AMENDING THE CLASSIFICATION PLAN
BY ESTABLISHING THE CLASSIFICATION DESCRIPTION
FOR ACCOUNTANT AND ESTABLISHING THE PAY RANGE
AND UNIT ASSIGNMENT FOR ACCOUNTANT
WHEREAS, the classification titles and specifications as adopted by Resolution No. 90-
147 N.C.S., are hereby amended by establishing the classifications of Accountant (as attached
hereto and marked Attachment #2 made a part hereof); and,
WHEREAS, the establishment of the pay range and unit assignment for the classification
as listed below, are hereby amended by the corresponding Resolutions listed below, effective the
pay period following the adoption of this Resolution.

NOW, THEREFORE, BE IT RESOLVED that this action is taken pursuant to
Personnel Code 2.04.020 and Personnel Rules and Regulations (Rule N, Section 5) for
classifications included in the Competitive Service of the Personnel System, that the notice of
this action has been properly posted, and that the City Manager recommends this action.
Under the power and authority conferred upon this Council by the Charter of said City.

General Accouiitiiig Duties:
Participates in accounting tasks related to the, maintenance of the Cit~~'s financial record.
Beeping, reporting and control s; stems.
Reconciles and balances various records and ledgers, investigates discrepancies and. makes
appropriate adjustments. according to existing policies and regilations governing the agency's
fiscal record-keeping systems.
Performs a variety of accounting activities including the preparation of complex bank
reconciliation, detailed calculations, record keeping and reconciliation. in various accounting
areas. Prepares for approval standard acid adjusting jounlal entries.
Gathers and compiles a variety of numerical data and prepares statistical and financial reports
for distribution internally and to outside agencies such as federal, state, and other local
agencies.

Makes recommendations regarding worx processes and procedures in area of assignment.
Performs related duties as assigned.
Pa~~roll Processing Duties:.
Processes and produces the City's bi-weekly payroll and performs related activities which
include: review and verification of payroll documents, data. entry for payroll records and
information, maintenance of payroll records, and preparation of various payroll related reports.
Monitors and ensures timelypayment of all mandated state and federal payroll. taxes; processes
bi-weekly payments for automatic deposits, deferred compensation and other benefit plan
paymerts.
Maintains various payroll tables and databases; develops and maintains systems for monitoring
and tracking payroll and employee benefits related information.
Monitors and ensures compliance with payroll related. City policies, Memorandums of
Understanding, Compensation Plans and ~4greemen..ts, and state arxd federal legislation
affecting payroll.
Skill in anal/or Ability to:
Prepare complex financial and statistical reports; maintain acrd reconcile financial 7ansactions
records, ledgers, and journals. Understand transactions and relationships among accounting
documents; detect fiscal record keeping errors .rapidly a;nd efficiently.
Communicate ~ clearly orally and in writing, with ab~ilit:y to write reports, business
correspondence, doctmlentation, anal effectively present information and respond to questicrs
from groups of managers, clients, customers, and the geriera.l p~Ablic.
Perform detailed numerical work with speed and accuracy.
Comprehend and draw inferences from ~~~ritten material, analyze- tJrobl.ems, gather relevant
information and recommend corrective action; perfurn~ multiple tasks udder deadline pressure;
organize and prioritized work to meet deadlines.
Demonstrate skill and initiative in developing and maintaining effective v~~orl,ing relationships

Woxk independently ;vith minimal supervision, utilizing sound ji'-d~:anunt in tl~e course of:~work.
Opera.tc a standard computer with working lcrlowledge of analytical spreadsheets; standard
office software and equipment, including Microsoft Excel and 1.0-key calculator.
Prepare a variety of financial statements, reports and analyses with supporting statistics and
data. Examine and verify financial documents and reports.
Physical Demands acid Work Environment:
~'~niile performing the duties of this job, the employee is regularly required to sit, use the
computer keyboard and mouse, use hands to finger, handle, or feel, reach with hands and anus,
talk or hear, stand, walls, and stoop, or crouch. Occasionally lift acrd/or move up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision,
peripheral vision, depth perception, and ability to adjust focus. Requires the ability to work in

QUALIFICATI®NS
Knowledge of:
Generally accepted accounting principles and their application, with experience in
governmental accounting principals and. procedures.
Federal, state and Fair Labor and Standard Act n~les and regulations related to payroll.
Principles of automated information systems and methods, including spreadsl^ieets and other
accounting and business soft`»are.
Modern office practices, procedures, methods and equipment.
Education and Experience:
Any combination of education and experience that would provide the required knowledge, skdis
and abilities as described above is qualifying. Atypical v/ay of gaining such knowledge, skills
or abilities is:
Equivalent to a Bachelor's degree fror:« an accredited college or university ujith major
corrsework in accounting or closely related field. Sufficient yeaa:s of professional accounting
experience that de~rionstrates possession of the required knowledge and abilities. Two years of
local government accounting is desirable.
Other Rec uirem.ents:
Must possess a valid Califonlia driver's license and have a satisfactory driving record at time of
appointment.
