Commissionersgave individual comments on DEIR followed by the following consensus commentsto be
forwarded to the City Council:
1. DEIR is confusing, difficult to understandthe impact of proposed mitigations on the number and
configuration of lots inproposed project and alternatives.
2. Need clarification regarding how proposedmitigations impact other impacts and mitigations.
3. Preserve red barn in place (4-3 straw vote).
4. Need more in depth discussion and analysis of consistency of project andalternatives with hillside
ordinance.
5. Need to strengthen geotechnical analysis to better address slide area andpotential impacts/needed
mitigations.
6. Consider adding intersection at San Antonio and I Street and San Antonio and D Street Extension to
traffic study.
7. Evaluate potential traffic impacts from detouring off of Highway 101 during CalTrans construction.
8. Victoria and Celsius 44 should be included in cumulative scenario if notalready.
9. More options and mitigations needed to minimize construction noise, includingmore restrictive
construction hours.
10. Expanded discussion of stormwater detention and impact to Kelly Creek, including where and how.
11. Planning Commission requests that FEIR return for their review andrecommendation to City
Council.
8. ADJOURN: Adjourn to the next regularly scheduled Commission meeting.APPEAL STATEMENT: Within
fourteen (14)days following the date of a decision of the Planning Commission,the decision may be appealed to the
City Council by the applicant or by any other interested party. If no appeal is made within that time,the decision
shall be final. An appeal shall be addressed to the Council in writing and shall be filed with the City Clerk. Said
appeal shall be accompanied by the appeal fee as specified by Resolution 2010-206-N.C.S. as adopted by the City
Council. The appeal shall state specifically the grounds for the appeal and the relief sought by the appellant. (Zoning
