RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH WINZLER & KELLY FOR
CONSTRUCTION MANAGEMENT SERVICES FOR THE WASHINGTON STREET
16-INCH WATER MAIN AND SEWER CIPP PROJECT

WHEREAS, the City of Petaluma wishes to upgrade the old and deteriorated water and
sewer main on Washington Street between Howard Street and Water Street; and,
WHEREAS, this project requires the services of a quality professional engineering firm
familiar with the project. and experienced in construction management; and,
WHEREAS, Winzler & Kelly is very familiar with the project site based on their work
during the design and bid phases of this project; and,
WHEREAS, Winzler & Kelly's ability to produce superior quality work on complex
engineering projects has been demonstrated with over 25 years of construction management
services for Bay Area municipalities; and,
WHEREAS, staff recommends the City execute a professional services agreement with
Winzler & Kelly for the Washington Street 16-inch Water Main and Sewer CIPP Project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PETALUMA AS FOLLOWS:
1. The above recitals are true and correct and hereby declared to be findings of the City
Council of the City of Petaluma.
2. The City Manager is hereby authorized and directed to sign a professional services
agreement with Winzler & Kelly in support the Washington Street 16-inch Water Main
and Sewer CIPP Project in the amount of $112,000, with a contingency of $25,000.

3. This Resolution shall become effective immediately.
4. All portions of this Resolution are severable. Should any individual component of this
Resolution be adjudged to be invalid and unenforceable by a body of competent
jurisdiction, then the remaining Resolution portions shall be and continue in full force
and effect, except as to those Resolution portions that have been adjudged invalid. The
City Council of the City of Petaluma hereby declares that it would have adopted this
Resolution and each section, subsection, clause, sentence, phrase and other portion
hereof, irrespective of the fact that one or more section subsection, clause sentence,
phrase or other portion may be held invalid or unconstitutional.
Under the power and authority confen-ed upon this Council by the Charter of said City.
