HomeMy WebLinkAboutResolution 2003-173 N.C.S. 09/08/2003Resolution No. 2003-173N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING CITY MANAGER TO PURSUE PHASE 3 GRANT FUNDS THROUGH THE STATE DEPARTMENT OF WATER RESOURCES FOR ADDITIONAL LAND AND EASEMENT ACQUISITION AND RESTORATION OF TIDE DENMAN REACH OF THE PETALUMA RIVER, AND .AUTHORIZING THE CITY MANAGER TO COMPLETE ALL NECESSARY TRANSACTIONS FOR ACCEPTANCE OF GRANT FUNDS Resolution endorsing application for an Urban Streams Restoration Grant and determining appropriate environmental impact document, conditionally accepting grant if offered, and designating contract manager and fiscal agent. WHEREAS, the California Department of Water Resources, Division of Local Assistance, Urban Streams Restoration Program has announced the availability of funds for grants; and, WHEREAS, said grants are intended to help solve flooding and erosion problems in a way that provides environmental enhancement; and, WHEREAS, we have concluded the project proposed for funding with the grant funds would be environmentally beneficial and categorically exempt from requirements for environmental documentation preparation under one or all of the following exemptions: Class 7, 13 and 16; and, WHEREAS, we consider the prospects of receiving such a grant to be reasonably likely. NOW, THEREFORE BE IT RESOLVED that we, the City Council of the City of Petaluma authorize the submission of a Phase 3 application for an Urban Streams Restoration Program grant. Resolution No. 2003-173 N.C.S. DE IT FURTHER RESOLVED, that if offered such a grant, we authorize the City Manager to accept the grant and sign any contract for administration of the grant funds, Pamela Tuft, AICP; and Dean Eckerson to develop a work plan for the project, and William Thomas to submit invoices to the Department of Water Resources for activities carried out under the work plan for the grant contract. Under the power and authority conferred upon this Council by the Charter of said City.
