A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PETALUMA SUPPORTING THE CALIFORNIA BUILDING
OFFICIALS' RECOMMENDATION TO THE CALIFORNIA
BUILDING STANDARDS COMMISSION FOR THE ADOPTION
OF A COMBINATION OF BUILDING RELATED CODES
WHEREAS, the California Building Officials (CALBO) has been in existence for over
forty years representing local government in the code adoption process and keeping local
government informed about the ever-changing state of building codes in California; and,
WHEREAS, the mission of CALBO is to work for the adoption of sensible, efficient,
and up-to-date building codes to protect the public safety of all Californians; and,
WHEREAS, the California Building Standards Commission (CBSC) has caused
California to fall drastically behind in building code enforcement by adopting outdated building
codes for the 2001 California Codes (effective date is November 1, 2002). This action is contrary
to the recommendations of local building officials, and the CBSC Code 2000 Partnership and
Code Advisory Committees; and,
WHEREAS, local jurisdictions in Sonoma County have been successful in streamlining
the building permit process by reducing local amendments in the past. The additional local
amendments that need to be included in the local Building Ordinance for the 2001 California
Codes due to the outdated Building Code have tarnished the streamlining effort; and,
WHEREAS, the CBSC has caused unnecessary delays in the past and current code
adoption cycle of up to twenty-two (22) months (the current code adoption cycle being six (6)
months behind schedule); and,

WHEREAS, the CBSC and the Governor should assure that the most up-to-date and
reasonable building codes is a priority for California by directing the CBSC to go forward in a
timely manner, and direct the adoption of the International Building Code, International
Residential Code, Uniform Plumbing Code, Uniform Mechanical Code and the National
Electrical Code (that Building Officials have participated in and helped to develop) in
accordance with the recommendation of CALBO.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PETALUMA, CALIFORNIA, AS FOLLOWS:
1. That the City Council support the recommendation of CALBO for the adoption of a
combination of codes comprised of the International Building Code, International
Residential Code, Uniform Plumbing Code, Uniform Mechanical Code and National
Electrical Code for the 2004 California Codes.
2. That by forwarding this resolution, the City Council requests that both the CBSC and
Gov. Davis support the CALBO recommendation to adopt a combination of Building
Codes and that the CBSC and Gov. Davis move forward with the 2004 California Code
adoption process to prevent further delays for California in adopting the most current
model codes.
