As part of the EIR process, for East Washington Place, Design, Community & Environment
retained Bay Area Economics to assess potential economic impacts of theproject, since such
:impacts could conceivably lead. to urban decay, a potentially significant environmental impact.
The economic impact analysis in the DEIR at pages 4.11-4, fn. 14, and p. 4..11-8, fn. 16, references
"Bay Area.Economics, 2008; Administrative Draft Retail Market°Irnpact Analysis" and "Bay Area
Economics, November 2008,,,Admnistrative Draft Retail Market Impact Analysis," a report
prepared by BAE for the project:, The November 2008 document attached as Appendix D to the
DEIR is a slightly revised;firial version of this document. Despite the references in the footnotes to
the "Administrative Draft;" th'e.data and conclusions in-the DEIR are based on the final version of
the Retail Market Impact,Analyss which was published as an Appendix to;the DEIR. In addition,
further responses fo' public.comments regarding economic impacts and urban decay in the FEIR are
based on the tipdated report as published with the DEIR. The footnoted references should have
been updated to refer to the final document.
Changes made'to the Administrative Draft document merely updated certain data after the
preparatiomof:aseparcte document; the..Fiscal and Economic Analysis ("FEIR"), pursuant to a new
city regulatory requirement. The FEIR, was reviewed by the City Council in April, 2009. Nothing
in the Administrative .Draft Retail' Market Impact. Analysis of November 2008 would have required
a conclusion on economic impacts;and~urb:an decay that'would be different from that reached in the
project DEIR and FEIR, and no changes were made=to'the text of the Urban Decay Analysis
section presented in the Administrative Draft.
