RESOLUTION AMENDING CLASSIFICATION PLAN TO ESTABLISH NEW POSITION
CLASSIFICATIONS OF TRAFFIC ENGINEER AND UTILITY ENGINEER AND
DESIGNATING THEM TO UNIT 9 (MID-MANAGEMENT)
BE IT RESOLVED that the Classification Plan and Compensation Plan
as originally adopted pursuant to Resolution No. 6118 N.C.S., as amended, and
the classification titles and specifications as adopted by Resolution No. 7054
N.C.S., are hereby amended by resolution hereto and marked Exhibit "A" and
"B" and made a part hereof), the salary range to be $2,564 - $3,630 per month.
BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for
classifications included in the Competitive Service of the Personnel System,
that the notice of this action has been properly posted and that the City
Manager recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No. 7054 N,C.S.,
as amended, is hereby amended to include establishment of the classifications of
Traffic Engineer and Utility Engineer and assigning these classifications to
Unit 9 (Mid-Management), effective August 5, 1986.
Under the power and authority conferred upon this Council by the Charter of said City.

..Employment Standards
Education and. Experi~en~ce;: A"ny combination. equ' alent to experience and
` education that. could likely provide the required. knowledge and abilities
would be qualifying. A `typical way to obtain the knowledge and abilities
would be: Experiences Sufficient years of respons-ble experience in the
performance of professional engineering work, including, some. supervisory
experience, to demon"strafe possession of the knowledge and abilities listed
below; Education: Graduation ,from a four-year college or university with
major course worle, in Civil Engineering, Transportation Engineering, or
related field. Possession of either 'r,egistration by ,the State of California as
a "Civil. Engineer (R,C.E,) or Traffic .Engineer (R. T.E.) is required.
Possession of a valid driver"s license issued by the California Department of
Moaor" Vehicles .
Knowledges and Ablt"es: Knowledge of traffic engineering practices and
proce"dunes; ability to prepare anal supervise preparation of completed plans

comprehensive :reports; ability to effectively direct' and supervise the work

UTILITY ENGINEER
Definition
Under general directions. to plan, assign, direct; and review professional
engineering, planning., investigation, design; and process control activities;
to provide technical and r-.esponsible staff assistance.
Examples of Duties
Assist in the development and implementation of goals, objectives, policies,
work plans, and. priorities; supervise the development of professional
engineering and environmental studies; supervise: planning for the future
needs of the. water and. wastewater systems; r-eview and recommend process
control systems and budgets; ensure that the City delivers daily service of
water supply and sewer services; coordinate: utility engineering activities
with .other City depar-tments, divisions, sections; and with outside agencies;
prepare and administer division budget; select, supervise, train, and
evaluate professional., technical, and clerical. subordinates; perform related
duties as assigned.
Employment Standards
Education and .Experience An;y combination ,equivalent. to experience and
education that could likely provide the required knowledge and abilities
would be qualifying . A typical way to obtain, theknowledge and abilities
would be: Experi'enee: Sufficient years of responsible experience in the
performance of professional engineering work, ,including some supervisory
experience, to demonstrate possession of the knowledge and abilities listed
below; Education: A Bachelor's Degree from an accredited college or
university with' major course work .in civil engineering or related field.
Registration as a Civil Engineer is desirable.
Knowledge. and Abilities Knowledge of principles and practices of
engineering a,s it applies to water and wastewater systems; methods and
techniques used for planning and engineering studies, design, and
construction of utility .systems; modern developments, current literature,
and sources of information regarding utility engineering.; process. control.
Ability to supervise- the preparation of. complex engineering studies, work
schedules, plans., maps, reports, work plans, cost estimates; and
specifications; perform complex engnee"ring, calculations; operate and
supervise computer program. development; plan, design, and supervise the
construction. of utility facilities; supervise and evaluate professional,
