Brown,, City Manager SUBJECT: Resolution Amending the Pay Rates for Part-time- Positions RECOMMENDATION: It is recommended that the City Council adopt the attached resolution Amending the Pay Rates for Part=time Positions, effective July 1, 20.10., BACKGROUND: The City of Petaluma has part-time hourly position classifications with established pay rates that were adjusted by 3.3 % effective January 1, 2008. The part-time position classifications of Building Attendant, Marina Attendant, Tiny Tots Teacher 1 in the Recreation Department, and the Ramp Attendant in the Airport Division are subject to the Living' Wage. At its :regular meeting of Ap"ril 5, 2010,. the City Council directed staff to prepare a resolution fo increase the current Living Wage rate by the December 2008 to December 2009 Consumer Price Index of 2:6 %. That resolution. lias been placed on the Council's Agenda for April 19, 201.0. If approved, this adjustment. will be effective July 1, 201.0 and .Living Wage and related positions should be. increased by 2.6 %. DISCLISSION~ The City of .Petaluma will provide a 2.6% pay rate adjustment to those employees in Li--wing; Wage, positions effective July 1,' 201:0. As well;. there are positions benchmarked to Living Wage position classifications in the. Recreation Department that have beery treated in the ;came manner. In order to maintain pay rate consistency within those positions that are "related and or ,similar, but are not subject to the. Living Wage ordinance,. it is recommended that those. part-time position classif cations also receive the 2.6% pay rate adjustment effective July 1; 2010. -The affected positions and xates of pay are listed in Attachment A. The contractor is however, subject to the provisions of the Living Wage Ordinance. FINANCIAL 'IMPACT: Increasing. the-.-living wage by 2.6% will result in an estimated increase in cost to the- City of $10,038.00. The estimated cost. of adjusting, the: hourly wage of City of Petaluma living wage positions is $4,159:00; and $5,879.00 for those Recreation Department positions that are similar or related to the City's living wage positions. City of Eetaluma part-time positions of Building Attendant, Marina. Attendant, Ramp Attendant,: and Tiny Tofs Teacher 1 are subject to the Living Wage and will receive an increase of 2.6 percent. effective July 1, 20.10; and; - WI-LEREAS, certain part-time positions are related and similar to the positions of Buildng:Attendant,.Manna-Attendant, Ramp Attendant, and Tiny Tots Teacher I; and, WII'EREAS, the City wishes to maintain pay rate consistency within certain part-time ;positions which are related and qr sirnTar to the City's Living Wage positions, but are not subject to the Liking Wage ordinance; and, WIIE'REAS, the City last adjusted the pay rates ;for certain part-time positions effective January 1, 2008; and WHEREAS, the schedule. of pay rates for the part=time positions ,recommended for the pay rate adjustment of 2.6 percent are amended and listed (as attached hereto and marked Attachment A).
