ESTABLISHING CHARGES FOR SEWER AND
WASTEWATER CONNECTTON, CO.NSTRUCTION
AND UTILIZATION PURSUANT TO SECTIONS
15.44 THROUGH 15.77 OF THE MUNICIPAL CODE
BE IT RESOLVED that pursuant to Sections 15.44 through 15.72 of
the Petaluma Municipal Code, the following Schedule of Charges and fees for
sewer and wastewater connection, construction and utilization are
established:
SECTION l. SEWER CONNECTION FEES.
A. Residential Uses (per each residerntial unit) $2, 550. 00
(per each 'accessory dwelling') 1,000.00
B. Non-residential users; but excluding Industrial users :
Two thousand, five hundred fifty dollars ($2,550.00) or a fee
based upon the fixture unit installed or "roughed-in" in
acco rdance with the fees set forth below, whi chever is greater:
Per automatic clothes washer 115.00

C . Mobilehome Parks :
Each approved mobile home shall pay a connection fee of $2, 550. 00
for each mobilehome connection .
D. Recreational Campgrounds:
Recreational campgrounds, defined as an area for transient
occupancy by camper-trucks, house-trailers, motor-homes, hikers
with tents, and the like, shall pay a connection fee as shall be
determined by resolution of the Council. The applicant for such a
connection shall furnish the Director of Water Pollution Control
such information as he requires relative to the type and amount of
waste matter expected to be discharged. The Director of Water
Pollution Control shall then report to the Council the effect of
such discharge and his recommendations as to the fee to be
charged.
E. Industrial Users:
The connection fee shall be determined in each individual
application by the Council upon the recommendation of the Director
of Water Pollution Control.
SECTION 2. WAIVER OF FEE UPON RECONNECTION.
Any applicant for sewer service whose premises were once connected to
and served by sewer collection facilities shall be entitled to have his
premises reconnected to the sewer system without the requirement of
paying a connection fee; provided the application has been received
within five years of the last disconnection and is an application for the
same type of service as previously existed at the time of disconnection.
In the event the applicant requests a connection for a service other
than that which existed at the time of disconnection (and the application
is made within five years of disconnection) , the applicant shall receive
a connection fee credit equal to the connection fee applicable to the
former existing connection.

SECTION 3.
CONTRIBUTION TO INSTALLATION COSTS.
In addition to the connection charges levied by Section 1, , an
applicatioiz for connection to the City sewer system who desires to
connect to a sewer main extension, which extension has been installed
or paid for by someone other than the applicant, shall be required to
pay a fee based upon the total cost of installation of the sewer main
extension and in proportion to the applicant's acreage and/or front
footage in accordance with a formula established by resolution of the
City Council. It is the intention of this section to require the applicant
for sewer service connection to pay his fair share of the costs of the
installation of the sewer main extension which was previously installed
at the expense of another.
SECTION 4. SEWER ZONES AND ZONE FEES.
The City Council shall have the authority to establish sewer zone areas
by resolution wh enever, in its judgement, e ngineering requirements
sewer construction costs, assessment districts or other factors create
the need for an equalization of fees among those to be served by
sewage facilities . The resolution establishing the zone or zones shall
describe the zone and shall establish such fee or fees, in addition to
any other fees due by this Resolution, as the Council deems
appropriate.
SECTION 5. EQUALIZATION OF COSTS - STATEMENT.
Whenever a Zone is established in order to equalize costs by reason of
construction of a sewer main extension through assessment district or
like proceedings, the property owners within such Zone or Zones shall
furnish and file with the Director of Public Works a written statement
indicating that the property owned by him has been assessed for the
construction of a sewer main and shall indicate the amount of the
assessment. The description of the property shall be filed with the
Director of Public Works and be made a part of the records of the City.
The amount of the assessment shall be considered a benefit to the
property and that benefit shall run with the property.

D . Sewer Surcharge Rates
The following sewer surcharges shall be applied toany/all discharges to
the City's collection system which exceed the City's discharge limitations
for Biochemical Oxygen Demand and/or Total Suspended Solids:
O to limit, billed at base rate (from Section 6C)
limit to 2x limit, billed at base rate plus 10 0
2x limit to 4x limit, billed at base rate plus 20 0
4x limit to 8x limit, billed at base rate plus 30 0
8x limit to 16x limit, billed at base rate plus 40 0
16x limit to 32x limit, billed at base rate plus 50$
(for each subsequent doubling of the average concentration discharged,
the billing rate would equal the previous rate plus 10 0)
These sewer surcharge rates will be applied to the average
concentration of each individual constituent for all samples taken during
the billing period .
E. Industrial Monitoring Charges
Each significant industrial user, upon determination by the Director of
Public Works, shall be required to furnish and install (or, at the City's
option, reimburse the City for such procurement and installation of) on each
discharge line to the City's collection system :
a. a flow-weighted, composite sampler with protective enclosure;
b. a flow-actuated and/or time-actuated 'grab' sampler with protective
enclosure; and
c. a continuous recording flow-meter with data logger and protective
enclosure .

Any sampling/monitoring above the minimum required by the Director of
Public Works will be billed to the user on their next sewer bill. Any
additional sampling/monitoring which is requested by the user will be
billed to the user on their next sewer bill. These additional
samples/monitoring also may include confirmation of all
samples /monitoring which identifty discharges in excess of the City's
discharge limits. Each non-residential user shall have the right to
'split' any/all sample(s) taken by the City and have such 'split' samples
analyzed independently to confirm the City's result(s) . In the case of
'split' samples, the City's results shall form the basis of service
charges, or other actions deemed appropriate by the City.
F. Discharge of Excessive Grease and Oil
(1) Any firm having a discharge, for one or more consecutive
billing periods, with grease and oil in excess of the City's limit of 50
mg /1 would be required within 90 days of receipt of written notice by
the City to install and maintain a grease trap of sufficient capacity to
preclude further discharges in excess of 50mg/1. Subsequent
discharges in excess of 50 mg/1 grease and oil would require additional
pretreatment facilities which would reduce the discharge to below the
limit .
( 2), Any commercial or industrial user in violation of the oil and
grease limits would have their sewer mains inspected monthly and their
sewer mains flushed/cleaned as frequently as deemed necessary (by
City crews) to reduce the probability of reduction in flow capacity or
plugged lines. The additional costs incurred by the City crews would
be added to each violator's sewer bill.
SECTION 7. OUTSIDE CITY SEWER CHARGES .
A. Residential users (in addition to charges listed Sec. 6A) $1.10/mo

B. Non-residential and industrial - shall pay an additional charge
based on the assessed valuation of the property as determined by
the County Assessor's most current assessment roll times the
current rate per $100 of assessed valuation on any outstanding
bonds used for the Water Pollution Control Facilities.
C. Prior to the granting of a sewer hook-up, the applicant must have
the approval of the City Council.
SECTION 8. SEWER USE PERMIT FEE
A fee of fifty dollars ($50.00) shall be charged as follows:
A. Residential outside the City: $50.00
B. Nonresidential and industrial: $50.00 plus direct costs associated
with processing application
SECTIGN 9 . DEFINITIONS .
Definitions of language used in this resolution shall be as set out in
Chapters 15.44 through 15.72 of the Petaluma Municipal Code.
5ECTION 10. EFF'ECTIVE DATE.
This Resolution becomes effective at the start of business Friday,
May 1, 19s7.
SECTION 11. REPEALER.
Resolution 85-291 N.C.S. is hereby repealed in its entirety as of
May 1, 1987.
