SUBJECT: Resolution.Accepting,Comp]etion of the Primary:Influent Pump Station(PIPS)
Duty Pump;:Replacement Project
RECOMMENDATION
It is recommended that the:City/Council.adopt the attached Resolution accepting completion of
the"PIPS Duty Pump Replacement Project.
BACKGROUND
The Primary Influent Pump Station{PIPS),-located at the site`oft_he former Hopper Street
Treatment Plant,receives and pumps all of the City'swastewater to the;Ellis;Creek Water
Recycling Facility. 'PIPS.is configured`with two sets,ofpumps; onesetoftwo small pumps
handle "dry-weather flows"; and, a set of four large`ptiMps.handle "wet-weather flows." The
existing dry-weather sewage pumps were installed in 1999, and control,operation modifications
were made in 2002. When the:dry-weather pumps are out-of=service, the larger pumps are
operated at low speeds to'conveydry weather flows: While running at-reduced capacity, the large
pumps cannot handle fibrous materials and require service to de-rag the pumps,every 24-48
hours. Operation of these largepumps at such a reduced capacity isenergyinefficient. The
project scope included-replacing the two smaller dry-weather pumps with modem sewage pumps
to improve the overall operational efficiency and reliability of the station.
City Council approved the;purchase of two 60-horsepower pumps in November 2012. The
construction project scope included removal of the existing dry-weather pumps and support and.
installation of the new pumps. The project included new pump:controls,,instrumentation and
installation,ofnew automatic:speed drives to increase reliability and efficiency of the pump
station during:dryweather operations.
Bids were opened onJanuaryi6; 2013: On January 28, 2013;the City Council awarded the
construction contractto Bartley.Pump,:,Inc. of Santa Rosa, CA, in the,amount of$191,778.
Construction was substantially completed on August 5, 2013;

The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding'permits".
DISCUSSION
The final construction cohtractcost is $185;778, which includes liquidated damages of$6,000.
The liquidated damages were'assessed to Bartley Pump Inc. for exceeding the working days in
the contract. The project budget established a contingency of$134,432 for unforeseen
conditions. The cost of the pumps`was $103,790. Project costs included$38,470 for
engineering and design performed by Public Works and Utilities Staff and ArcSine Engineering,
and approximately $18;209 for construction inspection and management performed by Public
Works &Utilities staff and ArcSine Engineering. There are no disputed claims and the project
was completed without any significant incidences.
FINANCIAL IMPACTS
The PIPS Duty Pump Replacement Project Number C66401201 project,budget was approved by
City Council in the amount of$574,000.. With the design, construction contract, pump costs,
construction management and inspection, administration,,and-overhead cost, the total cost for the
project was $349,317. At project eloseout, all remaining funds will be returned to the
Wastewater CIP•fund to be used on,future projects.
Following the acceptance of the project, the City Clerk will file'a Notice of Completion with the
Sonoma County Recorder and the'Finance'Division will release the contract retention payment
of$18,577.80 to the contractor within 60 days.

RESOLUTION'ACCEPTING COMPLETION OF THE
PIPS.DUTY PUMP REPLACEMENT PROJECT
WHEREAS, in accordance=.with Section.68'ofArtiele X of the City of Petaluia-Charter,
Section 20162 of the California Public Contract Code and other applicable laws, the'City of
Petaluma solicited bids for the Primary Influent Pump Station (PIPS)'Duty Pump Replacement
("Project"); and
WHEREAS,bids for the Project were opened on-January 16 2013 in accordance with
California.Public Contract Code'Section 4104.5 and other applicable laws; and
WHEREAS,.the apparetit low bidder for the Project was Bartley Pump, Inc. with a bid of
$191,778; and
WHEREAS,by Resolution;No. 2013-017 N.0 S. adopted January 28, 2013, the City
Council of the City of Petaluma;found the bid of$191,778 for the Project to be the lowest
responsive bid; awarded the Project to Bartley Pump, Inc.,i the amount of$191,778 conditioned
on Bartley Pump, Inc. timely executing the Project contract;::and.submitting:all required
documents; and authorized and directed the City Manager to sign the Project contract on behalf
of the City upon such timely submission and to execute on behalf of the City any amendments to
the Project contract that are-necessary to effectively complete the project and/or to realize the
Project and/or cost benefits for:the City; and
WHEREAS,theliquidated damages.of$6,000 was assessed to,Bartley Pump, Inc. for
delays in completing the construction and exceeding the working days per the contract; and
WHEREAS, the final c ontract,amount as amended including liquidated damages is
$185,778; and
WHEREAS, City staff has;inspected the Project and detuniined'that it has been
completed in accordance with the contract requirements subject to the Contractor's continuing
warranty and other obligations pursuant to the contract;and
WHEREAS,based orrthe'foregoing, staff recommends acceptance of the Project on
behalf of the;City;

NOW,THEREFORE,-BE IT,RESOI VED by the City C ouncil of the City of Petaluma
as follows:
1. The contract entitled PIPS puty Pump Replacement, City Project Number
C66401201 with a final contract amount:of$185,778,,is accepted as complete,
subject to the Contractor's cbhtinuing warranty.and other'obligations pursuant to the
contract.
2. The City Clerk/RecordingSecretary is hereby authorized and directed to file a Notice
of Completion concerning the Project with the:Sonoma County Clerk's Office within
ten (10) days of the date of this Resolution;
3. Staff is hereby authorized and directed to release.all undisputed retention:not subject
to pending change,orders within sixty(60) days-of the date of this Resolution and in
accordance with thc,terms ofthe:Project contract, thePetaluma City Charter,
California Public Contract Code Section 7107 and applicable law.
