Performance evaluation guidelines for Golden Gate Transit and
local transit operators.

b . A program for addressing long-term development of public transit in
Sonoma County including but not limited to the following issues
* Determine the need and resources for new inter-county services
between Sonoma and Marin counties .
* Prepare a detailed study of past Golden Gate Transit ridership
declines, and recommend alternative plans to address this problem.
* Evaluate the long-term needs for TDA funding among all providers
in the North Bay Corridor; consider and coordinate with other
on-going, related studies (e.g. 101 Corridor Study, General Plan
Updates .
c.. Based on the results of this process, the Special Committee may
recommend modification of the 25 o contribution during the term of
the three-year agreement provided good cause warrants
reconsideration .
BE IT FURTHER RESOLVED, that the City shall share equally with the
County of Sonoma and the cities of Cotati, Rohnert Park, Santa Rosa, and
Sebastopol in providing this 25 o contribution of available Article 4 and 8 TDA
monies to Golden Gate Transit. This will result in 26.50 of the County's and
each of the five cities annual, available Article 4 and 8 TDA monies being
claimed by Golden Gate Bridge, Highway, and Transportation District. The

BE IT FURTHER RESOLVED, that the City Manager or his designee is
authorized to file any TDA claim modifications that may be required and to
transmit this resolution to the Metropolitan Commission requesting the grant of
funding as specified herein.
