It is recommended that he City Council. Adont_the Attached Resolution Approving The Sale Of
#5 Wren Court By Petaluma Ecumenical~P•roperfes,(PEP).
BACKGROUND:':
In 1984, the McBal Company fulfilled their iriclusionary housing responsibility by donating
certain properties to the City of Petaluma. The: properties (two. duplexes) were then re-conveyed
to PEP to be utilized for low=income senior'rentals. The units.have always been difficult and
expensive to maintain and in 1987, as the units became vacant, PEP requested and received
permission to sell three of the four°units. For several years;, the_last of the four units (#5 Wren
Court) has been leased at market rate because it lacks the requirements (such as compatibility
with the Americans with. Disabilities Actj to be HUD-compliant..; Since owning and managing
market rate rentals is not part of~l?EP's mission, PEP is requestingpermission to sell the last unit.
As required bythe deed, permission must be granted by the City Council if PEP wishes to
"transfer or encumber" the property.
DISCI7SSI®N:
The. proceeds from the Wren Court sale will be utilized as part of a larger PEP Housing strategy
to partner with. the City to complete the purchase of their corporate: office property at 951 South
Pefalurna<Blvd. A portion of that property will continue to be utilized as PEP's corporate office
and, the overall property will be "landbanked" for. future low-income senior housing. Utilizing
the proceeds ofthe Wren Court sale and a 201.02011 Low-Mod Housing Fund allocation, the
site will be .secured. That funding• allocation recommendation will be presented to the Council
along with the 2010=2011 budget proceedings:

Resolution Approving The Sale Of #5 Wren Court Hy Petaluma Ecumenical
Properties (PEP)
WHEREAS in 1.984 certain properties were donated to the City of Petaluma to .fulfill a
developer's inclusionary housing obligation; and
WHEREAS. in 1987 the City deede.dthose four properties to PEP to provide low-income senior
rental housing; and
WHEREAS the-deeds included the proviso that any transfer or encumbrance of those properties
by PEP Housing would require City Council approval; and
WHEREAS those properties have proven to be difficult and expensive to maintain and are
lacking some of the accommodations now required in subsidized senior housing; and
WHEREAS PEP received City Council approval to sell three of the four properties and is
requesting approval to dispose ofthe last unit located. at #5 Wren Court, APN 17-260-34; and
WHEREAS PEP will use the pr-oceeds of the sale of #5 Wren Court exclusively in furtherance
of its mission to provide affordable senior housing in the City of Petaluma;
NOW THEREFORE BE IT RESOLVED that. the City Council authorizes the sale of #5 Wren
Court by PEP.
