Resolution No. 86-280 N C.S.

RESOLUTION APPROVING THE DEVELOPMENT PLAN AMENDMENT
AMENDMENT FOR PETALUMA VALLEY HOSPITAL
LOCATED AT 400 N. MCDOWELL BOULEVARD
( AP NO. 1.36-111-24)
WHEREAS, by action taken on September 23, 1986, the Planning
Commission recommended adoption of the planned unit development
amendment for said Petaluma Valley Hospital;
NOW, THEREFORE, BE IT RESOLVED that the unit development plan
for the Petaluma Valley Hospital is hereby amer_ded pursuant to Section
19A-504 of Zoning Ordinance No. 1072 N.C.S., as amended; and,
BE IT FURTHER RESOLVED that pursuant to Section 21661.5 of the
California. Public Utilities Code, the plans for construction for a ground
level private use helistop located on the North section of the Petaluma
Valley Hospital property at 400 North McDowell Boulevard be approved; and
BE IT FURTHER RESOLVED that the City Council hereby adopts the
findings of the Planning Commission as its findings as stated hereinafter:
1. That the hospital has a suitable relationship to a thor. oughfare
(McDowell Boulevard) ; and said thoroughfare is adequate to carry any
additional traffic generated by the proposed expansion. ,
2. The plans for the expansion present a unified and organized
arrangement of buildings and service facilities which are appropriate in
relation to existing buildings and facilities and to adjacent properties,
and adequate landscaping is included in the conditional approval to
insure compatibility .
3. The natural and scenic qualities of the site are protected with
adequate available public spaces along the creek front.

4. The development. of the proposed expansion, in the manner proposed
by the applicant, will not be detrimental to -the public welfare, will be
in the beet interests of the City and will be in keeping with the
genet-al intent and spirit of the zoning regulations of the City of
Petaluma, with the ,Petaluma General Plan., and the Environmental
Design Plan .
BE IT FURTHER RESOLVED that the City Council hereby= approves the
development plan amendment., subject to the conditions hereinafter set out
as follows:

1. The approval of the helistop is contingent upon the applicant receiving
approval froth the California Department of Transportation, Division of
Aeronautics and the Sonoma County Airport Land Use Commission.
2. The use of helicopter flights shall be for medical emergency purposes
in life-threatening situations and for emergency hospital, police and
fire department evacuation procedures only
3. The helistop shall remain a private heliport which does not exclude the
use of the helistop by fire or police. helicopters or other helicopters
using the helistop for the transfer of medical personnel.
4. With permittee!s understanding, the. number of. -operations shall be
limited to an average of 4 per month (landings and' takeoffs) , unless
the hospital is designated as a trauma center. If. average is exceeded,
the helistop shall be subject to Planning Commission review.
5. The Petaluma Valley Hospital shall maintain a log indicating the usage
of the helistop at all ,times during the duration of the permit. The log
shall indicate. the date and time of all helicopter flights, the make and
model of the helicopters, the owner/operator of the helicopter, the
flight pattern utilized.. This log shall be ;provided to the Planning
Department 30 days prior to the annual anniversary date of the PUD

amendment, or as thereafter requested by the Planning Commission or
City Council.
6. The operation of the helistop shall be limited to landing and ±ake-off
activities only and shall not include ar_y hangar or overnight storage.
7. Construction and operation of the approved helistop shall comply at all
times with the regulations of this or any other governmental agency
which has jurisdiction over heliports or helicopter operations.
8. Lights serving the helistop shall be utilized only when a helicopter is
en route or preparing to depart.
9. The helistop is to be marked. and lighted in accordance with the
Federal Aviation Administration's Advisory Circular Section
150/5390-1B, and fhe letters "PVT", marked on the pad to preclude
unauthorized use of -the. facility.
10. The construction and operation of the helistop is contingent upon a
letter of agreement between the permittee (PUH) and the local airport
defining the ingress/.egress routes, terminal control area clearances,
and other specific flight procedures.
11. The helistop shall incorporate all recluirer:~ents of the Fire Marshal:
a. Post "No Smoking," signs around- perimeter of safety barrier,
3 inch letters.
b. Fire extinguishers to be minimum 2A 40BC rated dry chemical
type.
12. A scilid hedge, not to exceed 6' in height,.. shall be planted along the
east boundary :between, Professional Drive and the Lynch Gx-.eek- setback
line, ubj;ec~t to SPARC review and approval.
13. Landscaping shall be provided along the east side of the driveway
between the proposed parking area and the helistop and along the

entrance ,driveway between the helistop and Professional Drive for a
depth of 50', subject to SPARC review and approval.
14. All expansion .improvements shall be subject to SPARC review and
approval.
15. The applicant shall comply with all applicable flood mitigation
requirements adopted by the City Council. as contained in Zoning
Ordinance Article lb and Municipal Code, Chapter 17.30 "Storm
Drainage Impact Fee. " All improvements and grading shall comply with
the Sonoma County Water Agency's Design Criteria.
