RESOLUTION AMENDING CLASSIFICATION PLAN TO ESTABLISH A
NEW POSITION CLASSIFICATION OF ANIMAL CONTROL SUPERVISOR
AND REVISING THE JOB DESCRIPTION OF ANIMAL CONTROL OFFICER
BE IT RESOLVED that the Classification Plan and Compensation
Plan as originally adopted pursuant to Resolution No. 6118 N . C . S . , as
amended, and the classification titles and specif~ations as adopted by
Resolution No. 7054 N . C . S . , are hereby amended by establishing a
classificatis~n of Animal Control Supervisor, (as attached hereto and marked
Exhibit "A" and made a part hereof) .
AND BE IT RESOLVED to amend the job description of the Animal
Control Officer, bringing duties of the classification into conformity with
present work assignment (as attached hereto and marked Exhibit "B" and
made of part hereof) .
BE IT FURTHER RESOLVED that this aeon is taken pursuant to
Personnel Code 2.04.020 and Personnel Rules and Regulations (Rule IV ,
Section 5) for classifications included in the Competitive Service of the
Personnel System, that the notice of this action has been properly posted
and that the City Manager recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No. 7054
N . C . S . , as amended, is hereby amended to include establishment of the
classification of Animal Control Supervisor and assigning this classification
to Unit 6 (Police) , effective August 17, 1987.

ANIMAL CONTROL SUPERVISOR
Under direction of ~po;lice administration acts as a working
supervisor in the enforcemen° of state laws and municipal
ordinances governing the keeping of animals; to supervise and
participate in the operation of the animal control shelter; and do
related work as required.
EXAMPLES OF DUTIES
In addition. to the duties of the Animal Control Officer coordina-
tion, supervision and part-cipaton in the var-ious functions of
enforcing state laws and municipal ordinances pertaining to the
care and keeping of animals; responsible for the care and treat-
ment of impounded animals; assists in the development of policy
and operating procedures; orders supp.lie and materials; maintains
records concerning she ter and prepares repo:r°ts to police adminis-
tration, :government officials and state agencies; trains and
prepares evaluations of work performance of subordinates; prepares
operating budget and m:antenance° of yearly fiscal budget;
responsible for schedu ing and d`a.ily activities of animal control
-fficers; responds to public requests; and inquiries pertaining to
the services of the she.lt.er and staff and provides information
regarding other services av'ailabl.e to the public.; organizes annual
rabies vaccination clinic; responsible for the city's animal
control program; acts as liaison and representative to other local
and state .agencies, the media and. the public; issues licenses; and
issues, denies, revokes livestock pe:rmit;s; makes presentations of
educational programs at local schools and civic meetings.
EMPLOYMENT STANDARDS
Education and Experience. Any combination. equivalent to
graduat.;ion from 'high school... Current driver's license. -Two years
exper~e ce as an animal control officer.,
Knowledge a:nd Abilities. Ability to coordinate work .schedules and
plan public services; knowled_g.e of safe and efficient methods of
care and handling animals; ability to establish and maintain
effective cooperative relations with the public, other agencies,
city off.ici.a s and fellow employees; knowledge of state and
municipal laws per°`taining to the .keeping .arid. destruction of
animals; ability t:o perform record keeping and prepare reports;
ability to make decisions concern~~ng the care, handling and
euthanasia of al'l impounded animals; and the ability to direct and
motiva e other employees.

DEFINITION
Under general supervision of Animal Control Supervisor and police
administrative staff, enforces laws. regulating .the possession,
ownership and control o°f animaas within the incorporated city
limits; and performs related work as required.
EXAMPLES OF DUTIES
Patrols the city for stray dogs and other regulated animals;
answers complaints regarding animals and settles such complaints
as tactfully as possible; enforces Laws and ordinances pertaining
to the care, keeping and treatment of. ani-orals and issues
citations; investigate reports of neglect and/or cruelty to
-animals and takes necessary measures to .correct :conditions through
education or prosecution; investigates animal •related incidents
and crime and prepares written reports concerning same; appears
and testifies in court on cases concerning animals; picks up and
transports to or receives animals at the shelter; investigates the
~.ondition and behavior of any animal believed to be vicious or
~a.ngerous; locates and apprehends animals which have reportedly
~.~itten human beings or other domestic animals and quarantines
ame; picks up sick, dead or injured stray animals.; transports
injured stray animaas to veterinarians'; destroys or requests
destruction of rabid or critically injured animals; uses firearms
'=or this purpose when authorized by law, and necessary; assists
and performs humane euthanasia and disposal of stray or surplus
animals; assists pet owners in understanding local animal regula-
tions; assists the Animal Control Supervisor in the presentation
of educational programs at local schools and civic meetings;
assists the public in the redemption or adoption of animals;
assists in the o-peration of the shelter; feeds and waters animals,
cleans kennels; medicates and vaccinates animals; as ist;s: in
conducting, an annual low-cost rabies vaccination clinic;-sells dog
licenses, performs license regulation follow-up ;; issues warnings
and cit°ations to de.li~nquent owners; verifies current vaccinations;
prepare reports and letters..; maintains records of all impounded
animals and disposition thereof; performs minor repairs and cleans
vehicle, equipment and shelter; :may be required to secure search
warrants and i,nt.iate awe's s; may assist Animal Control Super-
visor in preparation of special reports/investigations; may be
called. in on off-du t.y hours to respond to animal related or public
disaster emergencies'; may be required to work varying shifts or
special assignments; performs livestock parcel and fence inspec-
tions and other inspections as required.

EIKPLOYMENT STANDARDS
Educa,t-gn and Experience: A`ny combination equivalent to
graduation from high schoo<L a,nd at least one year of experience in
the handl:i::ng of small domestic animals and live Lock obtained at
an animal s.h.elter" facility, veterinary ho`sp~ital or equivalent.
Valid California d.rver's License. -Adequate physical condition to
perform the required duties (ablit`y to lift and move a minimum of
5Q lbs.) . Ability ~to couununicate offectively, both orally and in
writing. -
Knowledge and Abilities: Knowledge of the various breeds of dogs
and cats; ability to care for and handle animals; familiarity of
the symptoms• of animal sicknesses and diseases and ability to
recognize abnormal animal behavior; knowledge or ability to learn
the laws anal regulations governing the licensing, -quarantine,
impounding,., care and. destruction of animals; ability to interpret
ordinances and use' discretion; ability to keep and prepare simple
records and reports; abl-ity to commun~.cate effectively orally
anal in writing; abli y to maintain an effective working relation-
ship with supervisors anal fellow employees, members of other
--agencies and criminal justice ystem; ability to work harmoniously
with the public; ability to work under pressure and meet deadlines
caithout immediate supervision.

ANIMAL CONTROL O`FfICER
Definition,

dogs impounded; prepares 'reports and .correspondence:; answers questions regarding
_ ordinances regulating- ariimals; may supervise the work of one or more employees.

ASSISTANT ANIMAL CONTROL O'F'FICER
Definition
Under supervision, to assist in the operation of the animal shelter and the enforcement
of ordinances,governing the licensing, impounding, treatment and disposal of animals; and
to do related work as required.
Examples of Duties.
Answers complaints regarding, animals and: settles such ~somplaints as tactfully as possible;
issues licenses in accordance with State code and City ordinances; collects fees for animals
turned into -shelter; releases animais to owners after determining proper fees; receives
telephone and persona reports of animal bites and relays information to County for
quarantine. and. other action,; washes and di"sinfects kennels and related areas at the. shelter;
feeds and waters animals; disposes of animals according to prescribed schedu e; gives out
- information pertaining to animais, rabies clinics;. ordinances, rules safety, etc.; keeps records.
Employment Standards
Education and Experience:.. Any combination equivalent to completion of the eighth grade
and, some experience in the handling of small domestic animals.
Knowledges and Abilities: Knowledge of the :various breeds of dogs and ability to care
for small animals; ability to learn the laws and regulations governing the licensing,
quarantine, impounding, care,. and destruction of dogs; familiarity with the symptoms ofi
animal diseases; ability to develop and rnainain harmonious public relations; ability to
keep simple records .and prepare reports.
