AUTHORIZING CITY MANAGER TO EXECUTE ALL DOCUMENTS FOR THE
SOLE SOURCE PURCHASE OF EQUIPMENT TO UPGRADE THE
WONDERWARE SYSTEM PLATFORM AND PURCHASE ALARM
NOTIFICATION SOFTWARE FOR THE SUPERVISORY CONTROL
AND DATA ACQUISITION (SCADA) SYSTEM AT THE ELLIS CREEK
WATER RECYCLING FACILITY IN THE, AMOUNT OF $41,471.43
WHEREAS, the Ellis Creek Water Recycling Facility uses a supervisory control and
data acquisition (SCADA) system to, monitor and control treatment processes, and to notify
Water Recycling Plant Operators of unusual conditions that require immediate corrective
actions: and,
WHEREAS, the SCADA system uses Version9.5 of the Wonderware System Platform
running on Windows XP or Server2003; and,
WHEREAS, mainstream support for Windows XP ended 4/14/2009 and extended
support will end 4/8/2014, and mainstream support for Windows Server 2003 ended 7/13/2010
and extended support will end 7/14/2015; and,
WHEREAS, the alarm notification software is no longer supported by the manufacturer
and the required hardware and operating systems for Wonderware Version 9.5 are becoming
obsolete, and a failure of a server or workstation may impact treatment plant operations; and,
WHEREAS, Petaluma Municipal Code Section 4.04.050 provides that "The procedures
set forth in Sections 4, 04, 080 and 4.04.090 may be dispensed ivith only when cm emergency
requires that an order be placed with the nearest available source of supply, when the
commodity can be obtained Irom only one vendor or when purchase is pursuant to Section
4.04.100': and,
WHEREAS, the City has enjoyed an exceptional use history with the Wonderware
system_ and.
WHEREAS, the City has invested significantly in programming and staff training with
the most current version available through Wonderware and upgrading the SCADA system is
essential to the continued efficient and safe operation of the Ellis Creek Water Recycling
Facility; and,
WHEREAS. Wonderware NorCal is the sole distributor of Wonderware software in
Northern California: and.
WHEREAS, the City has obtained a cost quotation from Wonderware NorCal, the
Northern California distributor of Wonderware to upgrade to the newest version of Wonderware,
and purchase Win-91 1 software for alarm notification.

NOW, THEREFORE, BE 1T RESOLVED by the City Council of the City of Petaluma
authorizes the City Manager to execute purchasing documents to upgrade the Wonderware
System Platform and purchase alarm notification software for the supervisory control and data
acquisition (SCADA) system at the Ellis Creek Water Recycling Facility in the amount of
$41,471.43 from Wonderware NorCal of San Francisco.
