A RESOLUTION APPROVING ISSUANCE OF A MITIGATED NEGATIVE DECLARATION
PURSUANT TO CEQA FOR THE CREATION OF THE
CADER LANE INDUSTRIAL PARK LOCATED ON
CADER LANE AND SOUTH MCDOWELL El{TENSION
(AP r10's 005-040-41 and. 42)
WHEREAS, the Planning Commission has recommended issuance of a Mitigated
Negative Declaration pursuant to the California Environmental Quality Act
(CEQA) for a proposal to create an eight parcel industrial park on property
located at the intersection of Cader Lane and South McDowell Extension.
WHEREAS, an initial study has been prepared. for' the area and has been
reviewed by the Community Development and Planning Department and the
Planning Commission; and,
WHEREAS, the results of this study have deter. mined that approval of this
project as conditionally approved will not trigger any significant adverse
environmental impacts; and,
~`JHEREAS, staff and. the Planning Commission have recommended that a
negative declaration be issued. on the above project.; and
NOW, THEREFORE, BE IT RESOLVED that the issuance of said Negative
Declaration pursuant to the California Environmental Quality Act is hereby
approved, based upon the following findings:
1. Because the site has long been disturbed by cultivation, the project
does not have the potential to degrade the quality of the environment,
substantially reduce the habitat of a fish or wildlife species, cause a
fish or wildlife species to drop below self; sustaining levels, threaten to
eliminate a plant or animal community, reduce the number or restrict
the range of a rare or endangered plant or animal, or eliminate
important examples of periods of California 1-iistory or prehistory.

2-: The project., as conditionally approved, does not have the potential to
- achieve short term to the disadvantage of long term environmental
goals .
3. The project. does not have impacts which are individually limited but
cumulatively considerable, through the incorporation of mitigation
measures should future traffic volumes warrant initiation of
improvements .
4. The project as conditionally approved does .not have environmental
effects which will cause substantial adverse effects on human beings
either directly or adversely.
