APPROVING 'I'HE C'OMMUNITY DEVELOPIVIENT BLOCK G~2ANT ACTION PI,AN
AND AIJTI-IO~ZING TI~E CITY 1VIANAGER TO SIGN ALL I)OCiJMENTS
R~QUIItED BY T~IE DEPAR'I'1VIENT OF HOi1SING
AND URBAN 1)EVELOPMENT (HUD)
WHEREAS, the City of Petaluma is an entitlement community under the jurisdiction of
the Department of Housing and Urban Development (HUD) Community Development Block
Grant Program; and,
W~IEREAS, as part of the Consolidated Plan Strategy, HUD requires an annual Action
Plan which is comprised of the community's projected use of Block Grant funds to address
community needs; and,
W~IE1tEAS, all projects and programs which are proposed for funding address one or
more of the priorities of the City's 2010-2015 Consolidated Plan; and,
WHEREAS, a public hearing was noticed and conducted to hear comments from the
community on the proposed projects and programs and the City Council found the proposed
funding plan to be consistent with the Consolidated Plan.
NOW, ~'HEREFORE, BE IT RESOLVEI) by the Petaluma City Council that the
Action Plan as attached is approved and adopted for FY 2010-2011; and
BE I~' FURT~IER RESOY~VED that, should there be changes in the 2010-2011
entitlement amount, the City Manager is authorized to increase/decrease each subrecipient's
allocation proportionately; and
BE I~' FURT~IER RESOLVEI) that the City Manager is authorized to sign all program
documents rec~uired by the Department of Housing and Urban Development.
Under the power and authority conferred upon this Council bythe Charter of said City.
REFERENCE: 1 hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 5`~ day of April, 2010,
by the following vote:

SUMMARY OF REQUESTS AND RECOMMENDATIONS

The City of Petaluma is allowed a maximum of $68,600 to administer the CDBG program,
under the Administrative Cap rule. The administrative funds are utilized for salaries; supplies;
Block Grant's share of intragovernmental transfers; various consulting agreements, including
Petaluma's share of administering the County-wide Continuum of Care Program.
Additionally, the City's Code Enforcement staff has requested funding for the purchase and
implementation of a new code enforcement software program to be utilized for
neighborhood preservation and revitalization, an eligible activity in this category.

2. The Commiitee on the Shelterless (COTS) has requested $27,000 to be utilized for
maintenance of the interior and exterior at the Mary Isaak Center. Tasks include
replacement of dorm mattresses, plumbing maintenance, HVAC maintenance, gutter
repairs, and other maintenance needs.

Staff recommendation: $29,296
Community Housing of Sonoma County, a new applicant to the Petaluma CDBG program;
has requested $75,000 to be utilized to rehabilitate a home, in foreclosure, in one of
Petaluma's targeted neighborhoods. The home will be purchased and operated as
permanent supportive housing for four adult veterans living with psychiatric disabilities. The
nonprofit organization, NAMI (National Alliance on Mental Illness) plans to seek
approximately $320,450 in federal stimulus money through the Neighborhood Stabilization
Program. If successful, this would be the first project to utilize NSP funds in Sonoma County.

4. Disability Services Legal Center has requested $40,000 for its program of "housing
accessibility modifications'' which helps eliminate barriers in homes of persons with disabilities.
It has been estimated that keeping individuals safely in their own homes and out of
convalescent hospitals saves taxpayers thousands of dollars per month and greatly
enhances the disabled person's quality of life.

5. iVorth Bay Children's Center is requesting $55,000 to increase the organization's capacity for
serving verAy-low income children by purchasing a modular unit, allowing NBCC to "trade"
office space for child care space. Additionally, NBCC will purchase additionat exterior
lighting for security purposes, install energy efficient windows, and install eco-and child
friendly carpeting.

6. PEP Housing has requested a total of $45,000 for the following projects: (1) remove and
replace 16 water heaters at Lindberg Sr. Apts. and replace them with a tankless energy
efficient hot water system; (2) Siding repair and paint at 154 Wilson and 700 Daniel Drive.

Staff recommendation: $49,950
Petaluma People Services Center (PPSC) has requested $51, 000 to continue PPSC's Home
Delivered Meals Program. Through the Home Delivered Meals program, which operates
every day of the year, homebound elders receive a daily hot meal and security check,
nutritional assessments, and, when needed, individualized counseling by a registered
dietician. Meals are cooked on weekdays at the PPSC newly renovated commercial
kitchen, located in the senior Center at 21 1 Novak Drive. On weekends PPSC purchases
meals prepared by Petaluma Valley hospital. Meals are delivered seven days a week by
caring PPSC volunteers.
