S. of the City of Petaluma, -California RESOLUTION AMENDING CLASSIFICATION ..PLAN TO ESTABLISH A NEW POSITION CLASSIFICATION OF PAYROLL CLERK AND DESIGNATING IT TO UNIT ~ 1 (.CONFIDENTIAL) BE IT RESOLVED that the Classification Plan and Compensation Plan as originally adopted pursuant to Resolution No . 6118 N . C . S . , as amended, and the classification titles and specifications as adopted by Resolution No. 7054 N.C.:S., are hereby amended by establishing a classification of Payroll Clerk, (as attached hereto and marked Exhibit "B" and made a part hereof) . BE IT FURTHER -RESOLVED that this action is taken pursuant to Personnel Code 2..04.020 ,and Personnel Rules and Regulations (Rule IV, Section 5) for classifications included in the Competitive Service of the Personnel System., 't-hat; `the .notice of this action has been properly posted and that the City Manager .recommends this. action. NOW THEREFORE, BE IT RESOLVED that the Resolution No. 7054 N . C . S. , as amended, is .;hereby amended to include.. establishment of the classification of Payroll: Clerk and assigning this classification to Unit 1 (Confidential) , effective April 15, 198.6. Under the power and authority conferred upon this-Council by the Charter of said City. J~ qq ~. _ ... ~. .. ... .,....,.J i& L4 PAYROLL CLERK Definition Under administrative direction, to perform highly responsible functions related to payroll processing and -file maintenance., and to perform computer data entry for payroll. Examples of Duties Duties include but are not limited to: ensure prompt submittal of time sheets, verify data noted on time sheet; verify special earnings.; employee deductions; calculate rates for the Fair Labor Standard Act; verify contri- butions to the Public Employees' Retirement System.; input payroll; coordi- nate signatures for payroll checks; recap payroll data; request special checks and balance to detailed liability accounts;: process tax and retirement data; initiate monthly ,Tournal entries; change. wage to reflect annual adjust- ments; prepare W=2's; maintain liability accounts; and perform other duties as required. Solve pay"roll problems as they arise:; compute severance pay; reconcile computer .generated reports; research and reconstruct payroll histories for retirernerit .computation.; analyze, compute, and .make retroactive adjustments for a large variety of employment situations and conditions . KNOWLEDGE AND ABILITIES Overall knowledge and understanding of policies and procedures of the City's Finance System and. o"fher Departments. Understanding and knowl- edge of financial data 'and statistical information for the maintenance of City's payroll .sys:tem. Knowledge and understanding of pertinent State and Local Laws governing payroll, retirement, and general characteristics of a wide variety of employee benefits. Ability to deal tactfully and effectively with the public and co-workers. Ability to perform duties without super- vision. Exercise independent judgment and discretion in administering payroll laws, policies and regulations. EDUCATION AND EXPERIENCE Five years of general accounting experience with. three years of payroll experience. 4-86
