ACCEPTING THE CYCLE 3 FEDERAL HIGHWAY SAFETY
IMPROVEMENT PROGRAM GRANT FOR THE
PROTECTED LEFT-TURN SIGNAL UPGRADE PROJECT,
AMENDING THE FISCAL YEAR 2009-10 ADOPTED CIP BUDGET
TO INCLUDE PROJECT 016101006, AUTHORIZING A
B><1DGET TRANSFER FROM UNEXPENDED STREET MAINTENANCE FUNDS
TO THE PROJECT, AND AUTHORIZING CITY MANAGER
TO SIGN THE GRANT-RELATED DOCUMENTS
WHEREAS, the proposed project will evaluate and upgrade 26 protectedlpermissive left-turn
signalized intersections to protected left-turn only signals, as required; and,
WHEREAS, the project represents an ongoing effort by the City to improve traffic
safety; and,
WHEREAS, the project was developed by the City in partnership with the Petaluma
Police Department and the 2009 Traffic Safety Evaluation Report for the City of Petaluma,
completed by the Institute of Transportation Studies, University of California Berkeley; and,
WHEREAS, the project improvements should reduce broadside or head-on type
collisions.; and,
WHEREAS, staff successfully applied for Federal Highway Safety Improvement
Program (HSIP) funding and was awarded $441,000 toward the Protected Left-Turn Signal
Upgrade Project; and,
WHEREAS, $65,760 is estimated to meet local grant match requirements, plus pay the
City's overhead staff; and,
WHEREAS, sufficient funding for overhead staff is available in the Street Maintenance
Fund operating budget and will be transferred to Project No, 016101006; and,
WHEREAS, sufficient Proposition 1 B funding for local grant match requirements is
available in the Crinella Drive Reconstruction Project 000501108 and will be transferred to
Project No. C 16101006.
NOW, THEREFORE, BE IT KESOLVED that the City Council of the City of
Petaluma hereby:
1. Accepts the Cycle 3 Federal Highway Safety Improvement Program Grant.
2. Amends the Fiscal Year 2009-10 Adopted CIP Budget to include the Protected Left-
Turn Signal Upgrade Project 016101006.

3. Authorizes a budget transfer in the amount of $16,760 from the Street Maintenance
Fund operating budget to Project No. 016101006.
4. Authorizes the City Manager to sign the Caltrans Program Supplement Agreement
(PSA) for this specific project in order to receive grant funding allocation.
Under the power and authority conferred upon this Council by the Charter of said City.
