A RESOLUTION SETTING' FORTH THE INTENT OF THE CITY COUNCIL
REGARDING PREPARATION OF THE CORONA/'ELY SPECIFIC PLAN
AND ENVIRONMENTAL IMPACT REPORT
WHEREAS, the City of Petaluma wishes to promote logical and orderly
development within the ±700 acre area known as the Corona/Ely Specific
Plan Area; and,
WHEREAS, the City wishes to express clearly, and at the outset of the
Specific Plan process, its intentions as they relate to major issues of
development within the Corona/Ely area; and,
WHEREAS, this Resolution shall serve as a commitment by the City to the
property owners and interested parties within the 'Specific Plan area as well
as the community-at-large. that the Corona/Ely Specific Plan will address a
basic level of performance in the,~terms described in Items 1-9 below; and,
WHEREAS, the City has sol'i'cited contribution's from property owners within
the Corona/Ely area and other interested parties on a per acre basis to pay
the cost of preparation of the Specific Plan and Environmental Impact
Report (EIR) . In return, the City and contributors shall execute an
agreement regarding future credit for indiv~'dizal. 'proper.ties, in the amount
of the contribution, .against Specific Plan/EIR fees which will be charged by
the City pursuant to Section 65456(a) of the Government Code.
NOW THEREFORE BE IT RESOLVED that it is the. intent of the City Council
that the Corona/Ely Specific Plan be undertaken with the following
understandings:
1. The Specific Plan will be prepared in a manner consistent with the
requirements of Title VII, Article 8, Section 65450 et seq of the
Government Code.

2. The Environmental Impact Report (EIR) will be prepared pursuant to
all relevant provisions of the California Environmental Quality Act
(CEQA) . The EIR_ will serve as a master environmental assessment
that will substantially reduce the scope of environ_rzental review for
individual projects provided they are consistent with the specific plan.
Its contents will include, but not be limited. to description of setting
and impacts; identification of mitigation measures; land use impacts;
population, housing employment impacts; fiscal impacts; visual and site
resource impacts; transportation impacts (including LOS analyses);
drainage and water quality impacts; sewer anal water system;
geo-technical impacts; and plan consistency with local development
goals and policies .
3. The contents of the Specific Plan will include but not be limited to
urban design concepts and guidelines, land use, circulation, public
facilities (sewer, water, storm drainage) , open space, recreation and
plan implementation (financing, development processing and
regulation) .
4. The objective of the Specific Plars is to guide and facilitate coordinated
development in the ±700 acre Corona/Ely area; respond to the area's
identification in the new Petaluma General Plan as a principal location
of future growth and development; provide an explicit policy base for
decision making; establish a set of development standards which will
assure landowners, investors and residents of along-term, harmonious
anc'~ attractive community environment; include a system of design
standards to visually enhance and distinguish the area; outline a
system of common capital improvements; and evaluate the feasibility of
using a transfer of development rights (TDR) program to preserve
agricultural land beyond the City's urban limit line.
5. The boundaries of the Specific Plan area will be the same as those
shown on the Petaluma General Plar_ Land L1se A,~Iap and shall not
extend. north of Corona Road. However, development within the
Corona/Ely area - and to the extent feasible, development on adjacent

lands outside of the plan area - will be analyzed to determine its
impacts on. the surrounding community.
6. Upon completion of the Specific .Plan,, the City will proceed to apply
for and support a single annexation of the entire Corona/Ely area,
unless it is determined through the. Specific Plan process or through
the sub'se~uent creation of a capital improvements financing mechanism
that annexation should occur incrementally.
7. Thirty to thirty-five percent (3'0-35$) of. the City's estimated build-out
potential (i.e., the total number of units that could be accommodated
within the entire Petaluma General Plan Urban Limit I_,ine) will be
accommodated within the Specific Plan area at densities to be
determined by the plan .
8. The timing of development in the Corona/Ely area .will be coordinated:
with the financing obligations for capital .mpro'vements recommended by
the plan so•. as - not ~ to unreasonably 'bitrden~ "'proper_ty owners with
improvement costs without timely development. opportunities.
9. The Specific Plan will proceed in a•,~timely maizner.
BE IT FURTHER RESOLVED. that _ the City, of'• Petaluma shall solicit a.nd
collect voluntary contributions from property owners or authorized agents
within the Specific .Plan area for the purpose of paying the costs related to
production of the plan and EIR. The City 14tanager sfiall be authorized to
execute a recordable agreement bets=peen the City and those property
owners or their agents who -wish. to contribute.
