WHEREAS, the classification titles and specifications as adopted by Resolution
No. 90-147 N.C.S., are hereby amended by establishing the classifications of Public Facilities
and Services Project Manager, Mail Services Assistant (as attached hereto and marked
Attachment B and Attachment C and made a part hereof); and,
WHEREAS, the establishment of the pay ranges and unit assignments for the
classifications as listed below are hereby amended by the corresponding Resolutions listed
below, effective the pay period following the adoption of this Resolution.

MAIL SERVICES ASSISTANT
Request:
The Finance Director, Bill Thomas requested Human Resources to evaluate and/or
review the Mail ;Services Assistant job duties and specifications with incumbent of this
position to conduct a job analysis.
Method:
April 16th I contacted Hank. Creyssels to arrange to meet and discuss the classification
study and to explain the data collection~tool, the Position Description Questionnaire form
in detail We discussed a deadline to return form for Monday, Apri125th .
Review and Verification ofData:
Employee: Hank Creyssels .returned the form to me on April 28th. On April 30th I met
with-Hank to review the responses, clarify unclear information, and interview the
incumbent to get an understanding of all the contents and responses. During interview
process each section was reviewed and discussed. Hanlz's responses were limited and
needed some. expansion to be consistent with the existing job description. Any changes
or revisions to the form were noted and for Hank's review and approval.
Supervisor:. The Position Description Questionnaire was submitted to Haul{'s supervisor,
,Sue Simmons, Commercial Services Manager for review. She noted~that the current job
description did riot adequately described duties relating to the "production of
documentation, lay-out and design of printed material, folding, cutting and collating
documentation, printing and binding." She stated that Hank does more than retrieving
posting, shipping, and delivering mail as described in the current job description for Mail
Services Assistant; and°that his job has expanded in the area of production of materials.
Compensation:
A compensation sur~eywas conducted with four City agencies (in the 10-City survey
group) and Sonoma Countythat reported similar positions.

*Central Services Assistant: Position performs only mail services duties - no duplicating or reproduction duties.
Currently the Mail Services :Assistant salary range is the~same as City's Office Assistant I
classification (see below). A review of other internal City classifications was conducted
to determine an internal relationship based on comparison of job duties, responsibilities,
knowledge, skills and abilities. The Mail .Services Assstantis an unique position in job
duties with only,one employee. allocated to the classification. The closest similar position
would be the Office Clerical classification series.

Recommendation:
Based on the external compensation data evaluated and the fact that the Mail Services
Assistant's duties in the area of duplication -and production activities have expanded, it is
recommended that the Mail Services Assistant receive a 18% salary' increase. It is also
recommended that: in the future the Mail Services Assistant classification be tied to the
benchmark classification of the Office Assistant classification series. This salary increase
represents a 18% increase above the Office Assistant I and 7% below Office Assistant II
positions.

SUMMARY
Under general supervision, collects, -sorts, delivers interdepartmental mail and process outgoing
U.S. Mail, UPS .and other special shipments; drives a motor vehicle to collect and .deliver mail
and council packets; operates a variety of offset and duplicating: machines and equipment, related
tools and supplies. in the reproduction and duplication of various printed or typewritten materials;
performs related duties as assigned. ~'

Duties:
Pick up mail from U.S. Post Office; sort snail by City depai-hnent and facility location
distribute U.S. and infra-City mail to appropriate departments and facilities.
Prepare outgoing mail; operate a postage meter and prepare items for shipping .and mailing.
Maintain postage records and make reports on usage and expense.
Assist and respond to employees with inquiries regarding mail~services.
Set up and operate a photocopier to reproduce forms, special publications and related material
for all City departments
Operate a varety of reproduction equipment including a collator, stapler, folder, drill press,
cutter and 'liinder:
Confer with City staff on reproduction activities concenung specifications and special
requirements.
Piclc up and deliver print shop supplies as needed and deliver paper stock to departments.
Using city vehicle. delivers pacl.ets and mailings to council, conunissions, and committee

Office practices and procedures including filing. and the operation of standard office
equipment.
Ability to:
Enter and retrieve data from a computer terminal.
Perform routine clerical, material handling, and record keeping.
Pay attention to detail and understand and carry out oral and written directions.
Perform routine mathematical operations;; add, subtract, multiply, and divide in all units of
measure, usng:whole.numbers, common fractions, and decimals.
Read and write English is essential.

EI)UCA~'ION AND `EXPERIENCE
Equivalent to graduation from high school. At least a year of experience in operating equipment
for reproduction and duplication of various printed or typewritten materials.
Other Requirements:
Must possess a valid California Driver's license and have a satisfactory driving record.

ASSOCIATE ENGINEER- PF&S DEPARTMENT
Request:
Evaluate and/or review the Associate EilQneer's job duties and specifications with the
incumbent of this position to conduct a job analysis. Rick Slcladzien, Director of Public
Facilities & Services„ requested the job analysis and is aware that Sue Laclcie has
formally requested this classification study.
Method:
On March 21St I contacted Sue Laclcie, Associate Engineer at the Public Facilities &
Services to arrange to meet with her to explain the data collection process and go over the
Position Description Questionnaire form in detail.

Review and Verification of Data:
Sue Laclcie returned the Position Description.Questionnaire on March 27th and the
Director of Public Facilities and. Services, Rick Slcladzien had reviewed the PDQ
submitted by'Sue Laclcie and sighed the form.
Audit liitervew: April 3rd I met with Sue Laclcie to review the responses, clarify unclear
information, and `interview the incumbent to get an understanding of -all the contents and
responses. During. uiterview process each section was reviewed and discussed. Both the
current job duties performed and the job duties outlined in the job description of the
Associate Engineer were reviewed for content and consideration of a complete and
thorough description in each section of the Position Description Questionnaire. Any
changes or'revisios to the form were noted azid were re-submitted to incumbent and
Director and Engineering/Traffic Manager for review and approval.
The job focus, .major/essential duties; job knowledge, .skill and abilities and budget
responsibilities listed by Sue Laclcie have changed noticeably over the last few years

from the job description of Associate Engineer. Though she still performs the majority of
the. Associate Engineer duties, they are fundamental to the advanced duties currently
performed by Ms. Lacl~ie.
Review of Internal City Classifications:
A review of the job duties, responsibilities, and the required lrnowledge, skills and
abilities currently performed by the PF&S Associate Engineer was compared to other
City mid-management job specifications, and it was recommended that the Project
Manager's classification would be an appropriate classification assignment.
Recommendation:
The recommendation to establish a new classification, Public Facilities & Service Project
Manager was presented to the Public Facilities & Services Director and
Engineering/Traffic Manager for review and consideration. Both the Director and
Engineering/Traffic Manager agreed to this recommendation, and also agreed that the
.new: classification description would be fitting for the needs' of the department and the
PF&S department's staffing structure.
The proposed change in classification would represent a 9.5% increase. The incumbent,
Sue Laclcie cun-ently receives "out of~class pay" at 5% over her current payrate.

SUMMARY '
Under direction of the Engineering Manager, the Project Manager will plan, organize, execute,
and coordinate various capital and maintenance programs and projects for the City of Petaluma.
This position will provide technical and. administrative support to the Engineering Manager to
perform and direct studies, analyze,proposals, and manage capital and maintenance projects.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF TIi~E POSITION
Duties:
Plans, coordinates, and manages engineering and construction of capital and maintenance
projects. .
Assists the Engineering Manager in establishing goals and policies. Coordinates with other City
departments to perform short and long range planning to ensure` accomplishing these goals.
Establishes and maintains close cooperation wit11 appropriate public and private organizations,
departments, agencies, and individuals involved in department activities.
Negotiates; prepares and administers contracts and agreements related to capital and maintenance
prof ecfs and. programs.
Prepares, monitors, and administers project budgets and funding allocations.
Develops agreements with public. agencies and appropriate private parties for capital projects.
Iii coordination with Budget, .Grants & Project Manager, initiates atld submits grant applications
for capital and maintenance projects; provide support in securing grant 'fiuiding and designates
funds for appropriate expense. Tracks and monitors project funding through completion and
provides monthly record of expenditures to Budget, Grants and Project Manager.
Prepares, and presents a variety of reports, recommendations,, contracts, agenda packets, and
memoranda relating to department matters, to the Engineering Manager, other public agencies,
advisorybodies, and the conununity.

Responds to inquiries and provides information regarding department project activities; and other
related matters. Attends meetings; serves on committees as assigned.
Provides direction and guidance for the work of technical and support staff as needed and assists

Ensures the City's compliance with various ordinances, codes and applicable laws; reviews
operational conditions in the field.
Reviews civil engineering elements of enviroinnental impact reports for compliance with City
policies, rules and regulations.

in a complex environment.
Corriprehend and interpret difficult analyses, laws, ordinances and regulations, acid prepare
and present reports.

Interpret ari extensive variety of technical instructions in mathematical or diagram form and

Education: Bachelor's degree (B.S.) from four-year college or university in engineering or
Bachelor's .degree. (B.A) from four-year college or university in public or business
administration or related field.
Experience: Five (5) years of increasingly responsible experience in the management,
development, alid completion of capital anal maintenance improvement programs and projects,
preferably at the project management level.
