SUBJECT: Resolution Accepting Completion of the Community Center Roof Overlay-
Phase 2,Project
RECOMMENDATION
It is tecominended.that the City,Council'adoptthe attached"Resolution accepting completion of
the CommunityCenter Roof:Overlay Phase 2 Project.

BACKGROUND
The Community-Center roof has,reached:the end of its useful life and'has;had leaking problems
for some time Staff has(hired contractors to overlay portions of the roof as funding has allowed:
The most recent-portion has been completed, butadditional phases of repairs are still needed. To
date, three contracts have•been completed for a totalof$I30,000'to complete 15 of the total 22
segments of the Community Center roof The remaining 7 segments are estimated to cost
$80,000 and will be budgeted in:next year's CIP.

This project involved installation,of 60anil thermoplastic:polyolefin(TPO)single-ply membrane
over selected existing roof sections and 45 mil TPO single-ply membrane on parapet walls of the
selected roof areas. Bidszwereopened on August 14, 2013, On October 7, 2013, the City
Council awarded the construction contract to Stronger:Building Services„Inc. of Hayward, CA,
in-the amountof•$57,000. 'The;projeet was completed on'December-6, 201'3'and, as required by
the City's charter, must-he accepted by:City Council prior to release ofthe retention to the
contractor.
DISCUSSION.
The final constructienicontract costisr$36;000. Inspection was performed by Public Works and
Utilities staff'and the'City Building Department: There are;no disputed claims and the project
was comp leted`without'any'significant incidences.

FINANCIAL IMPACTS. •
The budget for the Community Center.Roof Overlay, Project Number C16201306,,was approved
by City Council in the FY 13/,14,budget for $57,000: With the design; construction contract and
inspection, the total cost for the project may exceed $57,000. Any cost overruns from the staff
time related to theproJectclose out tasks-will be paid out of Account.1100.16300.54210,
Building,N. aintenance Operating;Budget, as approved byprior council action.
Following the acceptance,of the project,,;the City Clerk will file a Notice of Completion with the
Sonoma County Recorder and the,Finance Division will release,the retention of$5,600.00 to the
contractor within 60 days.

PROJECT`No. C16201366.

WHEREAS, in accordance with Section 68'ofArticle X of the City of Petaluma Charter,
Section 20162 of the California Public Contract Code and other applicable laws, the City of
Petaluma solicited bids for the CommunityCenter Roof Overlay ("Project");:and
WHEREAS,bidsfor the Project were opened on.August24, 2013 in accordance with
California Public Contract Code-Section 4104;5 and other applicable laws; and
WHEREAS, the apparent low bidder for the Project was Stronger Building Services, Inc.
with a bid of$57,000;°and
WHEREAS,by Resolution No, 2013-141 N.C.S. adopted October 7, 2013, the City
Council of the City of Petaluma found the bid of$57,000 for the Project to be the lowest
responsive bid; awarded the Project to'Stronger Building Services in the amount of$57,000
conditioned on Stronger Building SefviCes's timely executing the Project contract and submitting
all required documents;and authorized and;directed the City'Managerto sign the Project contract
on'behalf ofthe City upon such timely submission and to execute;onbehalf of the City any
amendments to the Project contract,thatoare necessary to effectively complete the project and/or
to realize the Project and/or cost benefits for the City; and
WHEREAS, the fmal contract.afnount is $56,000 -and
WHEREAS, City staff has inspected the;Project_and,determined that it has been
completed in accordance with the'contract requirements subject.to the Contractor's continuing
warranty and other obligations;pursuant to The contract; and
WHEREAS, based on foregoing,staff recommends acceptance of the Project on
behalfofthe City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma
as°follows;
1. The contract-,entitled Community Center Roof Overlay, City.Project Number
el 6201306 with'a'final contract:amount of$56,000, is accepted as complete subject
to the Contractor'smontinuingwarranty and other obligations'pursuantto the contract.
2. The City ClerWRecording Secretary'is hereby authorized and directed`to file a Notice
of Completion concerning the'Project with thesSonoma County Clerk's Office within
ten (10),days of the date of this,Resolution.

3. Staff isaierebyauthorized and.directedto releaseall undisputed retention not:subject
to pending change,orderstwithin sixty(60) daysof the date of this Resolution and in
accordance with'the terms of the'Project;contract,'the,Petaluma City Charter,
