SUBJECT: Resolution Accepting Completion of the Petaluma Boulevard.South Road Diet
Project •
RECOMMENDATION •
Staff recommends that the City, Council.adopt.the:attached;Resolutionaccepting completion of
the construction contract fortheiPetaluma Boulevard South Road.Diet Project.
BACKGROUND
The project included the reconfiguration of Petaluma.BOulevard,from'.four undersized through
lanes Yo two through lanes and one two-way left turn lane,between Washington Street and D
Street, with a transition to E Street.Work included upgradesito`existing handicap ramps to meet
Americans with Disabilities Act=(ADA) standards, replacementof tree-grates, installation of bike
racks,and benches, upgrade of three lighted crosswalks,traffictsignal,upgrades, micro-surface.

opened on May 16, 2012, and on June'18,2012, the.City Council approved the project budget
and awarded the bid for the construction contract to Ghilotti Bros., Inc: in the amount of
$639;876. Construction was successfully completed;on October 22, 2013: The reconfiguration
provides lane widths that meet City and Federal design standards and include Class 3 Bike
delineations to improve pedestrian safety and additional on-street-parking. The project was grant
funded'und'er the.Regional Transportation for'Livable Communities;(TLC) Program:
The proposed action meets. Council Goal: "Plan for and implement priority capital projects as
funding permit's":
DISCUSSION •
Thefmal construction contract cost is $6.81;091 68,`which includes change orders totaling
$44,751.18.'The;approved project budget established-a change order.contingencyof$64,000`.for
unforeseen conditions:;:-Change orders included`. painting new and existing traffic signal poles'
black, grinding and paving 18°,sections of the lighted crosswalks, extra work on removing and

replacing,tree grates, additional trafficsignai modifications;"and upgrading the,ADA.ramp at B
Street, deleting.bid items for. 'storm drain°:work not,'completed,at Western Avenue, deleting the
ramp upgrade at Western Avenue due to design constraints,and deleting tree grates that could
not be replaced without tree removals:,Bid`item under-runs were for striping, signs installing
benches, and truncated domes.
Project costs included $146,710 for'design and construction;support by Green Valley Consulting
Engineerssand approximately$108,831 for construction management, inspections, and
administration performed by Public Works &Utilities staff There are no disputed claims and the
project was completed..withoutany significant incidents.
Following the acceptance ofthe project and release of retention, staff will submit the final
invoice to Caltrans for FHWA reimbursement.
FINANCIAL.IMPACTS
The Petaluma Boulevard,Sbuth Road Diet Project, Project Nuniber C16101101, was approved by
the City Council'm,the amount,of$959,530. The total cost for the project is approximately
$959,1`12. The City will be reimbursed by Caltrans with Transportation for Livable Community
Grant funds+up to 80% of eligible costs not to exceed $708,000 and approximately $221,441 in
State Prop:1B funding. The remaining funds to cover City's overhead.and administration will
come from Street Maintenance•Funds;for the project totaling $29,671.

RESOLUTIONACCEPTING COMPLETION OF`THE'
CONSTRUCTION CONTRACT FOR THE:PETALUMABOULEVARD SOUTH ROAD
DIET PROJECT
PROJECT NO 016101101
WHEREAS, in accordance with.Section 68 of Article X of the City of Petaluma Charter,
Section 20162 of the California Public Contract Code and other applicable law,.the City of
Petaluma;solicited bids for the Petaluma,Boulevard South Road liiiet1Project("Project"), and
WHEREAS, bids for the'Project were opened on May 16,2012, in accordance with
California Public Contract Code Section 4104.5 and other applicable;aaw; and
WHEREAS,the apparent low bid for the Project was Ghilotti'.Bros. Inc. in the amount of
$639,876;and
WHEREAS, by Resolution No:;2012-092;:adopted on.June'1'8, 2012, the City Council
found the bid of$639,876 for the Project to be the lowest responsive bid, awarded the Project to
Ghilotti Bros. Inc; in the amountof$639,876, conditioned.or("Ghilotti'Bros. Inc.'s timely
executing the Project contract and submitting all required documents,and authorized and directed
the City Manager to sign•the Project contract on behalf of the,City„upon such timely submission
and to execute on behalf of the•City any amendments to the Project contract=that are necessary to
effectively complete the project_and/or to realize tlieiProject and/or cost benefits for the City; and
WHEREAS, the Jollowing,contract change orders (CCO)'affecting the Project amount

Project budget; and
WHEREAS, City staff;have inspected the Project and that it has been
completed _in:accordance with the contract`requirements, subject to completion of the punch list
work, and the Contractor's continuing;warranty and other.obligations pursuant to the contract;
and
WH'ERE'AS', based on',the foregoing, staff recommends acceptance of the.Project on
behalf of the City.
NOW, THEREFORE, BE'IT RESOLVED by the;City Council as follows:
1. The contract entitled,Petaluma Boulevard South Road Diet Project, Project No
C16101101,.with'the final contract amount of$681,09168 issaccepted as complete,
subject to the Contractor completing_the>punch list work prior to the release of the
retention, and the Contractor's continuing warranty, and other obligations pursuant to
the contract.
2. The City Clerk is hereby authorized anddirected to file'a_Notice of Completion
concerning the.Project with the Sonoma Comity Clerk's Office within ten (10) days
of the,date-of this Resolution.
3. Staff are hereby authorized and directed to release all undisputed retention not subject
to pending change;orders'within sixty (60) days of the date of this.Resolution and in
accordance with the termssof the Project contract, California;Public Contract Code
Section 7107 and applicable law.
