Sign.Purchase Documents to Upgrade the Wonderware'System Platform to
Purchase Alarm Notification Software for the Supervisory Control and Data •
Acquisition (SCADA) Sy stem at the Ellis Creek Water Recycling Facility in the
Amountof$41,471.43.'
RECOMMENDATION •
It:is'recommended that;the City Council adopt the attached,Resolution;authorizing the City
. Manager to execute all documents for the sole source purchase,of equipment to upgrade the
Wonderware System Platform created by Invensys'System, Inc. andapurchasealarmnotification
software for the supervisory control and data acquisition (SCADA) system at the Ellis Creek
Water Recycling Facility in the amount of$41,471,43 from;the•Wonderware sole distributor in
Northern California, Wonderware NorCal.of San,Francisco.
BACKGROUND
The Ellis Creek Water Recycling;_Eacility uses a SCADA system to monitor and control
treatment..processes, and to notify Water Recycling Plant Operators of unusual conditions that
require immediate•corrective action. The-SCADA.s`ystem monitors measurable parameters such
as pressure, temperature, flow rates, dissolved'oxygen, and performs operations such as opening
• and closing valves, and turning on and off pumps. In addition to'monitoring,and controlling
processes,and equipment,,the Wonderware software provides historical data trending, graphical
representation of treatment processes, monitoring of alarm conditions, data analysis for permit.
compliance, and readily available process control descriptions. The.alarm`notification software
works with the Wonderware software to,monitor for process alarms,and`equipment fa ilures, and
then sends out alarm,notifications to staff by.email.
The desiggn,anddevelopmentof the facility's SCADA and alarm notification systems were
authonzed-8ythePetaluma City iConnell,in Resolution No.2005-1.35. The Wonderware.System
Platform was selected as the SCADA software package, and it has,been a successful platform

allowing customization of process control parametersto optitnize treatment efficiency. The
SCADA software,Wonderware Version 9.5 and the!alarm;notification,software;:used at the
treatment plant,run.on Windows XP-or'.Server 2003,:and,hardware running:these older operating
systems is,becoming obsolete and difficult to source. In addition, Microsofris-phasing out
support for Windows XP and Server 2.003,and the alarm notification,software is no longer
supported.

DISCUSSION.
The'City's Information Technology Division and the consultantproviding SCADA programming
services to the Ellis Creek Water Recycling Facility both recommend upgrading to the most
current version of Wonderware,andinstalling new alarm notification software: Remaining with
the original SCADA software will.preserve the considerable investment made,by the City to
design the control screens and control logic within the Wonderware software,environment.
Furthermore, staff is trained to use Wonderware and have been.satisfed:with the software
performance since the plant come in-line,in 2009. Staff obtained a quote (Attachment 2) from
Wonderware NorCal,the sole authorized Wonderware distributor for Northern California. The
quote from Wonderware NorCal reflects a 50% manufacturer discount based on a limited-time
modernization promotion. This is a good opportunity for the City to upgrade to the newest
software version and to reestablish eligibility for technical and software support. As a result of
participating in manufacturers support program, which costs approximately $18,000 per year,
the City will receive all future software upgrades at no cost.
Wonderware 9.5 requires Windews,XP,or Server 2003;'and`it will not run on Windows 7 or
newer operating systems. Mainstream,support for Windows XP and Server 2003 has ended, and
extended support will end in.April 2014`for Windows XP and in,-209-5 for Server 2003. The
manufacturer no longer supports;the+current alarm notification software; and upgrading to a
newer versionof Wonderware-will require purchasing and installing new alarm notification,
software.
The SCADA system.upgrade has been considered under Petaluma Municipal Code Section
4.04.050: The procedures set forth in Sections 4.04.080,and 4:04.090'may be dispensed with
only when,an emergency requires that an order be placed with the nearest available source of
supply,-when the commodity can'be obtained from only one.vendoror whenrpurchase is pursuant
to Section*4.04.100: " This item meets the sole source exception stated in the Municipal.Code
because of the following factors.
The SCADA system is indispensable in the operation of the Ellis Creek Water Recycling
Facility,;and maintaining:a reliable and robust-SCADA system requires the ability to replace •
servers and,desktop'workstations:The City has had an extremely favorable useexperience with
Wonderware. As well the City has made a significant investment in staff training with the
current Wonderware-software :Changing platforms and assuring sufficient training in a new
SCADA system would exceed-:the amount budgeted forthe,:projectandcreates an unnecessary
expenditure'of valuable financial resources`.Wonderware NorCal is the sole distributor of
Wonderware softwarean Northern California.

The proposed item,meets Council Goal,."Upgrade infrastructure".
FINANCIAL IMPACTS
The financialimpactfor upgrading the,Wonderware software.and"purchasing alarm notification
•
software totals $41,471.43. This expenditure was included in the FY 13/14 operating budget for
the treatment plant,.and is funded by the\wastewater enterprise fund. The annual cost for
maintaining technical and software support through the manufacturer will be approximately
$18;000 per year;.and the expense w'ill:bepaid out of.the.wastewater'operating budget.

RESOLUTION AUTHORIZING CITY MANAGER TO EXECUTEALL
DOCUMENTS FOR THE SOLE SOURCE PURCHASE:OF EQUIPMENT TO
UPGRADE THE WONDERWARE SYSTEM PLATFORM AND PURCHASE
ALARM NOTIFICATION SOFTWARE
FOR THE SUPERVISORY'CONTROL AND DATAACQUISITION (SCADA)
SYSTEM AT THE ELLIS`CREEK WATER RECYCLING`FACILITY IN THE
AMOUNT OF $41,471.43.
WHEREAS, the Ellis'Creek/Water Recycling Facility uses a,supervisory control
and data acquisition (SCADA) system to monitor and control treatment processes, and to
notify Water Recycling Plant Operators of unusual conditions that require immediate
corrective actions; and
WHEREAS, the SCADA system uses Version 9.5 of the Wonderware System
Platform running on Windows XI? or Server 2003; and
WHEREAS, mainstream support for Windows XP ended 4/14/2009 and
extended support will end 4/8/2014,and mainstream support for Windows Server 2003
ended 7/13/2010 and extended supportwill end 7/14/2015; and
WHEREAS, the alarm notification software is no longer supported by the
manufacturer and the required hardware and operating systems for Wonderware Version
9.5 are becoming obsolete, and a failure of a server or workstation may impact treatment
plant operations ; and
WHEREAS, Petaluma Municipal Code Section 4.04.050 provides that "The procedures
set forth in Sections 4.04'080 and 4.04.090 may be dispensed with only when an emergency
requires that an order be- placed with the nearest available source of supply, when the
commodity can be obtained from only one vendor or when purchase is pursuant to Section
4.04.100"; and
WHEREAS, the City'has enjoyed an exceptional use history with the Wonderware
system; and,
WHEREAS, the City has invested significantly in programming and staff training with
the most current version available through Wonderware and 'upgrading the SCADA system is
essential to the continued efficient and safe. operation of the Ellis Creek Water Recycling
Facility; and,
WHEREAS, Wonderware NorCal'is the sole distributor,of Wonderware software in
Northern California.
