It is recommended that the-.City Council approve the attached.resolution authorizing the award of contract for the'2013 Sewer;Manlible,Rehabilitation Project. BACKGROUND To maintain.and improve the;condition:ofthe City's wastewater+system; the Public Works & Utilities Department annually replaces or•rehabilitates deteriorating;sanitary sewer facilities throughout the,City. Many ofthe1City's'older manholes were constructed with brick'and:mortar. The City currently has approximately 140 manholes in need of rehabilitation or replacement. These bric(.manholes are a•significant cause of infiltration;and inflows;,(1&I) to the sanitary sewer system due to the deterioration of interior surfaces and,eroding mortar allowing ground water to enter the sewer system 'This project will rehabilitate sewer manholes in various locations of Petaluma using;a specialized:mortar and epoxy lining:system that is being successfully utilized in neighboring,jurisdictions and throughout San Francisco Bay Area This-project involves lining 60 iiiard oles and in-stalling covers on 4 manholes. The manhole locations are-shown on Attachment 2. The proposed: action meets Council Goal: "Planrfo'r and implement priority.capit'al projects as funding permits. DISCUSS" ION TheNotice Inviting Bids was issued.on October 22, 2013. Oh November 13, 2013, one bid was received as follows: Agenda Review: City Attorne}��C' / Finance Director 'City,Mane' 1 Name of Bidder, Bid Total H&R Plumbing and'Drain Cleaning, Inc. $171,019.20"Lowest Responsible Bidder . Engineer's Estimate $389,000 Due to the"specialty lining techniques and certification to perform the work, only one bid was received for the project. Some plan holders, located outside the Bay.Area, indicated issues with bonding and City'contract language,and:did not prepare a bid: The-lowestaresponsible bidder, H&R Plumbing,and Drain Cleaning, Inc., has performed similar projects for the City of Santa Rosa, Las'GallinasiValley Sanita tion District, and the City-of Richmond, City.of Berkeley, and the City of Belmont. Staff verifie d that H&R Plumbing and DrainiCleaning, lno. possesses a valid Class C36-and.C42,California Contractor's License, license number 878364, which expires on April 30, 2014,-that qualifieskH&R Plumbing and Drain Cleaning; Inc. to perform the work. Construction is,scheduled to begin in February of 2014 and to be completed in May of 2014. It is anticipated that construction management and overall inspection,will be conducted by City staff with some specialized inspection services being performed by outside consultant. FINANCIAL IMPACTS The total project budget for the2013.,Sewer Manhole Rehabilitation Project (C66501003) is $750;000 and approximately $1'5,000;has been expended to date-for planning, assessments and design. H&R Plumbing-and Drain Cleaning, Inc. bid of$171019.20 is within the approved CIP budgeted amount of$450,000 for construction contract phase The actual construction costs are less than originally budgeted due'to advances in lining teohnologyandefficiency. At project closeout, all remaining fundslwill returned to the Wastewater CIP ProjectNumber 066501003 to be used on future manhole1rehabilitationprojects. ATTACHMENTS. 1. Resolution 2. Location Map 2 Attachment I RESOLUTION AUTHORIZING THE:AWARDIOFCONTRACT FOR THE 2013 SEWER MANHOLE°REHABILITATION'PROJECT WHEREAS, City staff has prepared:construction bid documents and advertised for construction this project; and WHEREAS, in accordance with the cityy of Petaluma.Charter.and Municipal Code, California Public Contract Code Section 20162 and other applicable aaw, Cit y staff solicited bids for the Project; and WHEREAS, the project was bid on October 22, 2013, and one (1) bid was received and opened on November 13, 2013 in accordance with applicable law; and WHEREAS, the lowest responsive bid,for the Project was submittedby H&R Plumbing and Drain Cleaning,Inc. from El SOI)rante, CA for $171,019.20 and WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified;that H&R Plumbing and Drain Cleaning, Inc. possesses a valid California Contractor's License; Class C36 and C42, number,878364 that qualifies H&R Plumbing and Drain Cleaning, Inc.,t'o perform the Project; and WHEREAS, the Project is categorically exempt pursuant:to California.Environmental Quality Act ("CEQA") and Title 14, the�California Code of Regulations("CEQA Guidelines"), Section 15302,because the project consists of replacement and reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. WHEREAS, the funds made available are in the 2013/2014 wastewaterCIP budget; and NOW, THEREFORE, BELT RESOLVED that the City Council:of the,City hereby: 1. In accordance with the Cityof Petaluma Charter and Municipal Code,California Public Contract Code Section 20162 and other applicable law, waives any and.all non- conformance in the bid of H&R Plumbing and Drain:Cleaning, Inc. for'the 2013 Sewer manhole Rehabilitation-Project, Project No C66501003, finds the bid of$171,019.20 to be the lowest, responsive;bid and further finds that H&R Plumbing and Drain Cleaning, Inc. is the lowest responsible'bdder. 2. Awards the contract the<2013 Sewer manhole Rehabilitation Project, Project No • 066501003 to H&R:Plumbing,and.Drain.Cleaning, Inc.:in the amount of$171,019.20, The afnount of the lowest responsive bid, conditioned on H&R Plumbing and Drain Cleaning, Inc.timely executing the-project,contract and submitting all required documents, including but not limited to;;executed,bonds, certificates of insurance, and endorsements,:in accordance with the project bid documents. 3. Directs staff to issue notice of award to H&R Plumbing and Drain Cleaning, Inc.. 3 4. Authorizes,arid,directs the City Manager to'execute the project contract on behalf of the City of.Petaluma upon timely,submission,by H&R Plumbing and Drain:Cleaning, Inc. of the signed,project contract and all other required document, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4 • 2013 SEWER MANHOLE REHABILITATION.
