HomeMy WebLinkAboutResolutions 86-307 N.C.S. 11/17/1986~. ;a F$eS®IUt101'~ Nom. 86-307_. ~. ~. of the City of Petaluma, Califohnia A RESOLUTION APPROVING ISSUANCE OF A MITIGATED .NEGATIVE DECLARATION PURSUANT TO CEQA FOR THE CREATION OF THE MEADOW PARK SUBDIVISION LOCATED BETWEEN MARIA DRIVE .AND NORTH MC DOW°ELL BOULEVARD; NORTI-I OF ROYAL OAKS MOBILE HOME PARK AND SOUTH OF MC DOWELL MEADOWS SUBDIVISION (A.P. NO. 137-06.0-33) WHEREAS, the Planning Commission has recommended issuance of a Mitigated. Negative Declaration pursuant to the California Environmental Quality Act (CEQA) for a proposal to create a 177 lot residential subdivision, a six acre office commercial area and a three acre park on property located between ivlaria Drive and North McDowell Boulevard, north of Royal Oaks mobile home park and south of McDowell I!~leadows subdivision; and WHEREAS, an initial study and focused studies on traffic, noise, fiscal., and cumulative impacts have been prepared for the area and has been reviewed by the Community Development and Planning Department and the Planning Commission; and, WHEREAS, the results. of these studies have indicated that approval of this project as conditionally .approved will not trigger anv significant adverse environmental impacts; and, ;. . WHEREAS, staff and the Planning Commission have recommended that a mitigated negative declaration be issued on the, above project; NOW, THEREFORE, BE IT RESOLVED that the issuance of said Negative Declaration pursuant to the California Environmental Quality Act is hereby approved, based upon the following findings: 1. Because the site has long been disturbed by cultivation, the project does not have the potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife species to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal, or eliminate important examples of periods of California history or prehistory. 2. The project, as conditionally approved, does not have the potential to achieve short term to the disadvantage of long term environmental goals . 3. The project. does not have impacts which are individually limited but cumulatively considerable, through the inco"rporation of mitigation measures should future traffic volumes warrant initiation of improvements . This project represents a reduction of the number of housing units on the site over the previously approved PCD which was found to have no significant environmental. impact on the same site. 6. Focused environmental studies have been :undertaken for this proposal on noise, traffic, drainage, school impacts, development policies, urban design, and cost revenue, The proposed conditions of approval of the PUD and -tentative map include conditions growing out of these studies designed to mitigate negative impacts in all of these areas. 7..
