SUBJECT: Resolution Recommending Appointments to the Mayors' & Councilmembers'
Association to Fill Vacancies on the Local Agency Formation Commission, the
Remote Access Network, the Sonoma County Child Care Planning Council, and the
City Selection Chair and Vice Chair.
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution recommending appointments
to the Mayors' & Councilmembers' Association and giving the Mayor or his designee authority to
vote on late nominations received at the Association's February 13, 2014 meeting.
BACKGROUND
The Mayors' & Councilmembers' Association, which includes all the Sonoma County cities, fills
vacancies on various local or regional Boards or Commissions when the terms of office expire or
upon resignations. Letters of interest are circulated to all cities by those elected officials wishing to
serve, followed by the cities voting on their recommendations at an upcoming meeting of the
Association.
City Selection Committee:
1. City Selection Chair and City Selection Vice Chair. Per the Association's By-Laws, the
Chair City and Vice Chair City shall be determined based on a strict alphabetical rotational
basis, and each Chair City and Vice Chair City shall each select its own Chairperson and
Vice Chairperson of the Association. Accordingly, per the rotation schedule, the Chair City
for 2014 will be Cotati and the Vice Chair City will be I-Iealdsburg.
2. Local Agency Formation Commission. One position, four year term, to fill the expiring
term of Pam Stafford (Rohnert Park) whose term expires May 2014. Letter(s) of interest
have been received from:
• Pam Stafford, Councilmember, Rohnert Park
• Julie Combs, Councilmember, Santa Rosa
3. Remote Access Network (RAN) Board. One position, no specific term, to fill the expiring
term of Pam Stafford (Rohnert Park). Position must be filled by a Mayor. Letter(s) of
interest have been received from:
• Joe Callinan, Mayor, Rohnert Park

WHEREAS, vacancies have occurred on various Boards and Commissions due to teen
expirations or elected members leaving office; and
WHEREAS, the appointments will be considered by the City Selection Committee and the
Board of Directors at the Mayor's & Councilmembers' Association meeting on February 13, 2014;
and
WHEREAS, letters of interest have been received and considered by the Petaluma City
Council.
NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council does hereby
recommend to the Mayors' & Councilmembers' Association the following people to fill the
vacancies on:
for the City Selection Chair
for the City Selection Vice Chair
for the Local Agency Formation Commission
for the Remote Access Network Board
for the Child Care Planning Council.
BE IT FURTHER RESOLVED that the Petaluma City Council authorizes Mayor David
Glass or his designee to vote on late nominations received at the Mayors' & Councilmembers'
meeting on February 13, 2014.

Alexandra M.Barnhill LAFCO personnel committee which is in the process of hiring the Executive
Assistant City Attorney Director. I take this responsibility very seriously feel very strongly that I see it
JoAnne Buergler through. There are many issues arising this year with regards to annexation
City Clerk and consolidation and I would love to be able to work through these with the
other commissioners. As far as my personal history, I recently completed my
Brian Masterson second term as Mayor of the City of Rohnert Park. I have also served as a

Dear Sonoma County Mayors and Council Members:
JULIE COMBS I would like to serve as a City LAFCO representative, and I request your
Council Member consideration for that appointment.
Santa Rosa is the largest City in Sonoma County, and I believe that, at this time,
representation from the Santa Rosa City Council on LAFCO would well serve all of
Sonoma County.
I have extensive involvement in Southwest Santa Rosa, which will be undergoing a
lengthy annexation process in the coming years. I also serve on the League of
California Cities Public Safety Policy Committee and am the local representative on
the ABAG Regional Planning Committee.

Subject : Letter of Interest for Sonoma County Child Care
Planning Council
To: Sonoma County Mayors and Council Members Association
This letter will serve as my interest in serving as a representative
on the Sonoma County Child Care Planning Council.
As a mother who raised three children while working full time, I
understand the importance of providing quality care for our
children. I was fortunate that I was able to obtain quality care for
my children during their formative years. I feel strongly that
quality care is important not only for the growth of our children,
but also for the ability of their parents to focus on being productive
workers without worrying about the care of their children.
It would be an honor to serve on this council to ensure that
Sonoma County has quality, accessible and affordable child care.
