August 1,1994 4 5 6 DEPARTMENT: City Manager 7 8 REQUESTED COUNCIL ACTION: Hold public hearing to consider establishment of Permit 9 Parking Zone near.the new Santa Rosa Junior College site on Sonoma Mountain Parkway. 10 11 RECOMMENDATION:. Unless significant opposition is evident, establish Permit Parking 12 Zone as indicated on attached exhibit. 13 14 BACKGROUND: With the new Junior College site coming close to reality, several 15 neighboring residents have voiced concern over the potential from students to park off-site while 16 attending classes. SRJC is'scheduled to open four classes in January, 1995. Eventually, 1,200 or 17 more students may be registered to attend the SRJC Petaluma site. 18 19 The City Council previously added Section 11.44.140 to the,Municipal Code which allows the 20 establishment of permit parking zones by resolution of the Council, subsequent to a public 21 hearing. Staff has mailed a notice explaining the proposed zone to each parcel owner in the 22 proposed area. A notice was also published in the local paper. This would be the first such zone 23 established in Petaluma. 24 25 After much discussion with residents who live in the proposed zone, the area for the zone is 26 proposed as shown on Exhibit A. As proposed, the area will encompass an area sufficient to 27 discourage students from parking off campus. 28 29 To keep the program simple and to keep the cost minimal, it is suggested that the following 30 parameters will be included in the program when developed: 31 32 1. Time zones will not be applied to the identified zones. Instead, all on-street parking will 33 be prohibited during school hours without a displayed residential parking permit. 34 35 2. Each residence will be allowed up to three permits which are renewed annually for ' 36 $12.00. For ease of display and transfer, it is recommended that laminated dash cards be 37 issued in lieu of plastic tags or decals which are more expensive and difficult to attach. 38 Additionally, cards can be transferred between owner vehicles and/or guest vehicles as 39 needed. 40 41 3. Signage would be minimal so not be become a blight on the neighborhoods. Whatever 42 minimal signage is required to identify the zone while allowing the zone to be enforced 43 will be utilized. 44 45 Should the Council establish the zone, it will not become effective until January 1, 1995. This 46 will allow ample time to order the permits and,install the required signage. In the event the 47 residents decide to'eliminate the-zone, the Council can repeal or eliminate the zone by resolution 48 as desired. 49 50 ALTERNATIVES: 51 52 1. Enter into agreement with SRJC to enforce the zone (optional). 11 12 signage/gb-1 1 3 4 5 RESOLUTION ESTABLISHING RESIDENTIAL.PERMIT PARKING ZONE A 6 7 8 WHEREAS, the Petaluma campus of Santa Rosa Junior College is scheduled to open 9 for classes in January, 1995;-and 10 11 'WHEREAS, neighboring residents have expressed concern over impacts to parking in 12 their neighborhoods upon the opening of the new Santa Rosa Junior College site; and 13 14 'WHEREAS, the City Council has previously passed legislation to enable the creation of 15 Permit Parking Zones. 16 17 NOW, THEREFORE, BE IT RESOLVED that the City Council hereby establishes 18 Permit Parking Zone A, as shown in Exhibit A, to alleviate potential parking concerns voiced by 19 residents because of the opening of the Santa Rosa Junior College Petaluma Campus. This is to preclude invasion of your neighborhood by students attending the new Santa Rosa Junior College site on Sonoma Mountain Parkway. The school is scheduled to open for classes in January 1995. • The City Council has the authority to establish Permit Parking Zones as deemed appropriate. These zones are established by Council resolution after a public hearing on the issue. the Council will hold a public hearin •on_nugust 1, 1994 at 7:00 PM•in the Council Chambers, City Hall, I I English Street, Petaluma. Your continents will be accepted in person or by mail up to the time of the public hearing. • If the majority of the,affected residents support the creation of the Pertnit.Parking Zone, the Council will create the zone by official resolution. Subsequently, signs wilLbe erected indicating that parking permits are required for on-street parking. Upon the effective date of the resolution, no parking will be allowed on your street without a parking permit. The permit will be a placard to be placed on the dash of your vehicle. Each household will be allowed up to three permits. The proposed charge for each household permit is $12.00 annually, which covers the cost of the permit, signage, and administration of the program. Only residents of the permit zone will be issued permits, which can he transferred between permittees' vehicles or used for guest vehicles. We are anticipating entering into an agreement with Santa Rosa Junior College to allow the Campus Police to enforce the Permit Parking Zone through parking citations. Once adopted and effective, specific information will be published on how to obtain the parking permits. Only those residents requesting a parking permit will pay any fee for this program. The new'center is locatec directly across Sonoma Mountain Parkway from;the MorningStar community, On advice from Council Members we prepared a petition (see attached) to poll community sentiment: A drat: of this petition was first published in our monthly newsletter. MorningStar residents were invited to provide 'input.on the content'of'the petition. We had two neighborhood meetings ' prior to adopting the final language. We;are grateful that council members Brian Sobel, Nancy Read and Lori Shea attended one of our meetings. When various.volunteer's circulated', the petitions, over 95% of the people who were home signed the petition. Councilman Sobel provided us with:City staff's memo about setting up a restricted parking system. A concern among the residents and MorningStar board members is the ;estimates cost of the permits._ The memo suggests: $35' annually for the 1st vehicle and ;$20 for each additional vehicle. We fear that these high:fees may reduce participation and therefore total program revenues. Byway of contrast, in Kentfield, next to the College of.Marin, the residents get:permits for free. Morningstar residents have°'always said that we are wilting to pay for our permits, but most people.we have talked to thought this meant $10 to 320 per year maximum per residence. May we offer that to reduce these fees, MorningStar could take on administering the distribution of the permits. MorningStar has experience with this .type of distribution'e.g. pool keys, RV lot management, etc. Perhaps the cost can be reduced when more neighborhoods are involved. We request that you'iimplement;asystem of restricted parking-for,MorningStar:that would be in place by the:time thenew SRJC center,open"s. .We appreciate your interest,in helping solve this unique challenge. We propose that a residential permit parking area be established throughout Morning Star, to coincide with the opening of the new Center of the Santa Rosa Junior College. We understand that, if this area is designated as a residential permit parking area, certain restrictions Will be placed upon on-street parking within MomingStar; and residents of MomingStar will be eligible to obtain permits exempting them from such parking restrictions; that die annual fee for a residential parking permit shall be charged by the City of Petaluma or its agent. We. the undersigned, hereby request that the City Council of the City of Petaluma consider this application for establishment of MomingStar as a 'residential permit parking area'. In neighborhood meetings on January 31 and March 31, 1993, MomingStar residents in attendance made the following recommendations for implementation. We, the undersigned, will welcome other solutions as long as the other solutions will mitigate the problems equally or better than these recommendations. . NO PARKING TOW AWAY ZONE Sam to 8pm, Monday through Friday, without a residential parking permit,.Saturdays, Sundays, and Holidays excepted. We suggest Monday through Friday because currently the college allows free weekend parking. If the college begins to institute fees for parking on weekends, we want 7 day a week no parking without permit. Regarding Tow Away Zone, the enforcement officer will call the tow truck, the property owner will not need to call. We believe that any limited time parking scheme such as "I hour parking without permit" will be impossible to enforce at any reasonable cost, and will cause overall pa r1.1..5 activity in our area to he worse than if there were no parking restrictions at all. 2. Parking permits to be re-issued annually. 3. Parking permits will be issued only with proof that die vehicle is registered at an address within the permit area with a limit of 3 (three) permits for any single address. 4. Parking permits will be marked in indelible ink by the issuing agency with the registration (license) number of the vehicle for which the permit is being issued. Permanent stickers for our registered vehicles. 5. A fair and reasonable allocation of the cost of setting up and administering this residential permit parking area. We suggest that initial setup costs be allocated equally to every parcel in the restricted parking area through a one-time special assessment on our property tax bill and that the annual permit registration fee be adjusted as needed to cover the annual costs. If the city charges MomingStar owners for legal fees or studies needed to set up Petaluma's first restricted parking zone, sonic mechanism needs to be enacted to reimburse MomingStar owners should other.neighborhoods institute similar restricted parking areas that benefit from the legal work or studies. O. Big guest passes containing the street address in large type will be issued on request upon application. At no time will the number of owner permits plus guest passes exceed 3 (three). 7.
