A RESOLUTION APPROVING LSSUANCE OF A
NEGATIVE DECLARATION PURSUANT TO CEQA FOR THE
REVISiON OF THE .DEVELOPMENT PLAN .OF PARK PLACE VII
SUBDIVISION LOCATED AT RAINIER AVENUE AND
RUSHMORE AVENUE (AP NO's 136-111-28,.2.9,30 and 32)
WHEREAS, the Planning. Commission has recommended issuance of a Negative
Declaration pursuant to the California Environmental Quality Act (CEQA) for
the following project:
A proposal to remove 9 units from Park Place VII, including the
elimination of all one bedroom units in favor of larger units,
substitution of garages for carports and elimination of 3+ unit
buildings .
WHEREAS, an initial study has been prep--aced for the area .and has been
reviewed. by the Community Development and Planning Department and the
Planning Commission; and,
WHEREAS, the results of this study have determined that approval of this
project as conditionally approved will .not trig-ger any significant adverse
environmental impacts; and,
WHEREAS, staff and the Planning Commission have recommended that a
negative declaration be issued on the above project; and
WHEREAS, the City Council issued a negative declaration for a similar
proposal regarding Park Place VI, Phases 2, 3 and 6.
NOW, _THEREFORE, BE IT RESOLVED that the issuance of said Negative
Declaration pursuant to the California Environmental Quality Act is hereby
approved., based upon the following findings:

Findings :
1. This Development Plan, in conjunction with the greater Park Place
PCD, clearly results in a more desirable use of land and a better
physical environment than would be possible under any single zoning
district or combination of zoning districts.
2. The PUD District, which does not amend the street pattern, is
proposed on property which has a suitable relationship to one (1) or
more thoroughfares; and that said thoroughfares are adequate to carry
any additional traffic generated by the development.
3. The plan for the proposed development presents a unified and
organized arrangement of buildings and service facilities which are
appropriate in relation to adjacent or nearby properties and that
adequate landscaping and/or screening is included if necessary to
insure compatibility.
4. The natural and scenic qualities of the site are protected, with
adequate available public and private spaces designated on the Unit
Development Plan .
5. The development of the subject property, in the manner proposed by
the applicant, will not be detrimental to the public welfare, will be in
the best interests of the City and will be in keeping with the general
intent and spirit of the zoning regulation of the City of Petaluma, with
the Petaluma General Plan., and with any applicable Environmental
Design Plans adopted by the City.
