RESOLUTION ACCEPTING COMPLETION OF WORK REQUIRED ON MC DOWELL CULVERT-BRIDGE RE- CONSTRUCTION, PROJECT ST64-1. / 1 L" INTRODUCED BY COUNCILMAN..._..:%✓� f'� ARegular G' � At ancaftwoci Meeting of the City Council of the City of Petaluma on the.--_ 15th day of August 19 66 BE IT RESOLVED THAT The City Council hereby finds that all of the materials and all of the work required to be performed under that certain Agree- ment dated May 4 , 1966 , between Mc Guire & Hester, designated and call- ed "Contractor" , and the City of Petaluma, designated and called "Own- er" , have been completed to the satisfaction of the City Engineer and in accordance with the requirements of said Agreement, and that all fees required to be paid therefore have been paid. L . i iG NAL RESOLUTION NO. 4'59.0 RESOLUTION OPPOSING .THE 'PROPOSED FED- ERAL AND STATE PRE'-EMPT.ION IN THE FIELD OF BUILDI-NG CODES INTRODUCED BY COUNCILMAN ,� i Xr 2/e.6,LJ and SECONDED BY COUNCILMAN Lam., -�,.�, at a Regular Meeting' of the City Council of the City of Pet- aluma on the 15th day ,of August , 1966 . WHEREAS , currently at the Federal. :and State of Calif- ornia governmental levels , there is movement under way, proposing that Federal and State governments pre-empt the field of building codes, their preparation, use and enforcement policies, . and WHEREAS.,- to: allow such proposing to become an act- uality, would be discarding as worthless , the. experience in this field, gained through some forty years of codes, their uses and appli- cation, and. WHEREAS', it has hot been demonstrated that a set of codes prepared at the Federal. er even the State level would accom- plish anything except to centralize the responsibility for creating chaos, and WHEREAS; the Organizations that have been in the codes production and use field for some forty years , have instituted pro- ceedings. to eliminate codes differences through joint, action, which proceedings should receive the active support of. Federal and State governmental agencies ; and WHEREAS, it has been demonstrated that there does ex- ist the need for more uniformity, in codes; their use and application on an interchangeable basisbetween legal j'urisdic:tions , and WHEREAS, it is also acknowledged that geographical , climatic and construction practice differences do exist , and must be taken into consideration. in ,codes , and WHEREAS, there has been estabitished .in Sonoma County the Codes Advisory Board, whose purpose is to work for uniformity in codes adoption, use and determination made under said codes,, and WHEREAS:,, the operation of the Codes Advisory Board for some two years has demonstrated that the principles under which the Board operates are valid and can be made to, work if, properly supported by all governmental ag'enc'ies including 'Federal and State. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma that the preparation of building and allied code regulations ; would best be left in the hands of those organizations that have shown through long experience that they are fully aware of the need for. ,uniformity in codes, and are taking steps to establish Wile/ and that such codes are in effect performance, codes';, whereby ;new' methods and matetials can, if properly authenticated,,_ be included as parts or alternatives to existing codes , and -1- "25.-td f IT; IS FURTHER, RESOLVED, the enfor,cenent of -codes regulations is much better applied by the local building departments that have been in existehce for long periods of time, than by- attempt- . ing to establish new Federal or State agencies,, with corresponding 'remoteness of responsibility or action ,. and IT IS FURTHER RESOLVED, that all City Councils , Board of Supervisors , Building Departments , Archi'tects', Engineers , Con- tractor Associations, Material Dealers , Trade Union Organizations , Realtors , Land Developers, and all persons concerned in the building construction field be requested to take positive action by adopting similar resolutions and forwarding same to all elected State and Federal officers , and to all State and. Federal Agencies that seem to be concerned.
