HomeMy WebLinkAboutResolution 2003-092 N.C.S. 06/02/2003resolution No.2003-092N.C.S. of the City of Petaluma, California AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE STATE COASTAL, CONSERVANCY FOR GRANT FUNDING PURSUANT TO THE PETALUMA MARSH ACQUISITION, ENHANCEMENT AND ACCESS PROJECT WHEREAS, the Petaluma Marsh Acquisition, Enhancement and Access Project includes: the acquisition of a mosaic of habitats, tidal marsh and. uplands along the Petaluma River; the creation of habitat for water fowl and other species; development of trails, signs and parking facilities; upland and riparian restoration; and restoration and stormwater treatment studies; and, WHEREAS, the polishing wetlands will ,provide freshwater habitat and improve the quality of the City's effluent for recycling or discharge to the Petaluma River; and, WHEREAS, local matching funding is to be provided by the City through development of the polishing wetlands and the Sonoma County Agricultural Preservation and Open Space District for funding of land acquisition and restoration; and, WHEREAS, the City submitted an application to the State Coastal Conservancy for grant funding in Summer 2002; and, WHEREAS, the project enjoys a tremendous amount of public support, including over 3,700 signatures on a petition in support of the project; and, WHEREAS, many letters in support of the City's application were submitted to the Coastal Conservancy, including letters from Congresswoman Lynn Woolsey, Senator John L. Burton, Assemblymembers Patricia Wiggins and Joe Nation, Carl Wong, School Superintendent, and James Rose, Dean of Instruction, Santa Rosa Junior College; and, WHEREAS, the Coastal Conservancy board considered the Petaluma Marsh Acquisition, Enhancement and Access project on October 31, 2002; and, WHEREAS, Senator Wesley Chesbro spoke in favor of the project at the October 31, 2002, board meeting, and urged the board to approve the project; and, WHEREAS, the Coastal Conservancy voted unanimously in support of the City's grant request; and, Resolution No. 2003-092 N.C.S. WHEREAS, in order to secure the funding, the City must execute a funding agreement with the Coastal Conservancy. NOW, TIIEREFORE, IT BE RESOLVED by the Petaluma City Council that the City Manager is authorized to execute a funding agreement with the State Coastal Conservancy in support of the Petaluma Marsh Acquisition, Enhancement and Access Project, subject to the review and approval of the City Attorney and the City Risk Manager. Under the power and authority conferred upon this Council by the Charter of said City.
