BACKGROUND To maintain and improve the condition of the City's-water,and wastewater systems, the Department of Public Works and Utilities annually replaces or rehabilitates deteriorating water and sanitary-sewer mains throughout the City. The G Street water,and sewer main replacement project replaced,approximately 1,000 feet of undersized 1 and 1%2 -inch water mains with a new 8-inch water main;new water service laterals and fire hydrants, and removed and replaced approximately 1,000 feet of old and deteriorated 8-inch vitrified clay pipe (VCP) sewer main with a new 8-inch sewer main. The project included removal and replacement of 4 sewer manholes. The G Street project included removal and replacement of the;street pavement and the gutter drainage system. ADA improvements on G Street included the installation of eight ADA accessible ramps, sidewalk:reconstruction and replacement ofsignage. The cost of ADA improvements was $85,808. The Glendon Way and Halsey Avenue project met the Regional Water Quality Control Board's mandatory enforcement directive after sanitary sewer overflows(SSOs) were?reported in 2008. The projectinvolved replacement of six (6) manholes and approximately 1,300 linear feet of 6-inch vitrified clay (VCP) sewer mains on Glendon Way and Halsey Avenue (see attached location map). Bids.were opened on February 6, 2013. On March.4,-2013,the,City Council awarded the constructioneontractto Team;Ghilotti;_Inc. of Petaluma, CA, in the,amount of$997,952, and approved a project budget of$1,499,000. Construction was successfully completed on June 19, 2013. Agenda Revi• , City Attorne Finance Director City Manager • The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits": DISCUSSION The final construction contract cost is $1,084;745.69, which includes change orders totaling • $30,176.99. The approved-project budget established a contingency of$200,048 for unforeseen conditions. Change orders include concrete encasements around sewer mains and laterals, additional tree root removal for gutter replacements, revision to pavement sections because of PG&E gas line conflicts, and additional subgrade improvements due to unforeseen geotechnical conditions to meet compaction requirements. Project costs=includedr$36,470 for engineering and design performed;by Public Works and Utilities Staff, approximately $77,700 for construction inspection performed by Public Works & Utilities staff and $37,500•for;geotechnical and materials testing with Miller Pacific, Inc. There are no disputed claims and the project was completed without any significant incidences. FINANCIAL IMPACTS The Glendon Way,Halsey,Avenue and G.Street Water and Sewer'Replacement Project Numbers C66401101, C66401311 and C67501301, was approved by.City Council in the amount of $1,499,000. With the design, construction;contract, final quantities, contingency, construction management and'inspection, and geotechnical and materials testing,;the-total cost for the project was $1,236,415. At project closeout, all remaining funds will be returned to the Water and Wastewater CIP fund to be used on future projects. Following the acceptance of the project, the City Clerk will,file a Notice of Completion with the Sonoma County Recorder and`the Finance Division will release the,contract retention payment of$86,660.99 to the contractor within 60 days. Resolution Location Map • 2 Attachment 1 RESOLUTION ACCEPTING COMPLETION OF THE GLENDONWAY,HALSEY AVENUE, AND &STREET WATER AND SEWER REPLACEMENT WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter, Section 20162 of the California Public Contract Code and other applicable laws, the City of Petaluma solicited bids for the Glendon Way, Halsey Avenue, and G Street Water and Sewer Replacement ("Project"); and WHEREAS, bids for the Project were opened on February 6; 2013 in accordance with California Public Contract Code Section 4104.5 and other applicable laws; and WHEREAS,the apparent-low bidder for the Project was Team Ghilotti, Inc.(TGI) with a bid of$997,952; and WHEREAS, by Resolution No. 2013-023 N.C.S. adopted March 4, 2013, the City Council of the City of Petaluma found.the bid of$997,952:for the Project to be the lowest responsive bid; awarded the Project to Team Ghilotti, Inc. in the amount of$997,952 conditioned on TGI's timely executing the Project contract and submitting all required documents; and authorized and directed the City Manager to sign the Project contract on behalf of the City upon such timely submission and to execute on behalf of the City any amendments to the Project contract that are necessary to effectively complete the project and/or to realize the Project and/or cost benefits for the City; and WHEREAS, the following change orders (CO) affecting the Project amount have been approved: • CO No. l: Removal of unforeseen concrete at main and additional excavation $ 1,943.66 CO No. 2: Removal of tree roots and revised road section due PG&E gas line $ 7,162.04 CO No. 3: Additional grading and AC placement to address subgrade $ 7,759.35 CO No. 4: Subgrade improvements to G St and 5th Street $13,311.94 Total Change Orders: $30,176.99; and WHEREAS, the final contract amount as amended including final quantities and all change orders is $1,084,745.69; and WHEREAS, City staff has inspected the Project and determined that it has been completed in accordance with the contract requirements subject to the Contractor's continuing warranty and other obligations pursuant to the contract; and WHEREAS, based on the foregoing, staff recommends acceptance of the Project on behalf of the City; 3 NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: 1. The contract.entitled Glendon Way, Halsey Avenue;,and G Street Water and Sewer Replacement, City Project Numbers C66401101, C66401311, and C67501301 with a final contract amount of$1,084,745.69, is accepted as complete subject to the Contractor's continuing warranty and other obligations pursuant to the contract. 2. The City Clerk/Recording Secretary is hereby authorized and directed to file a Notice of Completion concerning the Project with the Sonoma County Clerk's Office within ten (10) days of the date of this Resolution. 3. Staff is hereby authorized,and directed to release all undisputed retention not subject to pending change orders within sixty (60) days of the-date of this Resolution and in accordance with the terms of the Project contract, the.Petaluma City Charter, California Public Contract Code Section 7107 and applicable law. 4 Attachment 2 GLENDON WAY, HALSEY AVE.
