HomeMy WebLinkAboutResolutions 86-035 N.C.S. 02/03/1986 .v~y~ ' I~~SOlUf10Y1 N®. 8s-35 N ~.~. of the City of Petaluma, California A RESOLUTION APPROVING THE ISSUANCE OF A NEGATIVE DECLARATION PURSUANT TO CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR A REZONE FROM R-1 5,000 TO PUD AND A TENTATIVE SUBDIVISION MAP FOR SYCAMORE HEIGHTS, AP NO. 48-141-46 WHEREAS, the Planning Commission has recommended the issuance of a Negative Declaration pursuant to the California Environmental Quality Act (CEQA) for the following project: 1, Amend Petaluma Zoning Ordinance for 8.17 acres from R-1 5,000 to Planned Unit District for the Sycamore Heights project, AP No. 48-141-46; and 2. Approval of a tentative subdivision map creating 50 parcels for single-family residences, one common area for community building, and public street for the Sycamore Heights project. NOW THEREFORE BE IT RESOLVED, that the issuance of said Negative Declaration pursuant to the California Environmental Quality Act is hereby approved, based on the following findings: Fin dings 1. The project as conditionally approved does not have the potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal, or eliminate important examples of major periods of California history or pre-history . 1 a~ 86-35 v,cs. ties. h~..........._............_.... .~i' ... 2. Removal of significant vegetation (e.g. mature and healthy oak or eucalyptus trees) shall only be done in conjunction with a systematic replanting as reviewed and approved by the Site Plan and Architectural Review Committee . 3. The project as conditionally approved does not have the potential to achieve short term to the disadvantages of long term environmental goals . 4. The project as conditionally approved does not have impacts which are individually limited, but cumulatively considerable. 5. The project as conditionally approved does not have environmental effects which will cause substantial adverse effects on human beings either directly or indirectly. 6. Use of a narrower public street as proposed mitigates the potential for significant removal of vegetation while preserving the safety and welfare of the project residents.
