HomeMy WebLinkAboutResolutions 87-107 N.C.S. 04/20/1987~ ~t ' ~ Resolution NO. $~-lo~ NC.S. of the City of Petaluma, California UPHOLDING APPEAL BY PG&E REGARDING FLOODPLAIN REGULATIONS AFFECTING A STORAGE BUILDING AT 210 CORONA ROAD, AP NO. 00?-401-05 WHEREAS, on January 6, 1987 Barnett Commercial Builders, on behalf of the Pacific Gas and Electric Company, applied for approval by the Site Plan and Architectural Review Committee ( SPARC ) of a 554 square foot storage building at the PG&E Service Center located at 210 Corona Road; and WHEREAS, the building was to be located in a floodplain combining zone; and WHEREAS, at time of SPARC review the City Council was considering `~ revised conditions for development in floodplain combining districts to lessen the damage to new structures and to avoid displacement of floodwaters onto other properties; and WHEREAS, staff recommended that SPARC adopt the City Council's new policies which, according to the best available knowledge at the time includecl raising the finished floor elevation to at least 24 inches above the base 100-year flood level and causing no net displacement for all structures within a floodplain zone; and WHEREAS, SPARC adopted these policies as a condition of approval on February 12, 1987; and WHEREAS, PG&E appealed said SPARC condition on February 20, 1987 based on the following concerns: 1. The building would be used to store waste materials that are currently openly stored on site, H~S. N~......$7.-.~.p.7....... n.c.s. :~ 2. The building has louvered air vents at floor level that would allow the passage of flood water through the building and result in negligible or no net displacement of flood waters, and 3. Raising the finished floor elevation 24 inches above base flood levels would render the building useless for purposes of storing large heavy containers of waste materials; and WHEREAS, prior to considering this appeal, the City Council had considered and further defined their flood plain policies; and WHEREAS, on April 20, 1987 the Council considered the PG&E appeal, and determined that the building was unique, considering its size and accessory nature, that this building contains materials that may otherwise cause more damage during a flood, and that the building would cause no net displacernent of water; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby upholds the appeal by Pacific Gas and Electric Company and strikes SPARC Condition No. 3 on this matter which required raising the building's finished floor elevation and construction for no net displacement of floodwaters . reso . p g &e / reso7 Under the power and authority conferred upon this Council by the Charter of_said City.
