of the City of Petaluma, California
SUPPORTING PROPOSITION 47 ON THE JUNE 3, 1986 BALLOT:
GUARANTEEING THE VEHICLE LICENSE FEE
AS A LOCAL GOVERNMENT REVENUE SOURCE
WHEREAS, the Vehicle License Fee has been a major source of general
fund revenues for local government since 1935; and
WHEREAS; the California State Legislature gave itself the authority
during the period 1978 to 1984 to withhold funds from the VLF to balance
its own budget; and
WHEREAS; during fiscal year 1981-82, state government kept $270
million of these traditionally local government revenues for its own use; and
WHEREAS; during fiscal year 1982-83, state government appropriated
$318.1 million to balance its own budget; and
WHEREAS; during fiscal year 1983-84, state government kept $374.3
million for its own use, for a total loss to local government of $727.8
million ; an d
WHEREAS, during each of those years, the Legislature was unable to
determine how much of these traditionally local government revenues it
would need to balance its own budget until after the fiscal year began; and
WHEREAS; such delays in determining how much revenues ultimately
would be available to local government threw the local government budget
planning process into disarray; and
WHEREAS, the citizens of California's cities and counties are best
served when government is funded through reliable, secure and very
predictable revenues;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of. Petaluma does hereby support Proposition 47, which will constitutionally
guarantee the Vehicle License Fee as a local government revenue source.
