HomeMy WebLinkAboutResolutions 87-283 N.C.S. 09/21/1987~~ Res®luti®n No. $~-283 N.C.s. of the City of Petaluma, California A RESOLUTION OF THE COUNCIL OF THE CITY OF PETALUMA AUTHORIZING APPLICATION TO OFFICE OF CRIMINAL JUSTICE PLANNING FOR GRANT FUNDS (For Anti-Drug Abuse Program) WHEREAS, the City of Petaluma desires to undertake a certain project designated. South Sonoma Task Force to be funded in 1986 for the Anti-Drug Abuse Program administered by the Office of Criminal Justice Planning (hereafter referred to as OCJP). NOW, THEREFORE, BE IT RESOLVED that the Chief of Police of the City of Petaluma is hereby authorized to execute and submit the Grant Proposal./Award Face Sheet, including any extensions or amendments thereon to OCJP for and, on behalf of the City of Petaluma. BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds required for said project (including any amendments thereto) under the Anti-Drug Abuse Program and the rules and regulations of OCJP and that cash will be appropriated as required. BE IT FURTHER RESOLVED that the City of Petaluma agrees that any liability arising out. of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grantee and the authorizing agency and that the State of California and OCJP disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by this body. DULY AND REGULARLY ADOPTED THIS 21st day of September, 1987. Cotati, and Sebastopol, all municipal corporations, organized and • existing .under and by virtue of the laws of the State of California. ~. WITNESSETH: WHEREAS, the parties hereto are geographically located in proximity to each other in the County of Sonoma; and WHEREAS, it is to the mutual advantage and behefit of the parties . hereto that each of the .other parties agree to supply personnel to this Task Force and to work in conjunction to enforce narcotic violations within the said jurisdiction; NOW, THEREFORE, in consideration of their mutual covenants, the parties hereto agree as follows: • 1. Agree to accept the grant amount as determined and allowed by the. Office of Criminal Justice Planning; 2. Agree to pay their portion of the 10~ matching funds; 3. Verify arrest, conviction and asset seizure/forfeiture cases during the base comparison year within the participating juri sdi dons. 4. Identify, then purcfi8se, lease, or borrow needed support equipment, 5. Collect and pool intelligence pertaining to controlled substance traffickers. 6. Identify and target specific traffickers for arrest, conviction and initiation of asset seizure/forfeiture cases, which would have the maximum effect on •the trafficking problem as a whole within the participating areas. • 7. Compare ahd analyze rates during the grant period with the base year. ~ . 8. It is further understood and agreed that the provisions of this agreement will be invoked only for the purposes of working within the Task Force and the guidelines supplied. __ ~ 9.
