RESOLUTION TO APPROVE AN INCREASE IN FUNDING TO PURCHASE A
MOBILE COMMAND VEHICLE BEING BUILT FOR THE CITY WITH OFFICE OF
TRAFFIC SAFETY GRANT, ASSET SEIZURE AND HNT FUNDS
WHEREAS, the City of Petaluma Police Department identified a need to purchase a
Mobile Command Vehicle (MCV) for use during critical incidents and as part of the county -wide
Office of Traffic Safety Avoid the 13 grant administered by the Police Department; and,
WHEREAS, on September 14, 2009 the Petaluma City Council approved the purchase
of the MCV from LDV Inc., in the amount of $363,327.52; and,
WHEREAS, the Police Department has identified a need to pay LDV Inc. an additional
$ 70,040.15 to purchase and install additional specialized equipment into the MCV; and,
WHEREAS, Petaluma Municipal Code section 4.04.100 provides an exemption from the
formal contract procedures required by Chapter 4.04 when purchases of supplies or equipment
are made under a cooperative purchasing program with another public agency using competitive
process; and,
WHEREAS, Petaluma Police Department staff has obtained from LDV Inc.,
documentation confirming that LDV, Inc. possesses a competitively -awarded contract, U.S.
General Services Administration Contract No. GS-30E-0009L ("GSA Contract"); and,
WHEREAS, LDV Inc., provided a list of MCVs sold to police departments throughout
the United States utilizing the GSA pricing schedule, and,
WHEREAS, the Police Department intends to utilize $40,000 from a Sonoma County
Office of Emergency Services Homeland Security Grant, $ 17,660.19 from a previously accepted
Office of Traffic Safety Avoid 13 grant and $12,379.96 from the Police Department's Hostage
Negotiation donation account; and,

WHEREAS, Petaluma Police Department staff has confirmed that MCV model
MCC302221-09 is furnished pursuant to and consistent with pricing established by the GSA
Contract.
NOW, THEREFORE, BE IT RESOLVED THAT
1. The City Manager of the City of Petaluma is authorized to purchase the additional
specialized equipment to be installed into the MCV currently being built by LDV
Inc., Burlington, Wisconsin.
2. The City Council authorizes the inclusion of the necessary budget adjustment to
appropriate the Sonoma County Office of Emergency Services Homeland Security
grant funds as part of the end of the year Budget Adjustment Ordinance.
Under the power and authority conferred upon this Council by the Charter of said City.
