W 4 tsi, ia4 , .� 0 r.. lass DATE: December,.2, 2013 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Sue Castellucci, Housing Coordinator C SUBJECT: Resolution Authorizing Application,for a Housing,Related Parks Grant RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Authorizing Application for a Housing Related Parks Grant. BACKGROUND The Department of Housing:&,Community Development(HCD) has released their application for the third round of the Housing-Related Parks (HRP) Program. This incentive grant program, totaling $25 million for housing start activity during the designated 2013-period which is inclusive of the years 2011, 20I-2, and 2013, is available to eligible cities who meet the threshold requirements. The City of Petaluma meets those requirementsras follows: 1) completion of an adopted housing element insubstantial compliance with housing element:law;•2) submittal of the required.annual Progress Reports to IICD for the Housing Element; and 3) a documented housing start for low-income households. The HRP grant may be used for the creation, development, or rehabilitation of park and recreation facilities. DISCUSSION Staff is predicting an application in the amount,not-to-exceed'$603,000. The grant amount is determined by the income level of the potential residents and the number of bedrooms provided by the developments that qualify: If the grant application is successful, the City of Petaluma is proposing to combine two of its highest priority park projects for funding; Meadowview Park Playground replaaement and East Washington Park development. The 2013-2014 CIP"includes project C00400205, Playground Replacements. For several successive years and through.2008 the City was able to replace 12,aging,play structures with ground cover and updated equipment,that.assisted in meeting ADA guidelines. Beginning in 2009 the City wasi unable to identify.a funding source to continue the.prograin, and 5 playgrounds remain.that;are scheduled for replacement when funds are secured. Among the remaining sites is Meadowview Park where the play structure was removed due to its deteriorating condition. Thus,replacement of that structure is a high priority. The new play Agenda Revie City Attorney Finance Director City Manage� p�� structure will meet the Americans with Disability Act requirements by providing accessibility for all users and will meet the need created by the necessary removal of the old equipment. Among the City's greatest unmet recreation need is development of space to accommodate the expansion of programs and rapidly growing participation in youth sports. Toward that end, the City has developed conceptual plans and schematic design for the East Washington Park sports and recreation complex. A reduced scope Phase I of the project is in final design which includes development of 2-3 multipurpose, lighted, artificial surface fields. Bidding is expected to occur in 2014. The budget for this reduced scope project may still require additional funding, and this grant opportunity could be used to bridge a funding gap or augment the project by allowing additional elements to be constructed. This project is also identified and approved in the 2013- 2014 CIP as project C00400104, East Washington Park. This application was presented to the Parks and Recreation Commission at their November 20 meeting and the Commission unanimously recommended Council approval of the application. FINANCIAL IMPACTS The City's successful housing program has made this application possible and the funding will allow the City to apply the funds for two of Petaluma's parks highest priorities. The application. process is competitive. The amount of the grant allocated to each jurisdiction is determined by HCD and could be less than the amount requested on the application. ATTACHMENTS I. Resolution 2 ATTACHMENT#1 RESOLUTION AUTHORIZING APPLICATION FOR HOUSING RELATED PARKS GRANT WHEREAS, The State of California, Department of Housing and Community Development (Department) has issued a Notice of funding Availability dated October 2, 2013 (NOFA), under its Housing-Related Parks (HRP) Program; and, WHEREAS, the City of Petaluma (Applicant) desires to apply for a HRP Program grant and submit the 2013 Designated Program Year Application Package released by the Department for the HRP Program; and, WHEREAS, the Department is authorized to approve finding allocations for the 1-IRP Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application package and Standard Agreement. NOW, THEREFORE, BE IT RESOLVED that the Applicant is hereby authorized and directed to apply for and submit to the Department the HRP Program Application package released October 2013 for the 2013 Designated Program Year. If the application is approved, the Applicant is hereby authorized and directed to enter into execute, and deliver a State of California Standard Agreement (Standard Agreement), and any and all other documents required or deemed necessary or appropriate to secure the HRP Program Grant from the Department, and all amendments thereto (collectively, the "HRP Grant Documents"). BE IT FURTHER RESOLVED that the Applicant shall be subject to the terms and conditions as specified in the.Standard Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application are enforceable through the Standard Agreement. Applicant hereby agrees to use the funds for eligible capital asset(s) in the manner presented in the application as approved by the Department and in accordance with the NOFA and Program Guidelines and Application Package. BE IT FURTHER RESOLVED that the City Manager (or his designee) is authorized to execute in the name of Applicant the HRP Program Application Package and the HRP Grant Documents as required by the Department for participation in the HRP Program. 3
