Resolution No. 86-96 N. C. S.
of the City of Petaluma, California
RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP
FOR SKYPARK ESTATES
WHEREAS, Arthur Condiotti as owner and ZAM Enterprises as subdivider
has filed with this Council a tentative map proposing to subdivide land
within this City to be known as Sky Park Estates, and has paid all
required filing fees; and,
`~t WHEREAS, the City Engineer, the Director of Planning, the Sonoma County

Water Agency, Airport Land Use Commission, and the Planning Commission
have examined and reviewed the same as required by law and all reports,
recommendations, and comments thereon have been forwarded to and
considered by this Council at its meeting held on May 5, 1986; and,
WHEREAS; the Planning Commission considered the proposed tentative
subdivision map, all information submitted as part of the public hearing
thereon, and staff's recommendation for, conditional approval prior to
recommending conditional approval to the City .Council; and,
WHEREAS, a negative declaration for the proposed twenty parcel subdivision
was approved for this site per Resolution Number 86-44 N.C.S.;
NOW, THEREFORE, BE IT RESOLVED, based on the findings set forth in
the above referenced Resolution #86-44, that the above referenced tentative
map is hereby approved subject to the conditions set forth below:
Conditions:
1. Fire hydrants shall be located as required by the Fire Marshal.
2. A ten-foot public utility easement shall be provided along both sides of
all street right-of-ways, and as recommended by PG&E.

3. The developer shall comply with all conditions of .the. City Engineer as
set forth in the attached letter.
4. Street frontage of Lot 16 stall be redesigned to blend with adjacent lot
layout of Springmeadow V subject to review and approval of City
Engineer .
5. Applicant/developer shall offer to transfer title of that property
remnant adjacent to Lot '19, Petaluma Gar--dens and outside the
right-of-way proposed for Wil-low Drive to the owner of Lot 19, prior
to final map approval.
6. Lot #16 shall have. no more than 18" difference in elevation from the
adjoining .lot. in Sprin,gmeadow V . Lots 5 through 10 and 17 through
20 shall have no more .than 1.8" difference in elevation from the
adjoining lots in 'Petaluma Gardens and: Foothill _Manor, respectively.
7. Drainage plans and improvements shall. be; undertaken to accommodate
drainage from .this area in conformance with .and. to the approval of,
the Sonoma County Water Agency.
8. An Avigation Easement with .buyers acknowledgment sYiall be executed
and recorded for each lot in the project..
9. A substantial, wood, sound wall shall be constructed along rear lot
lines, adjacent. to airport facilities to insure separation from airport
use, subject to review and approval of the Parks and Recreation
Director and 5PARC.
10. The project sponsor shall be required to p.ay iow and moderate income
housing in-lieu fees of an amount to be determined according to the
schedule established by City Council. Resolution No. 84-199 N.C.S. , or
make alternative arrangements to meet. the low and moderate income
housing provision requirements of the Housing Element subject to
approval of the City and prior to approval of the Final Map.

' 11: Lawns shall. be provided in. all. front yards and street side yards of
- ~ corner lots . Plans depicting said lawn areas shall be approved by
SPARC prior to lawny installation. Additona'1~ trees shall be added to
- achieve a minimum: ratio of 2 trees per lot to the landscape plan as
required by SPARC to create a tree-lined 'and/~or clustered streetscape
throughout. the project, including along... the .remnant piece of land
adjacent to Lot 19, Petaluma Gardens as referenced in Condition No. 5.
12. Six foot (6') solid wood view-obscuring design,: rear, side and street
side corner -fences 'shall be provided subject to review and approval by
staff.
13. The landscape plan; unit architecture and: -model distribution are
subject to review by SPARC. All -SPARC conditions of approval which
affect the tentative map shall also be 'incorporated in the tentative map
prior to final map submittal.
14. Any signs erected to advertise or direct .persons to the project shall
meet the requirements of the City .Sig_n Ordinance and obtain a sign
permit from :the City.
15. Noise 'mitigation shall be incorporated. in home construction per the EIR
(East of Ely) prepared .for projects directly adjacent to the south, as
follows:
a. Roof eaves should extend a minimum. of two. feet from exterior
walls. This. helps reduce direct noise impact on window surfaces
-from overhead arcr.aft-.
b; Bedroom windowsshould be kept to a minimum size.
c. Sliding glass doors should not be used n..bedrooms.
d. All exterior walls. and the ceiling should be'. adequately insulated.
e. Soundtraps should be included on all ventilation ducts.

f . Double pane glass should be used on all windows .
16. Subdivision to pay prorata share of traffic impact mitigation measures,
as recommended in the East of Ely Subsequent EIR.
17. Water system shall be constructed so as to not deteriorate water
pressure of surrounding neighborhood, subject to approval of City
Engineer .
