HomeMy WebLinkAboutResolutions 86-097 N.C.S. 05/05/1986 IN i • 1 "~ =' ~ Resolution No.gs-97 N.C.S. of the City of Petaluma, California A RESOLUTION APPROVING THE ISSUANCE OF A NEGATIVE DECLARATION PURSUANT TO CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR A REVISION OF THE DEVELOPMENT PLAN OF A PUD AND A TENTATIVE SUBDIVISION MAP FOR VILLAGE 1~4EADOWS (A.P, NOS. 136-111-16, 20, 21, 43, 44 and 45) WHEREAS, the Planning Commission has recommended the issuance of a Negative Declaration pursuant to the California Environmental Quality Act (CEQA) for the following project: 1. Revision of previously approved Unit Development Plan for 22 acres from 132 Townhomes to 81 Single-Family Homes for the Village Meadows project, A.P. Nos. 136-111-16, 20, 21, 43, 44 and 45. 2. Approval of a tentative subdivision map creating 81 parcels for single-family residences, a neighborhood open space along Lynch Creek and public streets and landscape areas for the Village Meadows project. NOW THEREFORE BE IT RESOLVED, that the issuance of. said Negative Declaration pursuant to the California Environmental Quality Act is hereby approved, based on the following findings: Findings 1. The project as conditionally approved does not have the potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal, or eliminate important examples of major periods of California history or pre-history. Removal of significant vegetation (e.g. mature and healthy eucalyptus trees) shall only be done in conjunction with a systematic replanting as reviewed and approved by the Site Plan and Architectural Review Commi"ttee . 3. The project as conditionally approved does not" have the potential to achieve short term to the disadvantages of long term environmental goals . ' 4. The project as conditionally approved does not -have impacts which are individually limited, but cumulatively considerable. 5. The project as conditionally approved does not have environmental effects which will cause, substantial adverse effects on human beings either directly or indirectly. 6. This project represents a reduction in the number, of housing units on the site over the ! project previously found to have negative environmental impact at the same site and will therefore have a lesser environmental impact . 7. No significant unmitigable environmental . impacts were found in review of that previous more intense project. Under the .power and authority conferred upon this-Council by the: Charter of said City.
