CONGRESS WITH REGARD TO NAVIGATION AND IMPROVEMENT OF CHANNELS AND HARBORS . 1 INTRODUCED BY COUNCILMAN 11J'/ 4 -'I At Meeting of 18th the City Council of the m City of Petalua oq';the � ,. .. day of- A' ril_. - � - � 19 66 1 J WHEREAS, California continues to experieiice 'an extremely high growth rate, requiring the maximum use of all of its resources , and this growth imposes major responsibility [on labor , industry and government to. assure expansion of its economy to sustain it. and WHEREAS, the State ' s waterborne commerce has matched this growth rate and opened new and expanding markets for its farms and factories, and further, the conflict in Southeast Asia has imposed additional shipping volume on our oceangoing facilities; and WHEREAS, major new inyestments are planned or underway by' ports , terminals , ship operators and others to meet' .the"se new and expanding re- quiretents , and further massive capital expenditures are scheduled to match projected improved watsrWay access` - in industrial plants, power generation, refineries ,: ,storage and other facilit-ies, and WHEREAS', Californ- a ' s.I .seaeoast - the nation' s largest - remains relatively. undeveloped in small harbors to accommodate its major! fisning fleet and burgeoning recreational use of boating, and WHEREAS, ;navigation is a major area -for. .;sustained improvement to meet these demands and opportunities, and improvement of channels and I d harbors remains substantia-lly less advanced than .in many areas of the i nation longer settled or offering more favoralle' geography, and WHEREAS , these heeds: must he filled ;and projects must be accelerated in consonance With the 'eorre'lated requirements of industry, trade and navigation, and with the :pre;sent and projected population growth, it is -2- essential that a planned''program ,be. followed in .adcorda:nce witia regional. and Statewide evaluation and approval; and IAIHEREAS , the Marine Affairs Conference has represented navigational interests of the region for ten years in the study, review and recommen- dation of projects for the orderly and efficient development of waterways and harbors; NOW THEREFORE, BE I-T RESOLVED BY THE City Council of the City of Petaluma that the Conference "s program for Congressional funding for Fiscal , Year 1967 is hereby endorsed and supported:. BE IT FURTHER RESOLVED that copies Of this' resolution be forwarded to the Honorable Donald Clausen and to the Honorable Thomas H.
